After considering the many aspects of the role of science and technology (S&T) in foreign assistance, the study led to the publication of The Fundamental Role of Science and Technology in International Development. In the book special attention is devoted to partnerships that involve the USAID together with international, regional, U.S. governmental, and private sector organizations in fields such as heath care, agriculture and nutrition, education and job creation, and energy and the environment. Book excerpt: More than half of the 116 research parks now operating in the United States were established during the 1980s, with the aim of boosting regional economic growth. But until now no one has systematically analyzed whether research parks do in fact generate new businesses and jobs. Using their own surveys of all existing parks and case studies of three of the most successful--Research Triangle Park in North Carolina, Stanford Research Park in California, and the University of Utah Research Park--Michael Luger and Harvey Goldstein examine the economic impact of such facilities. As the name suggests, a research park is typically meant to provide a spacious setting where basic and applied technological research can be quietly pursued. Because of the experience of a few older and prominent research parks, new parks are expected to generate economic growth for their regions. New or old, most parks have close ties to universities, which join in such ventures to enhance their capabilities as centers of research, provide outlets for entrepreneurial faculty members, and increase job opportunities for graduate students. Too often, the authors say, the vision of "incubating" economic growth in a gardenlike preserve of research and development has failed because of poor planning, lack of firm leadership, and bad luck. Although the longest-lasting parks have met their original goals, the newer ones have enjoyed at best only slight success. Luger and Goldstein conclude that the older facilities have captured much of the market for concentrations of research and development firms, and they discuss alternative strategies that could achieve some of the same goals as research parks, but in a less costly way. Many of these alternatives continue to include a role for universities, and Luger and Goldstein shed fresh light on the linkage between higher education and the use of knowledge for profit.

These efforts have resulted in productive new forms of partnership and cooperation at all levels. While federal programs have sometimes supported these efforts, and while recent changes in federal policy have improved the climate for high technology development initiatives, in most cases both the initiative and the ongoing leadership have come from imaginative state and local leaders. This five-chapter report provides: (1) an overview of high-technology development (HTD); (2) a definition and analysis of high-technology industries; (3) a discussion of entrepreneurship and venture capital in HTD; (4) a discussion of state and local government, university, and private sector initiatives for HTD; and (5) an examination of the federal role in regional HTD. Three reports are appended: they concern (1) the theoretical base for high-technology location and regional development, (2) a regional assessment of the formation and growth in high-technology firms, and (3) a preliminary investigation of recent evidence on high-technology industries' spatial tendencies. One factor examined in the latter report is the nature and diversity among high-technology industries in both growth performance and locational tendencies. (JN).

Book excerpt: An increase in global access to goods and knowledge is transforming world-class science and technology (S&T) by bringing it within the capability of an unprecedented number of global parties who must compete for resources, markets, and talent. In particular, globalization has facilitated the success of formal S&T plans in many developing countries, where traditional limitations can now be overcome through the accumulation and global trade of a wide variety of goods, skills, and knowledge. As a result, centers for technological research and development (R&D) are now globally dispersed, setting the stage for greater uncertainty in the political, economic, and security arenas. These changes will have a potentially enormous impact for the U.S. national security policy, which for the past half century was premised on U.S. economic and technological dominance. As the U.S. monopoly on talent and innovation wanes, arms export regulations and restrictions on visas for foreign S&T workers are becoming less useful as security strategies. The acute level of S&T competition among leading countries in the world today suggests that countries that fail to exploit new technologies or that lose the capability for proprietary use of their own new technologies will find their existing industries uncompetitive or obsolete. The increased access to information has transformed the 1950s' paradigm of "control and isolation" of information for innovation control into the current one of "engagement and partnerships" between innovators for innovation creation. Current and future strategies for S&T development need to be considered in light of these new realities. This book analyzes the S&T strategies of Japan, Brazil, Russia, India, China, and Singapore (JBRICS), six countries that have either undergone or are undergoing remarkable growth in their S&T capabilities for the purpose of identifying unique national features and how they are utilized in the evolving global S&T environment.

The committee is reviewing selected state and regional efforts to capitalize on federal and state investments in areas of critical national needs. Building the Arkansas Innovation Economy: Summary of a Symposium includes both efforts to strengthen existing industries as well as specific new technology focus areas such as nanotechnology, stem cells, and energy in order to better understand program goals, challenges, and accomplishments. As a part of this review, the committee is convening a series of public workshops and symposia involving responsible local, state, and federal officials and other stakeholders. These meetings and symposia will enable an exchange of views, information, experience, and analysis to identify best practice in the range of programs and incentives adopted. Drawing from discussions at these symposia, fact-finding meetings, and commissioned analyses of existing state and regional programs and technology focus areas, the committee will subsequently produce a final report with findings and recommendations focused on lessons, issues, and opportunities for complementary U.S. policies created by these state and regional initiatives. Since 1991, the National Research Council, under the auspices of the Board on Science, Technology, and Economic Policy, has undertaken a program of activities to improve policymakers' understandings of the interconnections of science, technology, and economic policy and their importance for the American economy and its international competitive position. The Board's activities have corresponded with increased policy recognition of the importance of knowledge and technology to economic growth. One important element of STEP's analysis concerns the growth and impact of foreign technology programs.1 U.S. competitors have launched substantial programs to support new technologies, small firm development, and consortia among large and small firms to strengthen national and regional positions in strategic sectors. Some governments overseas have chosen to provide public support to innovation to overcome the market imperfections apparent in their national innovation systems. They believe that the rising costs and risks associated with new potentially high-payoff technologies, and the growing global dispersal of technical expertise, underscore the need for national R&D programs to support new and existing high-technology firms within their borders.
