Book excerpt: In recent decades, the Middle East and North Africa region (MENA) has experienced more frequent and severe conflicts than in any other region of the world, exacting a devastating human toll. The region now faces unprecedented challenges, including the emergence of violent non-state actors, significant destruction, and a refugee crisis bigger than any since World War II. This paper raises awareness of the economic costs of conflicts on the countries directly involved and on their neighbors. It argues that appropriate macroeconomic policies can help mitigate the impact of conflicts in the short term, and that fostering higher and more inclusive growth can help address some of the root causes of conflicts over the long term. The paper also highlights the crucial role of external partners, including the IMF, in helping MENA countries tackle these challenges.

These refugees have been creating excess supply of labor in host countries. This study involves a series of interviews in which respondents shared their perceptions of their involvement in the labor market in Iraq. These interviews provide a broad and in-depth explanation of why they became refugees, their desire to join the labor force, and their settlement preferences. The results of this study show that i) economic disintegration of Syria, unemployment, and compulsory military recruitment are significant push factors which explains the outflow of refugees from Syria; ii) Syrian refugees cited economic the well-being of the Kurdistan Region of Iraq (KRI), treatment by locals, and the feeling of detachment from the host community due to their temporary status as the main barriers for participating in the host labor market. iii) A significant portion of the refugees in the camp is from the working class and currently unemployed individuals. These findings justify the decision to become a refugee, difficulties refugees face in participating the host labor market, and their motives to settle inside the refugee camp.

More than half of the population of Syria remains displaced; 5.6 million persons are registered as refugees outside of the country and another 6.2 million are displaced within Syria's borders. The internally displaced persons include 2 million school-age children; of these, less than half attend school. Another 739,000 Syrian children are out of school in the five neighborhood countries that host Syria's refugees. The loss of human capital is staggering, and it will create permanent hardships for generations of Syrians going forward. Despite the tragic prospects for renewed fighting in certain parts of the country, an overall reduction in armed conflict is possible going forward. However, international experience shows that the absence of fighting is rarely a singular trigger for the return of displaced people. Numerous other factors—including improved security and socioeconomic conditions in origin states, access to property and assets, the availability of key services, and restitution in home areas—play important roles in shaping the scale and composition of the returns. Overall, refugees have their own calculus of return that considers all of these factors and assesses available options. The Mobility of Displaced Syrians: An Economic and Social Analysis sheds light on the 'mobility calculus' of Syrian refugees. While dismissing any policies that imply wrongful practices involving forced repatriation, the study analyzes factors that may be considered by refugees in their own decisions to relocate. It provides a conceptual framework, supported by data and analysis, to facilitate an impartial conversation about refugees and their mobility choices. It also explores the diversified policy toolkit that the international community has available—and the most effective ways in which the toolkit can be adapted—to maximize the well-being of refugees, host countries, and the people in Syria.

The workshop was organized by the Global Labour University (GLU) Alumni Network in Turkey in collaboration with International Centre for Development and Decent Work (ICDD), the University of Kassel, German Academic Exchange Service (DAAD), International Labour Organization (ILO), Global Labour University (GLU), Boğaziçi University Centre for Educational Policy Studies (BEPAM) and Friedrich-Ebert-Stiftung (FES) Turkey Office, with particular focus on the composition and narratives of the Syrian refugees through the “fishbowl session”. The report finds that Syrian refugees have a very difficult life in Turkey in terms of working conditions, living conditions, discrimination, bureaucracy, lack of enough regulation, child education, language barriers etc. One of the most important concerns for Syrian refugees is child labour. Owing to unemployment of Syrian adults, most parents are forced to send their kids to work. With ineffective state control on employment and labour market, employers prefer to recruit children who are paid low wages, thereby enabling them to make higher profits. The other problems Syrian refugees face in the labour markets are low wages, long working hours, employment without social insurance, late payment or non-payment of the wages, discrimination at the workplace, etc. Regarding accommodation, majority of the Syrian refugees live in a populous household, paying higher rents for lower quality houses in comparison with domestic people. In addition, the situation of Syrian refugees in Turkey has a strong gender dimension. The Syrian females work as precarious workers at the workplace. They are the most affected and vulnerable workers. In addition, Syrian female refugees also take the responsibility of the education of the children who face different types of discrimination at school, with which again Syrian female refugees have to struggle. These problems have created barriers for Syrian refugees in exercising their rights at the workplace and in taking services from public institutions including healthcare and education. Besides, as findings show, the Syrian refugees are placed in the lowest strata of the labour markets of Turkey.

As the decade-long conflict in the Syrian Arab Republic created new challenges and worsened the existing ones, economic activity declined, labor markets deteriorated, and poverty increased. These trends would overwhelm even the most advanced economies in the world. The Fallout of War: The Regional Consequences of the Conflict in Syria identifies the impact of the Syrian conflict on economic and social outcomes in Iraq, Jordan, and Lebanon. It combines a large number of data sources, statistical approaches, and a suite of economic models to isolate the specific impact of the Syrian conflict from that of global and regional factors, and it explicitly analyzes the mechanisms through which such an impact is manifested. The analysis suggests that a persistent short-termism in policy making has so far propagated the shock emanating from the Syrian conflict, which led to costly and ineffective service provision, lost economic opportunities, and underfunded programs. The report advocates for a fundamental shift from the short-term mitigation policies to a medium-term regional strategy to address pertinent structural problems. Moreover, as the countries in the Mashreq look toward recovery, a policy approach that takes into account the region’s interconnectedness and seeks to build on it provides better prospects for the people. Such a regional approach that addresses cross-boundary issues—including migration, trade, and infrastructure—will require local, regional, and international commitments.

Aside from the immediate humanitarian needs of the Syrian refugees, their integration into the local labour market is crucial to enable refugees to improve their situation through their own efforts and, for host countries, to reap more of the potential economic benefits from the demographic boost. However, the labour market policy response in Jordan and Lebanon has so far broadly gone in a direction of limiting refugees' access in an attempt to protect the native population. While this is understandable given the large number of refugees, joint efforts from host governments and the international community are required to engage refugees in productive and formalised economic activities, along with increasing the labour market potential of the native population. The EU is part of this international effort that seeks to combine external support with national policy action.
