Survey design was used in this study to generate data. The study population comprised the youth in all the twenty-three Local Government Areas of Rivers State. A sample of 400 respondents from the Rivers State youths was studied. Out of the 400 copies of questionnaire administered, 387 copies were retrieved and after going through them 381 copies were found useful for data analysis. Descriptive and inferential statistics used to analyse data in this study. Pearson’s Product Moment Correlation Co-efficient (r) was used to test the hypotheses in this study. The purpose of this study is to evaluate the impact of N-Power Programme on Poverty Alleviation in Nigeria. Specific objectives of the study therefore, are: 1. To ascertain the activities of N-Power Agency towards poverty alleviation in Rivers State, 2. To determine the extent to which N-Power programmes generate empowerment for the youths in Rivers State, 3. To ascertain how N-Power Programmes alleviate poverty in Rivers State, 4. To identify the problems affecting N-Power Agency/programmes towards poverty alleviation in Rivers State. Indeed, the N-Power programme has become a household name and has continued to generate some controversy, although the government is living up to its billing in addressing concerns raised in association with the programme. Explaining the rationale behind the programme, a highly placed government official says, the N-Power Programme of the Federal Government is a job creation and empowerment initiative of the Social Investment Programme, designed to drastically reduce youth empowerment in Nigeria. The focus is to provide our young graduates and non-graduates with the skills, tools and livelihood to enable them advance from empowerment to empowerment, entrepreneurship and innovation.

Using detailed administrative records for program participants, follow-up surveys and field experiments; we shall construct a panel data model that allows us to establish the effects of the new program(in the short run, medium term and long run) on the Nigerian economy.

Book excerpt: The purpose of the study was to assess the contribution of N-Power programme to beneficiaries' economic life in Gombe, Nigeria. Precisely, the objectives of the study were to identify the categories of N-Power beneficiaries, the extent of influence on their economic life and the impediments of the N-power programme in Gombe. This study utilized the survey design. Yamane's formula for determining sample size was used to select 400 persons for the study. Stratified random sampling technique was adopted, where the entire target population was grouped into strata to reflect the beneficiaries of N-teach, beneficiary schools and the government officials. Questionnaires were used to collect data, while key informant interview was used to complement the questionnaire. Furthermore, the study used tables, figures and percentages for analysis of data. The study discovered that the beneficiaries of N-Power programme were mostly composed of non-graduates which comprised secondary school leavers and other skill acquisition aspects followed by the N-Teach, Health strand, N-Agro and Voluntary Assets and Income Declaration Scheme (VAIDS) strands respectively. The study also found that N-Power has improved the standard of economic life of the beneficiaries through poverty reduction, proficiency skills in ICT, financial empowerment, on-the-job experience and investment in small scale businesses. However, there were impediments confronted by the programme which included delay in payment of allowance, unpaid allowances, distance to working places and lack of supervision. The study therefore, recommended prompt and timely payment of the stipends to beneficiaries of the programme by federal government, timely sorting of problems of unpaid allowances, posting nearest to place of residence and teacher education for N-Teach categories as well as proper supervision.

The objectives of the study are to determine the impact of poverty on human development, to examine the implications of government budgetary allocation (to selected area of specific needs) on development and to assess the effectiveness of national poverty alleviation programmes in Nigeria with particular references to south eastern states. It also seeks to generate informed policy suggestions for the alleviation of poverty in Nigeria. The investigation was based on library research. This consisted of a review of the theoretical background and some related literature/works carried out in the area of study. Data were sourced from secondary and primary sources through the administration of questionnaire to the poverty alleviation stakeholders, junior and senior staff of related ministries, and employees of core poverty alleviation agencies/parastatals, state Government Committees of poverty alleviation, local government poverty alleviation committee and representatives from all the wards in the area of study. Available information reveals that despite the government initiatives towards poverty alleviation, the incidence of poverty is still on the increase. Further Evidence reveals that the high incidence of poverty has translated to underdevelopment. The poverty alleviation programmes are less effective as their performance is abysmally at a low ebb. Reasonable confusion, conflict of goals and duplication of functions are fashionable in poverty alleviation agencies and programme. On the strength of the above some recommendations are proferred so as to reverse the trend of poverty in the land. Other vital areas for further research are suggested.

The problem of poverty is enormous in Nigeria as the evidence shows that the incidence of poverty has risen from about 28.1% in 1980 to 46% in 1986 and continued to rise to 65.6% in 1996 and 70% in 2012 (Fapojuwo et al., 2012). This has led to the realization within the government at all levels in Nigeria that the problem of poverty is a collective responsibility. In view of the above problem, the government at all levels in Nigeria has initiated and implemented different poverty alleviation strategies in order to reduce the incidence of poverty in the country. This study aims at evaluating the youth empowerment programme initiated and implemented by Nguru local government, Yobe State, Nigeria as a strategy for poverty alleviation. The study employed a triangulation technique (quantitative and qualitative methods) in data collection. The population sample of the study is 166 and census study was employed in collecting data from the questionnaire (5-point Likert scale); 116 questionnaires were filled and returned. In addition to the questionnaire, 12 interviews were conducted with five programme beneficiaries, two LG officials, two media workers and three local residents in case the study area. The findings of the study reveal that the youth empowerment programme played a significant and positive role in poverty alleviation to enhance the economic self-reliance of the participants of the programme. It also shows that there is significant relationship between youth empowerment programme, economic self-reliance and poverty alleviation.

But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.
