The team carried out a thorough review of lessons learned in South Sudan and other conflict-affected countries and held consultations with a wide range of stakeholders in the country. As a result, four complementary investment strategies were identified: agriculture production and food security; community resilience and social capital; value chain development and jobs; and peace consolidation. The authors advocate for combining these four strategies in a flexible way, depending on how the shocks currently affecting agriculture (conflict, violence, macro-economic instability, governance, natural disasters) evolve in the coming years. The Government of South Sudan and the World Bank consider this analytical work a milestone that will pave the way for future investments in agriculture and rural development in the country. This publication is part of the Country Investment Highlights series under the FAO Investment Centre’s Knowledge for Investment (K4I) programme.

Book excerpt: The work described in this report is a first step to addressing the longer-term issues related to the competitiveness of South Sudan's farmers in a regional context. It focuses on the options for increasing the amount and value of agricultural production in the crop sector, the potential contribution of rural roads to increasing crop production and how to sequence and prioritize rural road investments in a way that maximizes their contribution to realization of the country's full agricultural potential, especially in light of the competing needs for resources, the very high construction and maintenance costs of rural roads, and the low capacity of the local construction industry. The report also explores possible ways of increasing the cost competitiveness of agriculture in South Sudan vis-a-vis its neighbors (Uganda and Sudan). The core sections of the report include: i) an assessment of the potential for expanding cropland to increase agricultural production; ii) assessment of the contribution and role of improved rural roads and enhanced access to markets in creating incentives for future expansion of cultivated land in areas with high agricultural potential; iii) an estimation of budget requirements for road investments in areas with high agricultural potential; and iv) an analysis of the implications of better road infrastructure for agricultural competitiveness, including an assessment of farm price and cost competitiveness vis-a-vis Uganda and Sudan, to highlight areas where costs can be reduced to enable South Sudan to compete with food imports, even if local marketing and logistics costs decline in the future.

Available in PDF, EPUB and Kindle. Book excerpt: The crisis of Southern Sudan and eminent secession in 9 July 2011 is a nightmare to the Sudanese national economy. The dependence on oil revenue that controlled the country for the past 11 years and negligence of the other real economy's economic sectors, agriculture and industry severely threatens the country. That is not only with diminished returns but with also with economic nightmarish economic catastrophe, famine and internal implosion. Short-sightedness on utilizing the oil money that bubbled the economy atrophied the real economic sectors and disabled it from responding to secession consequences of parting with 75% of revenues from oil that going with the south. The industrial sector died with over-taxation and the agricultural sector emaciated with the privatization, lack of funds to be re-innovated, maintained or be supplied with normalized prices of inputs. Moreover, crisis in Darfur and recently in Southern Kordofan regions marginalized their abilities to share in agricultural production. The current paper discusses changes that occurred in the agricultural sector of Sudan and how it tuned into predated prey to taxation and levies. The regression of the economic sectors does not support assumptions that there can be recovery in the sort or the medium terms. Moreover, the declared responses of macroeconomic policies seem vague on how to ameliorate the current and future situation. More likely, it seems like dream-walking that enhances beliefs that it is not realistic. In our conclusions, unless there are quick responses from the international society it is more likely that there shall be total and irreversible collapse of the whole Sudanese economy.

Book excerpt: Parallel with the previous volume of conference papers in 2008, Sudan’s Wars and Peace Agreements, most of these selected and thematic articles were originally presented as papers at the 31st meeting of the Sudan Studies Association (SSA) at Arizona State University in 2012. Since that time, the Comprehensive Peace Agreement of 2005 provided for the self-determination referendum of 2011 that resulted in the independence of the new Republic of South Sudan. The previous book presaged this present volume as the, perhaps inevitable, outcome of endless conflicts with no serious effort to “make unity attractive.” As this book goes to press, the new Republic of South Sudan is itself wracked with violent conflict. The hopes to build a new, democratic and civil society in the south from the many inherited problems have now devolved to dysfunction itself. Reading this book will realistically help in understanding these “Roads” taken. The editors and authors have created a multi-faceted account which reveals the complex foundations of these conflicts between north and south, and recently within the south itself. While Khartoum struggles onward with the Islamist project, regional conflicts and grave economic problems, Juba stumbles with corruption, armed rebellion and a grave humanitarian crisis. The half-full glass of dreams of social and economic development supported by oil revenue has been replaced by a glass half empty with new varieties of political dysfunction in which both nations have grave problems in security and economic stability in a generally troubled regional “neighborhood.”

Book excerpt: People living in context prone to or affected by conflict suffer from many forms of deprivation. The international community plays a crucial role in strengthening the wellbeing of affected populations, including their food security. Unfortunately, quite often people exposed to conflict are not reached by national or international assistance because of targeting, accessibility, and marginalization. This can ultimately translate into a further deterioration of their food security status. This paper combines a geo-referenced household dataset collected in South Sudan in 2017 with the Armed Conflict Location and Events Data (ACLED), including information on conflict events. The collection of a very detailed household questionnaire in areas extensively affected by violence allows the analysis in a country generally unexplored by the empirical literature. We analyze the variation in conflict exposure across different households that live in the same district and we test the link between conflict exposure and humanitarian assistance. We find that those who live in the higher-intensity conflict areas, received less assistance than those less exposed to the conflict. The association is stronger with in kind provision of inputs for agriculture and livestock rather than for direct food assistance. We suggest the presence of social elites and marginalization as a possible explanation. We discuss the advantages of using cash transfers through mobile phones to normatively decided beneficiaries; evidence also supports interventions combining input distribution and markets’ rehabilitation. More evidence is needed on the modalities of delivery of humanitarian assistance in different food crises contexts.
