Book excerpt: The paper adopts a Global Value Chain (GVC) perspective to estimate the intensity of impact of COVID-19 across sectors for all Commonwealth countries. The intensity of the impact was driven by a combination of supply and demand shocks transmitted across different sectors of the economy. Some countries are much more affected than others. The varying impact of the pandemic in some countries suggests that the differences observed between countries have structural causes. The first is the sectoral composition of domestic activity; the second is the exposure to trade in general and GVCs trade in particular. In a second part, the paper delineates the path to sustainable recovery along three stages, some of which have already been set in motion around the world in response to the pandemic.

The pandemic has negatively affected global economic growth beyond anything experienced in nearly a century. Estimates so far indicate the virus reduced global economic growth to an annualized rate of -4.5% to -6.0% in 2020, with a partial recovery of 2.5% to 5.2% projected for 2021. Global trade is estimated to have fallen by 5.3% in 2020, but is projected to grow by 8.0% in 2021. The full economic impact of the pandemic likely will remain unclear until the negative health effects peak. This book provides an overview of the global and domestic economic costs to date and the response by governments and international institutions to address these effects.

This book provides an analysis of the experience of the COVID-19 pandemic in a range of Commonwealth countries during 2020, covering public health, political, economic and international aspects. The Commonwealth, within which about one quarter of the world's population resides, provides a cross-section of the global experience of COVID-19. The Commonwealth ranges from highly populated countries such as India and Nigeria, to small island states and territories, encompassing also advanced industrialised countries and developing countries. The grouping also extends into many different regions of the world: Africa, South and Southeast Asia, Europe, the Americas and Oceania. In the first year of the pandemic, vaccines were still under development and national response strategies chosen by Commonwealth countries were diverse, spanning eradication, elimination, suppression and mitigation. The chapters in this book show the ways in which governments from a selection of Commonwealth countries responded to the multiple dimensions of the crisis, pointing to the factors that led to effective or less effective policies. This book originally appeared as a special issue of The Round Table.

Indeed, those that can harness the potential of e-commerce will be better placed to benefit from global markets for their goods and services, while those that fail to do so risk falling behind. Thus, the critical global policy challenge that emerges from this study is that greater efforts are needed to help reduce inequalities in e-trade readiness that currently prevail amongst countries.

This paper examines the possible persistent effects (scarring) of the pandemic on the economy and the channels through which they may occur. History suggests that deep recessions often leave long-lived scars, particularly to productivity. Importantly, financial instabilities—typically associated with worse scarring—have been largely avoided in the current crisis so far. While medium-term output losses are anticipated to be lower than after the global financial crisis, they are still expected to be substantial. The degree of expected scarring varies across countries, depending on the structure of economies and the size of the policy response. Emerging market and developing economies are expected to suffer more scarring than advanced economies.

The report also assesses whether the Government is on course to meet the medium-term fiscal objectives and presents preliminary observations on the long-run sustainability of the public finances. Since the June forecast, the UK economy has recovered more strongly than initially expected. The GDP growth was greater than expected in both the 2nd and 3rd quarters, but that unemployment levels have risen to levels that the June forecast did not anticipate until the middle of 2012. In general the world economy has also grown more strongly. CPI inflation has remained slightly higher than expected in June, whilst public finances have performed as forecast. The interest rates on UK debt are lower than in June. The OBR forecasts that the economy will continue to recover from the recession, but at a slower pace than the recoveries of the 1970s, 1980s and 1990s. Book excerpt: Abstract: We quantify the macroeconomic effects of COVID-19 for a small open economy by calibrating a SIR-multi-sector-macro model to Turkey. Sectoral supply shocks are based on the proximity requirements in each sector and the ability to work from home. Physical proximity determines the supply shock through its effect on infection rates. Sectoral demand shocks incorporate domestic and foreign demand, both of which adjust with infection rates. We calibrate demand shocks during COVID-19 using real-time credit card purchase data. Our results show that the optimal policy, which yields the lowest economic cost and saves the maximum number of lives, can be achieved under a full lockdown of 39 days. Economic costs are much larger for an open economy as the shocks are amplified through the international production network. A decline in foreign demand leads to losses in domestic sectors through international input-output linkages, accounting for a third of the total output loss. In addition, the reduction in capital flows deprives the network from its trade financing needs, where sectors with larger external finance needs experience larger losses. The policy options are limited given sparse fiscal resources to fight the pandemic domestically, while serving the external debt. We present historical evidence from 2001 crisis of Turkey, when fiscal, monetary and exchange rate policies were employed altogether to deal with a triple crisis of balance of payments, banking, and sovereign debt
