Determining a quantifiable impact of a firm's IT has plagued senior executives, researchers, and policy-makers for several years, as evidenced by articles in trade magazines such as Fortune and Businessweek and in academic journals such as Management Science. Simple statistical techniques for measuring IT impact in a firm are fraught with methodological problems, as these techniques do not account for either the causal direction in managerial decision making or the behavioral assumptions about firms. Therefore, such studies have led to results and inferences that are not generalizable. While studies that measure the satisfaction of people who use IT are important, management typically would like to know whether IT has reduced operation costs by streamlining processes or increased revenues by increasing the demand-meeting capability of the firm. This book attempts to determine cost-reduction or output-enhancement that may be linked to IT investments through methodological sophistication. The healthcare industry presents an important and interesting context in which to study IT impacts for several reasons. First, since the implementation of the Prospective Payment System (PPS) by Medicaid, most hospitals adopted cost containment measures, and hence capital investments in hospitals have come under greater scrutiny than ever before. Second, hospitals have been more thorough in reporting capital and labor expenses and revenues (due to state regulation) at a level of detail that makes it possible to aggregate IT and other capital investments without serious measurement error. Most non-healthcare firms do not collect or report such data in their financial statements. Finally, though hospitals were slow in IT adoption, most hospitals have been acquiring sophisticated hardware and software over the past few years. Results of the analysis bear evidence of the positive impact of IT on production of healthcare services. It also shows how methodological differences can lead to conflicting results. The effect of PPS determined in a comparative way shows that the economic behavior in the post-PPS differs from that in the pre-PPS years.

Hence, we all have an interest, one way or another, in the achievement of efficiency and productivity improvements in the activities of the public sector. For a government agency that provides a public service, striving for unreasonable benchmark targets for efficiency may lead to a deterioration of service quality, along with an increase in stress and job dissatisfaction for public sector employees. Slack performance targets may lead to gross inefficiency, poor quality of service, and low self-esteem for employees. In the case of regulation, inappropriate policies can lead to unprecedented disasters. Examples include the decimation of fish stocks through mismanagement of fisheries, and power blackouts through inappropriate restrictions on electricity generators and distributors. Efficient taxation policies minimise the tax bill for citizens. In all of these cases, efficient management is required, although it is often unclear how to assess this efficiency. In this volume, several authors consider various aspects and contexts of performance measurement. Hence, this volume represents a unique collection of advances in efficiency assessment for the public sector by leading researchers in the field. Efficiency in the Public Sector is divided into two sections. The first is titled "Issues in Public Sector Efficiency Evaluation" and comprises of chapters 1-4. The second section is titled "Efficiency Analysis in the Public Sector - Advances in Theory and Practice." This division is somewhat arbitrary, in the sense there are significant overlapping themes in both sections. However, it serves to separate chapters that can be characterised as dealing with broader issues (Section I), from chapters that can be characterised as focusing on specific theoretical problems and empirical cases (Section II).

Most of the agricultural production is under rainfed conditions and thus extremely sensitive to rainfall variability. Irrigation development, including smallholder irrigation, is used by the Ethiopian Government to attempt to mitigate the effects of rainfall variability. In this study, we look at smallholder irrigation – modern and traditional irrigation systems. A detailed description of the cropping patterns is given. The stochastic frontier production function approach is used to estimate technical inefficiency, and constraints to production are analyzed. Since the traditional system is found to be efficient but on a lower production frontier, the study shows that significant gains can be made by raising the frontier of the traditional systems and increasing the efficiency of the modern systems. Among the production constraints studied were land preparation, soil fertility, weed control, pests and diseases, soil erosion, input access and moisture deficiency. The most significant constraints on the irrigated systems were input access and moisture deficiency.

Book excerpt: Food insecurity is one of the world’s greatest challenges and there is still a strong debate on which structural strategies should be adopted to cope with it. In sub-Saharan Africa food insecurity is accompanied by very poor technical efficiency of farmers, particularly smallholders, resulting in below potential agricultural profits. The food security and technical efficiency challenges can be tackled with some common solutions: this paper studies the relation between agricultural technical efficiency and food insecurity in Nigeria using a two-step approach. It first estimates farmers’ technical efficiency, employing a profit stochastic frontier framework on three waves of Nigeria’s General Household Survey between 2010 and 2016. Then, it assesses the impact of these estimates on mild, moderate and severe measures of food insecurity at the province level, thanks to both probit and biprobit models with a rich set of covariates, including demographic, economic, agricultural and geographic characteristics. The results suggest that technical efficiency improvements are particularly effective in reducing the more severe types of food insecurity: an increase by 1 percent in technical efficiency reduces moderate (severe) food insecurity by 0.40 (0.45) percent. Therefore, policies aimed at improving farmers’ technical efficiency can also have a strong impact on reducing food insecurity.
