Download or read book Public Economics and Intergovernmental Grants written by Murali Mg and published by GRIN Verlag. This book was released on 2016-10-19 with total page 22 pages. Available in PDF, EPUB and Kindle. Book excerpt: Essay from the year 2016 in the subject Business economics - Economic Policy, grade: A, University of South Florida (PG Business School), course: Msc Healthcare and Public Administration, language: English, abstract: This text gives an insight into public economy. It explains intergovernmental grants, their objectives, history and impact on economy. According to Musgrave (1939), the public economy is comprised of three functions; stabilization, distribution and allocation. Accordingly, the government should be able to stabilize prices, avoiding excessive inflation and has to ensure full employment. Secondly, the government should see that the resources are allocated efficiently and finally the governments should also ensure socially accepted wealth levels and market access are maintained, if not maintained the wealth has to be redistributed. Apparently by doing this governments can and have to stabilize employment levels, prices, and economic growth.

Book The Role of Intergovernmental Fiscal Transfers in Improving Education Outcomes

Download or read book The Role of Intergovernmental Fiscal Transfers in Improving Education Outcomes written by Samer Al-Samarrai and published by World Bank Publications. This book was released on 2021-07-23 with total page 339 pages. Available in PDF, EPUB and Kindle. Book excerpt: The majority of the world’s children live in countries where local governments are responsible for the provision of basic education services. Although subnational governments manage their own education systems, they often rely on transfers from the central government for funding. The main purpose of this study is to assess how these fiscal transfers affect public funding for education and how they ultimately affect student schooling and learning outcomes. Through a careful analysis of how fiscal transfers have affected education systems in different contexts, the investigation develops a set of principles to support improvements in the design and implementation of transfer systems with a specific focus on the provision of education services. The study is centered on seven country case studies that aim to answer a set of common research questions using a similar approach. Country case studies were conducted in Brazil, Bulgaria, China, Colombia, Indonesia, Sudan, and Uganda. The analysis shows that fiscal transfer mechanisms can improve the adequacy of public education spending, reduce spending inequalities between regions, and improve spending efficiency. Moreover, the study highlights that carefully designed and implemented transfer systems can help raise overall education outcomes and reduce education inequality. This publication was funded by a grant from the Results in Education for All Children (REACH) trust fund at the World Bank. REACH is supported by the government of Germany through theFederal Ministry for Economic Cooperation and Development, the government of Norway through NORAD, and the government of the United States of America through the U.S. Agency for International Development.

Book On the Effects of Intergovernmental Grants a Survey

Download or read book On the Effects of Intergovernmental Grants a Survey written by Manuel E. Lago and published by . This book was released on 2022 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper offers a comprehensive and updated review of the effects of intergovernmental grants. We focus on the main findings in the existing literature on the effects of intergovernmental grants on tax policy and choices, expenditure decisions, fiscal stability and behavioral choices, and political economy. The intricate nature of the subject, innately, does not allow for an all-inclusive survey, but we aim to provide a thorough examination and update of the most salient effects of intergovernmental grants, while indicating areas for further research.

Book Adequacy Accountability and the Future of Public Education Funding

Download or read book Adequacy Accountability and the Future of Public Education Funding written by Dennis Patrick Leyden and published by Springer Science & Business Media. This book was released on 2006-06-02 with total page 230 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is about public education reform and the future of pubHc education funding. Given the many articles, books, and conferences that have focused on the issue of public education reform, it is reasonable to ask whether the world needs still another volume on this subject. In my defense, I would argue that, although there is a large literature on public education reform, there is precious little that tries to sketch the big picture. Too often, both in research and in practice, it is easy to lose sight of the forest, for all the focus on the individual trees. While such detailed analysis is of critical value, that value derives both from its specificity and from its ability to fit into a larger, coherent whole. Unfortunately, our understanding of the public education process is still incomplete and disconnected, particularly with regard to the connections between research, policy, and practice. This book is an attempt to step back for a moment to get one's bearings before jumping headlong back into the forest. It is my hope that this book will be of value to a wide variety of reader- researchers in departments of economics and schools of education, policy makers at all levels, and, of course, the practitioners slogging away in the trenches.

Book When Does Money Stick in Education Evidence from a Kinked Grant Rule

Download or read book When Does Money Stick in Education Evidence from a Kinked Grant Rule written by Antti Saastamoinen and published by . This book was released on 2018 with total page 56 pages. Available in PDF, EPUB and Kindle. Book excerpt: We study the effects of intergovernmental grants on school spending within the Finnish system of high school education funding. The system allocates lump-sum intergovernmental grants to local education organizers using a kinked grant rule. Utilizing the quasi-experimental variation in grants given by the rule, we identify the effects of grants on municipal high school education expenditures. Our results indicate that grants stimulate spending while local tax rates or revenues do not seem to be responsive to grants, thus suggesting the presence of a typical flypaper effect. However, we also consider the possibility that grant responses might be heterogeneous among municipalities. Based on our heterogeneity results, the grant response is positively associated with the share of high school age population, while the higher share of elderly is related to a lower propensity to spend on education out of grant funding. This result is in line with the idea of intergenerational conflict in education spending preferences often presented in education finance literature.

Book The Impact of Intergovernmental Grants on the Aggregate Public Sector

Download or read book The Impact of Intergovernmental Grants on the Aggregate Public Sector written by Daniel P. Schwallie and published by Praeger. This book was released on 1989-05-15 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The effects of the intergovernmental grant system have long been a topic of debate among politicians, economists, and political scientists. Until now, however, the question of the impact of grants on the aggregate public sector has been largely neglected. In this volume, Schwallie offers the first detailed study of the extent to which grants-in-aid have affected the size of government. In the process, he provides a good introduction to both the normative and positive theories of intergovernmental grants and a useful summary of grants-in-aid research over the past 25 years. With the aid of economic models that analyze governmental fiscal decision making, econometric findings, and recent empirical studies, Schwallie develops a well-defined theory that explains how a system of intergovernmental grants might affect aggregate public sector size. Schwallie relates models of fiscal decision making to the effect of intergovernmental grants on recipient government fiscal decisions and defines the optimal behavior of both grantor and recipient governments. Several chapters offer a measured critique of both the empirical research on intergovernmental grants and theoretical models proposed to explain grantor and recipient behavior. Finally, Schwallie proposes his own general equilibrium theory of intergovernmental grants, which not only explains the existence of intergovernmental grants, but also provides a structure for measuring their impact on aggregate public sector size. Tables, figures, and diagrams illustrate points made in the text. Students of public finance, economists, grant administrators, and policymakers will find this an illuminating discussion of the impact, focus, and implications of the present intergovernmental grant system.
