Available in PDF, EPUB and Kindle. Book excerpt: Using the framework of an endogenous growth model, this study analyzes the impact of public and private investment on economic growth for Namibia over the 1970-2005 periods. The cointegration and error correction modeling approaches have been applied. The results suggest that both public and private investment, exports, imports, economic freedom, labor and human capital significantly and positively impact short and long term economic growth. In contrast, terms of trade and real exchange rate, on the other hand, are found to have a negative effect on short and long-term economic growth. The short-term dynamic behavior of this relationship has been investigated by estimating an error correction model in which the error correction term has been found to be statistically significant and with correct sign.

Available in PDF, EPUB and Kindle. Book excerpt: This Selected Issues paper assesses the impact of alternative fiscal consolidation strategies on Namibia’s growth. It uses a model developed at the IMF to gain insights on what would be a growth-friendly composition of the fiscal adjustment. The analysis suggests that a combined strategy of revenue and expenditure measures has lower negative effects on growth than a pure expenditure-based adjustment. Structural reforms improving the efficiency of public investment can further reduce the negative effect of consolidation on growth, and potentially strengthen growth. Overall, minimizing the negative impact of fiscal consolidation on growth requires combining revenue and expenditure measures, together with fiscal structural reforms.

Book Growth in Sub Saharan Africa

Download or read book Growth in Sub Saharan Africa written by Mr.Dhaneshwar Ghura and published by International Monetary Fund. This book was released on 1995-12-01 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: The paper investigates empirically the determinants of economic growth for a large sample of sub-Saharan African countries during 1981-92. The results indicate that (i) an increase in private investment has a relatively large positive impact on per capita growth; (ii) growth is stimulated by public policies that lower the budget deficit in relation to GDP (without reducing government investment), reduce the rate of inflation, maintain external competitiveness, promote structural reforms, encourage human capital development, and slow population growth; and (iii) convergence of per capita income occurs after controlling for human capital development and public policies.

Available in PDF, EPUB and Kindle. Book excerpt: This 2019 Article IV Consultation with Namibia discusses that with the temporary stimuli now ended, the economy is rebalancing while the government is implementing a significant fiscal consolidation. A likely slow recovery, the need for further fiscal adjustment to bring public debt to a sustainable path, persistent inequalities and structural impediments to growth, point to a challenging outlook. Immediate measures are needed to deliver the authorities’ fiscal adjustment plans and bring public debt to a sustainable path. Policies should combine spending reductions and revenue increases that support long-term growth. Better targeting of cash transfers would protect the poor. Structural reforms are urgently needed to strengthen productivity and external competitiveness and boost long-term growth. Reforms should streamline business regulations, contain public sector wage dynamics, and reduce costs of key production inputs. Over time, it is important to remove non-tariff barriers to exports, foster the adoption of new technologies, and address shortages of skilled workers.

Book Perspectives on Economic Development

Download or read book Perspectives on Economic Development written by Ryan Merlin Yonk and published by BoD – Books on Demand. This book was released on 2020-06-03 with total page 176 pages. Available in PDF, EPUB and Kindle. Book excerpt: Among the most discussed and contested areas of policy are those that surround economic development. Among the wide universe that is public policy, those policies that claim to enhance economic development have long been viewed as particularly important, and discussions over what the best approaches are have been varied, heated, and often at the core of the success or failure of governments. This volume explores how different policy environments impact economic development in light of the interplay with other factors. From discussion of tax policy in the Russian Federation, to the interplay of economic development and culture in Namibia, to the complex interplay between tourism and extractive industries in the United States, this volume explores a range of policy realities.

Book An Analysis of the Impact of Public Expenditure on Private Investment in Namibia

Download or read book An Analysis of the Impact of Public Expenditure on Private Investment in Namibia written by Jona Tuhafeni Nghipona and published by . This book was released on 2021 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study aimed to analyse the impact of public expenditure on private investment in Namibia from the period 1990 to 2020. In seeking to meet the objective of the stud y, an Autoregressive Distributed Lag (ARDL) model was estimated after the time-series properties of the variables used were tested. The bound test co¬-integration approach a long with ECM was applied to achieve the objectives of the study. Results indicated that the real impact of government expenditure depends upon the type of expenditure under consideration and thus government expenditure can crowd either in or out private investment. The government expenditures on agriculture, health and transport were insignificant in the short run but showed a crowding-in (positive) impact on private investment. In addition, education expenditure along with gross domestic product expenditures show a crowding in (positive) impact on private investment in the short run. Moreover, analysis suggests that more priorities should be given to those expenditures that have complimentary impact on private investment rather than spending on expenditures that are substituting (hindering) private investment. In addition, the Namibian government should adopt consistent fiscal policy measures that can establish budget discipline, transparency and accountability aimed at increasing the standard of living by assuring an efficient public expenditure budget. Furthermore, the government should also increase expenditure on health, since it will enhance private investment through improved health status and labour productivity.
