Book excerpt: Like most former Soviet republics, Ukraine has experienced a formidable proliferation of crime and corruption as it struggles with economic reform and the establishment of democracy. During the early 90s, Ukraine became one of the primary recipients of foreign assistance from the United States and its crime and corruption situation was increasingly seen as an impediment to economic transition and achieving a more democratic way of life. Thus in 1998, as part of a larger U.S. law enforcement assistance effort in Ukraine, the idea for a research partnership between criminologists and legal scholars in the two countries was born in this volume. The original research papers contained are the products of this ambitious research project. The realities of crime in post-Soviet Ukraine, as well as divergent methodological approaches and communication problems, presented the research partners with enormous challenges. This volume represents the culmination of that collaborative effort, and provides a singular look into the current crime situation in Ukraine, and into the potential global threat presented by Ukrainian organized crime. Contributions include analyses of the prediction and control of organized crime, trafficking in women and children for sexual exploitation, international money laundering, the transnational political criminal nexus of trafficking in women, countermeasures against economic crime and corruption, heroin trafficking, business victimization by organized crime, and understanding and combating organized crime. The Prediction and Control of Organized Crime will be critical reading for security planners, policymakers, and criminal justice officials, as well as comparative criminologists, legal scholars, and political scientists interested in organized crime and political corruption.

Book excerpt: One of the more dangerous contemporary threats to the quality of life is the collaboration of the political establishment with the criminal underworld - the political-criminal nexus (PCN). This active partnership increasingly undermines the rule of law, human rights, and economic development in many parts of the world. States in transition are especially at risk. Despite the magnitude of the threat, there is little understanding of the security threats by the PCNs and how and why political-criminal relationships are formed and maintained. Menace to Society is the first attempt to develop an analytical framework for making generalizations about this contemporary scourge. Case studies of Colombia, Hong Kong, Taiwan, Italy, Mexico, Nigeria, Russia and Ukraine, and the United States by leading scholars and practitioners included here answer such key questions as: How do PCNs get established? How is a PCN maintained, and destroyed? What do the participants want from each other in a PCN? What can be learned from those who have successfully countered the PCN? The findings indicate that political, economic, and cultural factors play a significant role in the formation and evolution of PCNs. When the institutions of the state are weak, as in Nigeria and Colombia, it is difficult for the state to prevent political-criminal collaboration. A lack of checks and balances, either from civil society or opposition political parties such as described in the cases of Mexico and Russia, is a key factor. Cultural patterns tend to facilitate this kind of collaboration. Markets and economics, too, bear on the PCN issue. The supply and demand for illegal goods and services, not only drugs, in many countries creates a market controlled by criminals who need political help to "run" their business. Menance to Society will be critical reading for security planners, foreign and military policymakers, and political scientists.

Book excerpt: Political corruption has traditionally been presented as a phenomenon characteristic of developing countries, authoritarian regimes, or societies in which the value system favored tacit patrimony and clientelism. Recently, however, the thesis of an inverse correlation between corruption and economic and political development (and therefore democratic "maturity") has been frequently and convincingly challenged. Countries with a long democratic tradition, such as the United States, Belgium, Britain, and Italy, have all experienced a combination of headline-grabbing scandals and smaller-scale cases of misappropriation. In "Corrupt Exchanges," primary research on Italian cases (judicial proceedings, in-depth interviews, parliamentary documents, and press databases), combined with a cross-national comparison based on a secondary analysis of corruption in democratic systems, is used to develop a model to analyze corruption as a network of illegal exchanges. The authors explore in great detail the structure of that network, by examining both the characteristics of the actors who directly engage in the corruption and the resources they exchange. These processes of degeneration have caused a crisis in the dominant paradigm in both academic and political considerations of corruption. The book is organized around the analysis of the resources that are exchanged and of the different actors who take part. Politicians in business, illegal brokers, Mafia members, protected entrepreneurs, and party-appointed bureaucrats exchange resources on the illegal market, altering the institutional system of interactions between the state and the market. In this complex web of exchanges, bonds of trust are established that allow the corrupt exchange to thrive. The book will serve both as a theoretical approach to a political problem of large bearing on democratic institutions and a descriptive warning of a system in peril.
