Book excerpt: AbstractThis study examined the impact of the Tennessee Promise program on enrollment, retention, and persistence in three community colleges in Tennessee. The three colleges represented the three major geographical regions of Tennessee. The three community colleges were Jackson State Community College, Motlow State Community College, and Cleveland State Community College. The data collected was census data from the three colleges involved in the study. The three parts of the study focused on enrollment, measured by a trend analysis, retention, measured by a test of proportions, and enrollment, measured by a non-parametric test on the median number of semesters to graduation. The results for all three parts of the study showed mixed results. Enrollment showed an initial increase and then stagnated. Retention showed statistically significant results for some colleges and not statistically significant results for others. The benchmark for persistence showed mixed results. The results for students that were Tennessee Promise eligible or not and the time periods of pre-Tennessee Promise launch, Tennessee Promise launch, and post-Tennessee Promise launch showed no statistically significant results. The results for the number of semesters for graduation did not show statistically significant results..

To maximize the effectiveness of their efforts and investments, program leaders and policymakers need research-based evidence to inform program design, implementation, and evaluation. With the goal of addressing this knowledge need, this volume presents a collection of research studies that examine several categories and variations of college promise programs. These theoretically grounded empirical investigations use varied data sources and analytic techniques to examine the effects of college promise programs that have different design features and operate in different places. Individually and collectively, the results of these studies have implications for the design and implementation of promise programs if these programs are to create meaningful improvements in attainment for people from underserved groups. The authors’ efforts also provide a useful foundation for the next generation of college promise research.

Book excerpt: In 2014, Tennessee’s governor, Bill Haslam, introduced Tennessee Promise - legislation that enabled Tennessee high school and home school graduates to attend two years of tuition-free higher education at qualifying institutions. In the fall of 2015, Tennessee's four-year colleges and universities experienced a significant decline in freshman enrollment. This quantitative descriptive study uses the theories of human capital, social capital, and marketing service theory to examine the impact of free tuition on the college choice. Four hundred twelve Tennessee Promise students answered survey questions, demonstrating the impact of Tennessee Promise funds on their decision to attend college and on the ultimate college choice. The resulting analysis is a definition of the existing Promise recipients by gender, race, household income, and parental level of education among other attributes. It provides four-year college recruiters a target profile for the students who enroll in college due to Tennessee Promise and for those who changed their college choice in order to use the free tuition that Tennessee Promise offers. This may enable recruiters to better reach their target market in order to reverse the trend of declining freshman enrollment. Free tuition through Tennessee Promise offers all high school and home school graduates, including those who may not have the means or the confidence, an opportunity to enroll in college. Tennessee Promise is giving its students the opportunity to seek wisdom in an effort to combat poverty and joblessness.

Book excerpt: With the introduction of the Tennessee Promise and Tennessee Reconnect, approximately 24 percent of the college student population in the fall of 2018 in Tennessee was made up of community college students. The community college retention and graduation rates need to increase significantly for Tennessee to meet its Drive to 55 goal for degree attainment. The purpose of this grounded theory research study was to identify and understand the different programs, initiatives, and strategies that have been utilized at the five Tennessee community colleges with the highest retention rates between fall 2015 and fall 2017. The theoretical framework for this grounded theory research study was primarily based upon the retention theories of Cabrera et al. (1993) and Bean and Metzner (1985). These theories combine the complex relationship between the different individual, institutional, and environmental factors while also accounting for the unique factors associated with community colleges and community college students. A constructivist grounded-theory methodological approach was utilized for this study as twenty-two face-to-face interviews took place with administrators at the following community colleges in Tennessee: Columbia State, Motlow State, Northeast State, Pellissippi State, and Roane State. The interviews were transcribed and that data was coded using NVivo along with the artifacts collected from the sites and the email correspondence from all of the participants. The following student retention themes emerged from the data: institutional vision and leadership focused on student success, committed and student-focused faculty and staff, collaboration and alignment of success services, and the retention of underserved students. In summary, this study found that these community colleges all have an overall framework for student retention, dedicated and passionate administrators, faculty, and staff; a student-centered approach to student retention, and numerous strategies to identify and serve underserved populations on campus. There was not a silver bullet identified across the institutions except for the caring administrators, staff, and faculty on each campus that build relationships with their students. Student retention was impacted by the multitude of retention strategies, initiatives, and people on campus that work in partnership to best serve their students..

Book excerpt: Founded in 2010, the New Haven Promise program provides up to $10,000 annually in scholarships for students who attend New Haven Public Schools and live within New Haven City to help defray the costs of tuition in Connecticut public two year and four year colleges. We estimate the impact of being eligible for the program for the first three high school graduate cohorts using regression discontinuity and difference-in-differences approaches. Our results are mixed. Regression discontinuity estimates indicate a positive impact of the New Haven Promise on public college enrollment and several other outcomes, though estimates vary according to specifications, and difference-in-difference estimates indicate null effects. The analysis was limited by data availability around eligibility and the gradual phase-in of the program that resulted in differing benefits and eligibility requirements for the early cohorts of beneficiaries.

Book excerpt: With the introduction of TN Promise, a last dollar scholarship providing two years of college tuition free to Tennessee students, the effects of the post secondary initiative on college enrollment must be examined. This researcher performed a quantitative, descriptive analysis to study the effects of TN Promise on one rural high school in East Tennessee. A total of 422 students were included in the study. The researcher identified characteristics of post secondary enrollees through the use of quantitative data from a National Student Clearinghouse database. This researcher performed a descriptive analysis on the results of a high school opinion survey to identify prevalent trends. The research revealed more female than male TN Promise recipients enrolled in college in 2017—after TN Promise—than in 2014—before TN Promise. The researcher also found the number of economically disadvantaged TN Promise recipients enrolling in college increased from 2014 to 2017. Additionally, the researcher concluded there was a decrease in the percentage of students enrolling in college with a GPA of less than 3.0 between 2014 and 2017.
