Family members provide support to service members while they serve or when they have difficulties; family problems can interfere with the ability of service members to deploy or remain in theater; and family members are central influences on whether members continue to serve. In addition, rising family diversity and complexity will likely increase the difficulty of creating military policies, programs and practices that adequately support families in the performance of military duties. Strengthening the Military Family Readiness System for a Changing American Society examines the challenges and opportunities facing military families and what is known about effective strategies for supporting and protecting military children and families, as well as lessons to be learned from these experiences. This report offers recommendations regarding what is needed to strengthen the support system for military families.

One would expect that countries accustomed to similar technologies would undergo analogous changes in their perception of and approach to warfare. However, the intellectual history of the Revolution in Military Affairs (RMA) in Russia, the US, and Israel indicates the opposite. The US developed technology and weaponry for about a decade without reconceptualizing the existing paradigm about the nature of warfare. Soviet 'new theory of victory' represented a conceptualization which chronologically preceded technological procurement. Israel was the first to utilize the weaponry on the battlefield, but was the last to develop a conceptual framework that acknowledged its revolutionary implications. Utilizing primary sources that had previously been completely inaccessible, and borrowing methods of analysis from political science, history, anthropology, and cognitive psychology, this book suggests a cultural explanation for this puzzling transformation in warfare. The Culture of Military Innovation offers a systematic, thorough, and unique analytical approach that may well be applicable in other perplexing strategic situations. Though framed in the context of specific historical experience, the insights of this book reveal important implications related to conventional, subconventional, and nonconventional security issues. It is therefore an ideal reference work for practitioners, scholars, teachers, and students of security studies.

Their impact on the democratic development of nations, however, has been mixed. On the one hand, coups against democratically elected leaders in Mali (2012), Egypt (2013), and Thailand (2014) have spelled doom for these countries’ nascent democratic regimes and have ushered in new periods of military dominance in politics. The cases of Portugal (1974), the Philippines (1986), and Tunisia (2011), on the other hand, show that the military’s decision not to defend authoritarian leaders against mass protests contributed crucially to the fall of dictatorships and facilitated transitions to democracy. This volume addresses the military’s ambivalent role as "midwife" or "gravedigger" of democracy and highlights the often multi-layered and complex relationship between militaries’ political behaviour and democratization. The chapters were originally published in a special issue of Democratization.

Lengthy separations may challenge the personal, social, and economic coping resources of families at home. In this war, thanks to medical advances, many service members who previously would have died of their injuries are returning home to live long, although altered lives. As a result, families are facing the additional challenge of assisting service members who have experienced amputation, traumatic brain injury, and psychological wounds. These challenges are faced not only by service members in the active component of the armed forces, but also by service members in the National Guard and Reserves. In response, the Department of Defense has launched unprecedented efforts to support service members and families before, during and after deployment in all locations of the country as well as in remote locations. These support efforts are focused not only on medical care, but also mental health care and logistical support. Research about families and war tends to move forward in fits and starts associated with major conflicts, and there is currently an increasing flow of family research moving into the scientific domain. Military Families and the Aftermath of Deployment focuses heavily on the aftermath of deployment for families. It is the first compilation of such chapters released in relation to the wars in Iraq and Afghanistan, and includes contributions from leading researchers from diverse disciplines and arenas, including universities, the Veterans Administration, and the Department of Defense, as well as international researchers from Canada, and Croatia, among others. Under the Future Reserves 2020 programme the Government has committed an additional £1.8 billion over ten year. The route from selection, is being simplified, making it easier for reservists to get to the level of training required. There will be improved alignment of pay and benefits with regulars. Reservists' total remuneration will be increased through the provision of a paid annual leave entitlement. From April 2015, when the new Armed Forces pension scheme is introduced, reservists will accrue pension entitlements for time spent on training as well as when mobilised. Welfare support will also be delivered to regulars and reservists alike, and their families, according to the impact of military service and their need. Recruitment of Army Reserve officers and those leaving the Regular Army will be encouraged to join the Reserves through bonuses of up to £5,000. A National Relationship Management scheme will be established to strengthen relationships with employer organisations and the largest employers from both the public and private sector and there will be provision of extra financial support to small and medium sized employers. New legislation will be introduced to enable mobilisation for the full range of tasks which our Armed Forces may be asked to undertake. The Territorial Army will also be renamed the 'Army Reserve' to reflect the significant changes in its role and its integration into the Whole Force.

Michael Horowitz argues that a state or actor wishing to adopt a military innovation must possess both the financial resources to buy or build the technology and the internal organizational capacity to accommodate any necessary changes in recruiting, training, or operations. How countries react to new innovations--and to other actors that do or don't adopt them--has profound implications for the global order and the likelihood of war. Horowitz looks at some of the most important military innovations throughout history, including the advent of the all-big-gun steel battleship, the development of aircraft carriers and nuclear weapons, and the use of suicide terror by nonstate actors. He shows how expensive innovations can favor wealthier, more powerful countries, but also how those same states often stumble when facing organizationally complicated innovations. Innovations requiring major upheavals in doctrine and organization can disadvantage the wealthiest states due to their bureaucratic inflexibility and weight the balance of power toward smaller and more nimble actors, making conflict more likely. This book provides vital insights into military innovations and their impact on U.S. foreign policy, warfare, and the distribution of power in the international system.

Once considered a strict taboo, so-called out-of-area operations have now become widely considered by German policymakers to be without alternative. The book argues that an understanding of how certain policies are made possible (in this case, military operations abroad and force transformation), one needs to focus on processes of discursive change that result in different policy options appearing rational, appropriate, feasible, or even self-evident. Drawing on Essex School discourse theory, the book develops a theoretical framework to understand how discursive change works, and elaborates on how discursive change makes once unthinkable policy options not only acceptable but even without alternative. Based on a detailed discourse analysis of more than 25 years of German parliamentary debates, The Politics of Military Force provides an explanation for: (1) the emergence of a new hegemonic discourse in German security policy after the end of the Cold War (discursive change), (2) the rearticulation of German antimilitarism in the process (ideational change/norm erosion) and (3) the resulting making-possible of military operations and force transformation (policy change). In doing so, the book also demonstrates the added value of a poststructuralist approach compared to the naive realism and linear conceptions of norm change so prominent in the study of German foreign policy and International Relations more generally.
