The FAO flagship report on ‘The Impact of Disasters on Agriculture and Food Security’ provides a timely and comprehensive overview of how disasters are affecting agriculture and food security around the world. Building on previous work of the FAO on this topic, the report estimates losses caused by disasters on agricultural production over the past three decades and delves into the diverse threats and impacts affecting the crops, livestock, forestry, and fisheries and aquaculture subsectors. It analyzes the complex interplay of underlying risks, such as climate change, pandemics, epidemics and armed conflicts, and how they drive disaster risk in agriculture and agrifood systems at large. Each year hundreds of billions of dollars’ worth of crops and livestock production is lost due to disaster events, undermining hard-won development gains and livelihoods for farmers. At the same time, agrifood systems are substantial contributors of emissions. As such, agrifood systems must play a central role in providing solutions for climate change – both adaptation and mitigation – while meeting the food security needs of present and future generations. The communities that support and depend on agrifood systems are on the front line of loss and damage associated with climate change. Loss and damage can generally be described as the negative impact of climate change that occurs despite mitigation and adaptation efforts. Addressing loss and damage in the agrifood system is crucial, given its importance for livelihoods and sustainable development. Taking collective action is essential to tackle loss and damage in agrifood systems to ensure that the livelihoods of the most vulnerable communities are adequately protected and food security needs are met. The purpose of this report is to stimulate discussions on the central role of agrifood systems in the loss and damage debate and identify the gaps in data, knowledge and finance that need to be addressed. The report provides an overview of the loss and damage concept, the status of analytical methodologies and tools, a summary of the reporting on loss and damage in nationally determined contributions (NDCs), an outline of the policy needs and some preliminary analysis of the financing needs. Overall, support to countries needs to be targeted and strengthened so that loss and damage in agrifood systems can be dealt with as early as possible. This support needs to ensure that no one is left behind while striving for better production, better nutrition, a better environment and a better life.

The challenges faced by rural communities are illustrated and a strategic approach to flood management is presented. The approach advocated is based on a paradigm of planning that connects the short and long term, seeks to simultaneously manage flood risk to people, their agrifood systems, related livelihoods and the economy, while promoting the positive (and necessary) role floods play in maintaining productive agriculture (and aquaculture) and ecosystem health. In doing so, the approach embeds the concepts of disaster risk reduction (DRR) that are integral to the Sendai Framework for Disaster Risk Reduction 2015–2030, which contributes to the 2030 Agenda for Sustainable Development and the crucial need to progress at pace towards the Sustainable Development Goals. The report highlights how flood management practice has evolved throughout history largely in response to flood events. This heuristic approach has yielded some important advances in both policy and planning. Central to this has been the shift from a reactive emergency-based response towards a proactive approach aimed at reducing and managing flood risks. There is however more to do. Recognizing that rural areas have received disproportionately less attention, and current approaches to planning and management are less well established in rural areas compared to urban areas (Asian Development Bank, 2018), a small number of recommendations are set to help make more rapid progress towards flood resilience in rural settings.

It explores the policy measures, governance arrangements, on?farm strategies and other initiatives that countries are using to increase agricultural resilience to NHID, highlighting emerging good practices. It offers concrete recommendations on what more needs to be done to shift from coping with the impacts of disasters, to an ex ante approach that focuses on preventing and mitigating the impacts of disasters, helping the sector be better prepared to respond to disasters, and to adapt and transform in order to be better positioned for future disasters.
