Book The Impact of the Packard Commission s Recommendations on Reducing Cost Overruns on Defense Acquisition Contracts

Download or read book The Impact of the Packard Commission s Recommendations on Reducing Cost Overruns on Defense Acquisition Contracts written by and published by . This book was released on 1999 with total page 12 pages. Available in PDF, EPUB and Kindle. Book excerpt: Using data from selected acquisition reports, Drezner et al. (1993) show that reform initiatives from 1960 to 1990 did not reduce cost growth on 197 defense programs. The average cost growth on these programs was 20 percent and did not change significantly for 30 years. Using data from the Defense Acquisition Executive Summary data base, we show a similar result. Initiatives based on the recommendations of the Packard Commission did not reduce the average cost overrun percent experienced on 269 completed defense acquisition contracts evaluated over an 8-year period (1988 through 1995). In fact, the cost performance experienced on development contracts and on contracts managed by the Air Force worsened significantly. Although many factors contribute to poor cost performance, estimation error is a casual factor identified in each study.

Book The Impact of the Packard Commission s Recommendations on Reducing Cost Overruns in Major Defense Acquisition Programs

Download or read book The Impact of the Packard Commission s Recommendations on Reducing Cost Overruns in Major Defense Acquisition Programs written by David A. Searle and published by . This book was released on 1997-09-01 with total page 114 pages. Available in PDF, EPUB and Kindle. Book excerpt: This thesis examines the impact that recommendations made by the President's Blue Ribbon Commission on Defense Management, informally known as the Packard Commission, had on reducing cost overruns in major DoD acquisition programs. Cost overruns are a recurring problem in the DoD, and the study of possible effects resulting from the implementation of acquisition reform efforts such as the Packard Commission study could alter this trend. In this era of acquisition reform and downsizing it's important that policy makers understand the effects past and current policies have had and are having on reducing the ever present problem of cost overruns. Conclusions drawn in this thesis may guide and direct DoD policy makers in drafting future regulations and policies. This study examined 269 contracts completed between January 1,1988 and December 31,1995. It was found that cost performance for contracts completed after the recommendations went into effect was poorer than cost performance prior to the change. It was also found that a more significant difference occurred between contracts in development phases than those in production phases. In fact, percentage cost overruns for development contracts nearly tripled after the policy went into effect. Possible explanations and implications of this discovery are provided.

Book Project Cost Overrun

Download or read book Project Cost Overrun written by Esbjörn Segelod and published by Cambridge University Press. This book was released on 2017-11-23 with total page 273 pages. Available in PDF, EPUB and Kindle. Book excerpt: Cost overrun is common in public and private sector projects. Costs tend to grow, plans fail and financial problems follow, but how can we approve the right projects if we cannot estimate their true cost? This book, for academics in project management, management accounting and corporate finance, as well as for managers in the public and private sectors, offers a new way of thinking about the causes and consequences of cost overrun for firms and society. It demonstrates that there is a logic behind cost growth and overrun, identifies projects and situations that are more vulnerable, and examines the effects of increased costs. It further identifies the negative and positive consequences of cost overrun, analyses how and why preconditions for cost overrun differ when the logic governing private firms dominates versus the logic of the political sector, and explains why cost can sometimes be of lesser importance to decision makers.

Book The Process and Politics of Defense Acquisition

Download or read book The Process and Politics of Defense Acquisition written by David S. Sorenson and published by Bloomsbury Publishing USA. This book was released on 2008-12-30 with total page 229 pages. Available in PDF, EPUB and Kindle. Book excerpt: The United States government invests billions each year on equipping armed forces with the most advanced military equipment. The root of the American defense acquisition system is driven by a combination of national interests and domestic political requirements. While fundamentally the defense acquisition system has produced results for the United States military, improvements are needed in order to continue to move forward in advancing military tactics and technology. Exploring both the systemic and political levels of the system, Sorenson argues that the United States will fall behind if the current defense acquisition system is not reformed. This book brings together elements of this complicated system, such as national security requirements, and the changes that are needed in both the structural and political pillars. A combination of political interests and the needs of the military, serviced by an ever-shrinking defense industry, make a genuine acquisition reform even more difficult, resulting in reform that is more symbolic than genuine.

Book The Impact of the Packard Commission Report Within USAF and DoD

Download or read book The Impact of the Packard Commission Report Within USAF and DoD written by William D. Smith and published by . This book was released on 1987 with total page 204 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the past two years, there have been sweeping changes initiated in defense acquisition. One of the key forces for acquisition change has been the President's Blue Ribbon Commission on Defense Management--often called the Packard Commission. This monograph provides an independent view of the packard Commission recommendations, the related congressional legislation, and how the DoD should and will implement both the recommended and directed changes. It is intended to be a useful tool in understanding what has happened, what may happen in the future, and what impact these changes may have on various levels within the defense acquisition systems. Topics include: The Packard Commission Report and Congress, and its impact on the Air Staff and Air Force Secretariat, and its influence on financial management, and the System Program Office; and Defense acquisition in A.D. 2007--A prescriptive history (Beyond the Packard Commission report).

Book Defense Acquisition Observations Two Years After the Packard Commission Volume 2 Background Papers

Download or read book Defense Acquisition Observations Two Years After the Packard Commission Volume 2 Background Papers written by Barbara A. Bicksler and published by . This book was released on 1989 with total page 177 pages. Available in PDF, EPUB and Kindle. Book excerpt: The 1986 Packard Commission report recommended changes in the defense acquisition process to reduce development times and costs and to produce weapons better suited to war fighters' needs. These recommendations included restructuring the acquisition organization, improving the work force, overhauling the acquisition decision-making process, and reforming regulations. The Office of the Under Secretary of Defense for Acquisition requested this study to help inform the next administration about the current status of acquisition reform: what has been tried, what is working, and what isn't. It asked IDA to review developments within the Department in the last two years, to provide a progress report on acquisition reform, to make observations on the current status of the acquisition process, and to recommend priorities for further actions. Volume I of this report summarizes IDA's findings and recommendations. IDA provides an assessment of the extent to which DoD has implemented the kind of management that the Packard Commission advocated. It notes several improvements but concludes that DoD has not yet made the fundamental changes required to implement the Commission's basic philosophy. IDA recommended actions in several areas in the next administration: organization, decision-making, personnel and procurement practices. Volume II contains background papers that provide an in-depth examination of selected issues in support of these recommendations.

Book Optimizing U S Air Force and Department of Defense Review of Air Force Acquisition Programs

Download or read book Optimizing U S Air Force and Department of Defense Review of Air Force Acquisition Programs written by National Research Council and published by National Academies Press. This book was released on 2009-07-29 with total page 122 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Department of Defense (DOD) spends over $300 billion each year to develop, produce, field and sustain weapons systems (the U.S. Air Force over $100 billion per year). DOD and Air Force acquisitions programs often experience large cost overruns and schedule delays leading to a loss in confidence in the defense acquisition system and the people who work in it. Part of the DOD and Air Force response to these problems has been to increase the number of program and technical reviews that acquisition programs must undergo. This book looks specifically at the reviews that U.S. Air Force acquisition programs are required to undergo and poses a key question: Can changes in the number, content, or sequence of reviews help Air Force program managers more successfully execute their programs? This book concludes that, unless they do it better than they are now, Air Force and DOD attempts to address poor acquisition program performance with additional reviews will fail. This book makes five recommendations that together form a gold standard for conduct of reviews and if implemented and rigorously managed by Air Force and DOD acquisition executives can increase review effectiveness and efficiency. The bottom line is to help program managers successfully execute their programs.
