Book excerpt: This study evaluated the school board member training offered by Missouri Association of Rural Education (M.A.R.E.). Three groups of school board members were studied and compared: Trained Novices, school board members with between 12 and 22 months board service training from M.A.R.E.; Untrained Novices, school board members who with between 12 and 22 months board service but with no training; and Complete Novices, school board members newly elected to their board within two months and with no training. M.A.R.E. provided their pre and post knowledge assessment instrument given before and after training to determine what knowledge is gained as a result of training. A one way ANOVA determine that training had a significant impact on knowledge of the topics included in the assessment. Although M.A.R.E.'s stated objectives and intended outcomes are to increase knowledge and awareness about education in rural Missouri, effective education, and promising practices; interviews and a focus group results indicated the most prevalent recurring themes from M.A.R.E. training were school finance and the basic processes of boards and board meetings. A convergence of all the quantitative and qualitative data revealed the following. (1) M.A.R.E.'s pre and post knowledge assessment does not assess its state objectives and intended outcomes specifically. (2) School board members who receive training from M.A.R.E. and their superintendents are very satisfied with M.A.R.E. training. (3) By increasing the knowledge of school board members in the areas of basic processes of boards and board meetings, board members can increase knowledge and confidence and thereby positively affect student achievement and school improvement.

Book excerpt: The evaluation component was designed to assess board perceptions of their current practice and their perceptions of how an ideal board would function in contrast with recommendations of current research. Data were collected over more than a 12-year period. The convenience sample consisted of 1,803 board members from 211 school systems across the country. The control group consisted of 770 board members. There were 430 board members in the pre-test experimental group, and 421 in the post-test experimental group. Analyses of pre-treatment data revealed control and experimental group board members to be unsatisfied with the practices of their boards. Post-treatment experimental group board members perceived themselves to have improved overall. Their perceptions of ideal board practice did not change significantly overall. Conclusions noted that perceptions of current practice became more congruent with ideal practice after board members had received training in effective school board governance practices.

Book excerpt: This research investigated school board members' perceptions about their roles and responsibilities for improving student learning, and examined contextual factors and characteristics that influence those beliefs. The study involved both quantitative and qualitative methods of analysis and the results surfaced several areas that shed light on potential needs for the leadership development of board-superintendent teams. The research focused on two questions: (a) Which governance roles and responsibilities do board members believe are most important to positively impact student learning? and (b) Do some contextual factors and characteristics have more influence on the board members' beliefs about their roles and responsibilities for improving student learning than others? Data were collected from an online statewide survey completed by 718 local and regional board members and their top administrators. Additional data sources included: (a) interviews with local school board members and superintendents, (b) school finance data, (c) board member training and tenure data provided by the state school board association, and (e) statewide student achievement data. The analysis of the data also revealed a particular region in the state wherein board members (a) expressed lower expectations for their roles; (b) placed less importance on specific responsibilities tied closely to improving student achievement; (c) appeared to have a very limited understanding of what is required for systemic change of student learning; (d) participated in less training; and (e) the achievement of students was lower than other parts of the state. In addition, participants revealed: (a) a shared uncertainty and lack of confidence about the role of the board for improving achievement; (b) a concern about separating their role from the role of district staff; (c) a lack of concern about the school community connection; and (d) a perceived need for educational expertise to make a meaningful contribution in their role as a board member. The research findings suggest implications for both practice and future research. Attention to these implications and recommendations will contribute to strengthening critical linkages between school governance and the improvement of student achievement in schools.

The purpose of this study was to determine the perceived level of authority for leadership responsibilities being performed by school boards and superintendents in Missouri public schools. A common list of responsibilities throughout the state for each of the groups could lessen the opportunity for conflict and lead to more effective schools. Methodology. The population for this study were 448 public school districts in the state of Missouri. School districts excluded from this study were the 79 elementary (K-8) districts in Missouri and the Special School District St. Louis County, St. Louis City School District, and the Kansas City 33 School District. The sample consisted of 210 school districts selected from the population, with school board presidents and superintendents as units of measure. Survey instruments were designed to collect information concerning the level of authority for leadership responsibilities both school board members and superintendents actually have, and the level of authority for leadership responsibilities school board members and superintendents believed they ideally should have. All data collected were subjected to descriptive statistical analysis. Three hypotheses were developed for testing. Findings. The following statements briefly describe the status of board members' and superintendents' perceptions on authority of leadership responsibilities. Significant difference was found between the actual level of authority and the ideal level of authority which board presidents and superintendents believed should exist for each group. Significant difference was found between board presidents and superintendents concerning the level of authority which each group ideally should possess. Though both groups indicated that more authority should be directed to the superintendent's position, board presidents chose a lower level than that of the superintendents.

The final five chapters describe recent superintendent research that is closely linked to school governance or school board policies. We ask readers to juxtapose lessons learned in those five chapters to the role of school boards within the context of those chapters.

The purpose of this study was to develop a better understanding of the perceptions of school board superintendents and school board members regarding school board training and evaluation. Board members and superintendents agreed that training and evaluation are important components to the success of school boards. Specifically, many board members--especially newly elected members--fail to properly understand their roles and duties, which often lead to role confusion, challenging board/superintendent collaboration issues, and an increased number of board members with personal agendas. Although training and evaluation were seen as important, there was not a clear consensus regarding the form and scope of board member training and evaluation. Board members were especially concerned about issues related to local control, time commitment, and training expenses, as well as how trainings will be conducted.
