Book excerpt: This title was first published in 2000: An examination of the potential for Chinese ecological agriculture providing a basis for sustainable development in the Chinese countryside. Richard Sanders involves primary research in seven villages and four countries in China that have adopted ecological agriculture. He examines the concept of sustainable development generally and analyses China’s political-economic policies towards the countryside since 1949, the impacts on the environment and the state of China’s environmental protection. The study addresses three main questions: 1. Is Chinese ecological agriculture worth adopting - specifically does CEA promise a form of sustainable rural development? 2. To the extent that it does, what are the social, political and economic conditions in the Chinese countryside which most favour its extension? 3. To the extent that these conditions are restrictive, what can the Chinese authorities do to make them less so and thus encourage its extension? The study concludes that the CEA, despite certain difficulties and problems, holds out the prospect of a more sustainable future for the rural economy than more usual forms of activity in the Chinese countryside. It finds that the conditions for adopting CEA are restrictive and that while the Chinese government is in favour of extending CEA it must reconsider questions of land management and ownership and assess long-term needs.

Large-scale "Dragon head enterprises" (DHEs) and various forms of rural household associations (RAs) have been particularly promoted as AI organisational models. Drawing on the case study of the sweet potato sector in Sichuan Province, this book investigates their impact on rural livelihoods. Lingohr-Wolf analyses the forms of household linkages with AI organisations, the underlying household incentives to diversify both labour and agricultural production towards AI, and the developmental benefits and potential constraints that shape such rural involvement. By taking a rural household perspective on livelihood diversification, the analysis provides new insights into the links between rural household involvement in AI and the achievement of development objectives. It reveals that although there are significant beneficial effects, a number of challenges, such as entry barriers and imbalances in bargaining power, still need to be addressed to improve the positive impact of AI for rural development in China. Chinese scientists have developed regional optimum crop management practices and guidelines to increase crop yield and nutrient use efficiencies compared with current farming practices. Chinese agricultural soil is also currently in critical condition with severe environmental pollution. These agricultural practices need improvement to maintain sustainable food production with minimum environmental footprint. At present, the traditional mode of agricultural production in China is difficult to sustain. This book offers case studies and sustainable solutions for transforming agricultural sciences in China. The book is a useful reading material for stakeholders such as governments, policymakers, research institutions, and farmers.

To counter this, as well as to face problems due to rising labour costs and a rapidly ageing rural population, agricultural production must concentrate on a smaller number of more productive farms. It is in this light that this report reviews recent policy developments to assess whether they have been conducive to productivity growth and environmental sustainability. It finds that the conditions for structural change and innovation at the farm level in China could be further improved by securing the long-term stability of land rights as well as reducing transaction costs. Greater policy coherence with agri-environmental policy objectives could also be achieved through stricter enforcement of environmental regulations. Finally, the agricultural innovation system could play a greater role by placing the focus on public agricultural R&D in areas such as the environment and resource conservation, and in other areas which do not attract much private sector investment.
