Book excerpt: "Non-productive investments (NPIs) are investments which do not generate significant return, income, or revenue, or increase significantly the value of the beneficiary's holding, but have a positive environmental impact. Public support for NPIs is provided by the European Agricultural Fund for Rural Development and national co-financing. This public support often reaches 100% of the total investment costs. The Court concludes that NPI support has contributed to the achievement of objectives linked to the sustainable use of agricultural land, but in a way that was not cost effective. This was because the costs of 75% of the visited projects were unreasonably high. Furthermore, even though many of these projects had obvious remunerative characteristics, they were fully funded with public money. The Court makes five recommendations aimed at improving the cost-effectiveness of NPIs that will be funded during the 2014-2020 programming period."--Page 4 of cover.

Book excerpt: Inhaltsangabe:Introduction: The focus of the thesis is the Direct Payments Systems of the Common Agricultural Policy of the European Union as introduced as part of the MacSharry reform and extended under the Agenda 2000. The objective is to analyse the current system and the proposals made by the Commission in January 2003 regarding a decoupling of these payments. The Common Agricultural Policy was one of the first policies developed in the European Union, and one of those regulated in the greatest detail. Among the European Union's policies, the CAP is regarded as one of the most important policy areas. This is justified not only because of its share of the EU budget, the vast number of people and the extent of the territory directly affected, but also because of its symbolic significance and the extent of sovereignty transferred from the national to the European level. The significance of the CAP, nowadays, is also portrayed by the fact that it is directly related to the Single Market and the EMU, two key areas in achieving the European integration. The objective of the CAP was to support the agricultural sector in the Member States. The second chapter of this thesis will provide general legal background information on the institutions of the EU and the functioning of the decision-making processes with regards to the agricultural sector. The history of the CAP, it s functioning, the reasons for its creation and some general information will be outlined in chapter 3. Special emphasis will be on the common market organisations, the second pillar of the CAP, the rural development policy and the system of Direct Payments. The history will also cover the Agenda 2000, the Mid-term review and especially the latest reform proposals of the EU in January 2003. The proposals with regard to the Direct Payments, such as the decoupling and the modulation, will be subject to a closer analysis in chapter 7. The chapter 4 covers the EU enlargement and gives an overview of the new challenges arising by that for the EU. Even though the consequences of the enlargement are significant in some areas of the CAP, this thesis will not provide a closer analysis of all the dimensions. The topic of the EU enlargement itself is too extensive to be covered by a single chapter. The focus of this thesis is on the Direct Payment system of the CAP and thus the consequences of EU enlargement will only be portrayed on this background. Book excerpt: This report summarises the results of the European Court of Auditors' examination of the European Union's accounts for 2007 and progress on the range of initiatives taken forward by the Commission and Member States. For the first time the Court provided a positive Statement of Assurance, without qualification, on the reliability of the Commission's accounts, in effect confirming that they give a true and fair view. But for the fourteenth successive year the Court did not provide a positive Statement of Assurance on whether the underlying transactions conformed to applicable laws and regulations. Cohesion Policy funds, which are designed to reduce disparities in the level of development between regions and Member States, for example by supporting major infrastructure projects, remain the most challenging component. Based on its audit work, the Court estimates that, for expenditure on Cohesion projects, at least 11 per cent should not have been reimbursed by the Commission in 2007. This conclusion reflects weakness in controls at Member State level, but also the difficulty of implementing complex programmes. In the Cohesion Policy area the Commission has increased the rate at which it recovers incorrect payments from Member States, from 287 million euros in 2007 to 843 million in September 2008, and it predicts that further corrections will be finalised in Spring 2009. Financial corrections in future years could have an impact on the United Kingdom.

It also means minimising the impact of human activities on the environment. The concept of resource efficiency is encapsulated in the idea of ‘doing more with less’. The examples highlighted in this edition focus on water and soil, two especially relevant resources for agriculture and rural development. Managing soils and water more efficiently is a strategic priority for Europe. Through the EU’s contribution to international accords such as the UN Sustainable Development Goals and through high‐profile initiatives, such as Europe 2020 – the growth strategy that aims to make the EU a smart, sustainable and inclusive economy – a shift towards sustainable growth via a resource-efficient, low‐carbon economy is taking place. Europe is transitioning from a traditional economy where resources are simply extracted, used and thrown away to one where resources are used more carefully and recycled so they stay in use for longer. The need for a more efficient use of resources and waste minimisation is at the heart of this approach. In the specific context of rural development, the need for resource efficiency was reinforced by the Cork 2.0 Declaration and again by the recent European Commission Communication on the Future of Food and Farming, which says that the Common Agricultural Policy (CAP) should lead a transition towards a more sustainable agriculture. An ENRD Thematic Group recently examined how resource efficiency is practised in rural areas. In limiting the scope of its work to soil and water management, the group identified how the Rural Development Programmes (RDPs) can be shaped to make change happen faster. Building on that work, this edition of the EAFRD Project Brochure profiles inspiring rural development projects that are already improving resource efficiency all around rural Europe.

Targeted EU-funded rural development and investment schemes are in place in these countries, and the progressive liberalisation of trade in agricultural products with the EU has helped farmers to prepare for operating and competing within the enlarged market. Economic operators in the EU and the enlargement countries have gained from open borders and easier trading conditions. This conference, held in Siena, Italy, on 10-13 July 2002, identified the need for rural policies to go beyond agriculture and offer new trajectories of development for rural areas. The end result is a new approach to rural areas that recognises the importance of the interdependence between rural and urban areas, mobilises investment (rather than distributing subsidies) and expands the definition of countryside. This new approach should also emphasise governance structures that encourage bottom-up initiatives as well as stress the ability of local actors to identify problems, formulate strategies and be full partners in policy implementation.
