Since the monarchies of the region, like the Gulf monarchies or Jordan, have more in common with Western states than with radical Arab states, their foreign policy relations have always been more Western-orientated than those of other states in the Middle East. However, even some of the non-monarchical states, such as Syria, now pursue a policy of openness to the rest of the world. This leads to a similar Western-orientation in Syria and Jordan which is caused by various national patterns.

Refugee Governance, State and Politics in the Middle East examines the patterns of legal, political and institutional responses to large-scale Syrian forced migration. Walt makes a significant contribution to this topic, surveying theories of the origins of international alliances and identifying the most important causes of security cooperation between states. In addition, he proposes a fundamental change in the present conceptions of alliance systems. Contrary to traditional balance-of-power theories, Walt shows that states form alliances not simply to balance power but in order to balance threats. Walt begins by outlining five general hypotheses about the causes of alliances. Drawing upon diplomatic history and a detailed study of alliance formation in the Middle East between 1955 and 1979, he demonstrates that states are more likely to join together against threats than they are to ally themselves with threatening powers. Walt also examines the impact of ideology on alliance preferences and the role of foreign aid and transnational penetration. His analysis show, however, that these motives for alignment are relatively less important. In his conclusion, he examines the implications of "balance of threat" for U.S. foreign policy.

This is the dramatic argument at the heart of Anne Marie Baylouny's When Blame Backfires. Baylouny examines the effects on Jordan and Lebanon of hosting huge numbers of Syrian refugees. How has the populace reacted to the real and perceived negative effects of the refugees? In thought-provoking analysis, Baylouny shows how the demographic changes that result from mass immigration put stress on existing problems in these two countries, worsening them to the point of affecting daily lives. One might expect that, as a result, refugees and minorities would become the focus of citizen anger. But as When Blame Backfires demonstrates, this is not always the case. What Baylouny exposes, instead, is that many of the problems that might be associated with refugees are in fact endemic to the normal routine of citizens' lives. The refugee crisis exacerbated an already dire situation rather than created it, and Jordanians and Lebanese started to protest not only against the presence of refugees but against the incompetence and corruption of their own governments as well. From small-scale protests about goods and public services, citizens progressed to organized and formal national movements calling for economic change and rights to public services not previously provided. This dramatic shift in protest and political discontent was, Baylouny shows, the direct result of the arrival of Syrian refugees.

Borders have been evolving rapidly in direct response to the multifaceted challenges brought on by globalization, which has had a nuanced impact on the way borders are governed and border security is managed. Taking a methodical comparative regional approach, this book identifies and contrasts determinants of nascent, ascendant, and mature border security regimes, which the book documents in seven regional case studies from across the globe. The findings identify conditions that give rise to cross-border and trans-governmental coordination, cooperation, or collaboration. Specifically, pluralistic forms of communication and interactions, sometimes far from the actual borderline, emerge as key determinants of friendly and trustful relations among both contiguous and non-contiguous regions. This is a significant innovation in the study of borders, in particular in the way borders mediate security. For six decades international security studies had posited culture as the bedrock of security communities. By contrast, the book identifies conditions, a method, and a model for adequate and effective cross-border relations, but whose outcome is not contingent on culture.
