Book excerpt: More than twenty million migrant workers send $40 billion to their countries of origin each year, making labor second only to oil as the most important commodity traded internationally. The essays contained here deal with this unsettled sociopolitical issue--international labor migration and its relationship to economic development--seeking to determine the effects of recruitment, remittances, and return migration on labor-exporting countries. Many analysts, sending-country governments, employers, and migrant workers feel that countries with unemployed workers should, if possible, export them to countries with labor shortages. Remittances from migrants and returning workers who were trained abroad should stimulate economic growth enough to reduce unemployment and pressures to emigrate. It was projected that within a decade or less, labor-importing countries would emerge from the labor-shortage phase of their development. However, migrant workers have become a structural feature of the economies in Western Europe, the Middle East, South Africa, and the United States: emigration does not promote development in the sending countries. This collection of twelve chapters by experts in the field examines the conceptual and theoretical issues in international labor migration and looks at the relationship between migration and development in Africa, between Mediterranean countries and Europe, between Asian labor exporters and Middle Eastern importers, and the effects of emigration on Latin America and the Caribbean. In addition to comprehensive introductory and concluding sections, Conceptual and Theoretical Issues in International Labor Migration and The Unsettled Relationship between Migration and Development, the volume is divided into four additional sections that scrutinize labor migration and development in Africa, Greece, and Turkey, Asian countries, and Latin America, Mexico, and the Caribbean. The book's recurring theme states that there is no iron law of migration-induced development: recruitment, remittances, and returns do not automatically generate stay-at-home development. Book excerpt: The East Asia and Pacific region has an international emigrant population of over 21 million people, who remitted more than USD 90 billion to their home countries in 2010. The region also hosts more than 7 million migrant workers, mostly from other Asian countries. These migrant workers account for 20 percent or more of the labor force in economies such as Malaysia and Singapore and thus play a significant role in the economies of the labor-receiving countries. The aging of the population in many East Asian countries will create significant labor shortages leading to greater demand for migrant workers. For these reasons, international labor mobility is emerging as an important development issue in East Asia with important implications for the Bank’s mission of poverty reduction and supporting sustainable economic development in the region. In this context , this study analyzes the impact of migration on development of the region and how international migration should be managed in East Asia in a way that supports development goals while simultaneously protecting the rights of migrants. The study covers: trends in international migration in East Asia and overarching regional issues such as the links between macroeconomic management and remittances and the role of demographic trends in migration; the economic impact of migration and remittances on labor-sending countries and labor-receiving countries; the migration industry; and the policies and institutions that govern migration.

The main thesis is that high-skilled migration, whether internal or international, is largely a symptom rather than a cause of the gaps persisting across European regions in terms of labor market and educational opportunities, productivity, welfare and quality of institutions. Free movement within the EU enables workers and firms to take advantage of these gaps by moving from low- to high-productivity sectors and regions. This process, however, generates winners and losers depending on the extent of the complementarity and substitutability between migrants and natives and on the capacity of sending regions to realize benefits from return or circular migration and other knowledge spillovers. The study assesses the economic benefits and the costs of skilled migration in the short and long run, emphasizing the potential implications of a large outflow of highly qualified workers on the economies of the sending regions. Based on the empirical analysis carried out, the book formulates recommendations for labor market and education policies. The ultimate aim is to identify effective ways to address the various costs that migration induces among different skill groups within both migrant- sending and receiving regions and improving cross-country coordination to better unlock the overall benefits of migration.

Second, it affects the destination country through the impact on labor markets, productivity, innovation, demographic structure, fiscal balance, and criminality. Third, it can have a significant impact on the countries of origin. It may lead to loss of human capital, but it also creates a flow of remittances and increases international connections in the form of trade, FDI, and technological transfers. This paper surveys our understanding of how migration affects growth and inequality through the impact on migrants themselves as well as on the destination and origin countries.
