Book Random Breath Testing

Book excerpt: The Issue The use of breath tests to assess the extent of alcohol use has become a standard procedure in the enforcement of impaired driving laws in many countries around the world. [...] For example, in a study where researchers collected voluntary breath samples immediately downstream from a police checkpoint, it was determined that the police failed to detect more than 50% of drivers with a BAC in excess of 80 mg/dL and more than 90% of drivers with BACs greater than 50 mg/dL.1 Rather than discrediting the work of the police, this observation merely illustrates that the detectio [...] Tarik Brahmi, MP (NDP), introduced a private member's bill in the House of Commons to amend the Criminal Code "to authorize peace officers to require, at random or in the event of an accident involving a motor vehicle, any person who is operating that motor vehicle to provide a breath sample for analysis by means of an approved screening device."3 Although a private member's bill is unlikely to pa [...] After the introduction of RBT in Finland in 1977, the number of drinking drivers on the road, as assessed by roadside surveys, decreased by 58%.5 A report from Ireland indicates a 19% reduction in overall traffic fatalities in the first year following the introduction of RBT in 2006.6 Subsequent years show continued declines in overall fatalities. [...] Despite the shortcomings of some of the research and the lack of evidence specifically related to crashes involving a drinking driver, the overall weight of the evidence shows that an intensive program of mandatory breath testing, supported by a comprehensive communications strategy, can have a profound, beneficial impact on road crashes.

Book Policing and Punishing the Drinking Driver

Download or read book Policing and Punishing the Drinking Driver written by Ross Homel and published by Springer Science & Business Media. This book was released on 2012-12-06 with total page 424 pages. Available in PDF, EPUB and Kindle. Book excerpt: Policing and Punishing the Drinking Driver is at one level about the impact of specific drinking-driving countermeasures (punishments imposed by courts on convicted offenders and random breath testing) in a particular place (New South Wales, Australia) in two particular years (1972 and 1983). At another level, however, the research reported herein is concerned with general questions of deterrence, and with the impact of the criminal justice system on the perception and behavior of a broad cross-section of the population. In contrast to much of the research in the drink-drive field, the research questions concentrate on the psychological and sociological processes whereby behavior is altered in the short-term as the result of a massive legal intervention or as the result of the routine imposition of legal punishments.
