Book excerpt: California's electricity markets are moving toward dynamic pricing models, such as real-time pricing, within the next few years, which could have a significant impact on an industrial facility's cost of energy use during the times of peak use. Adequate controls and automated systems that provide industrial facility managers real-time energy use and cost information are necessary for successful implementation of a comprehensive electricity strategy; however, little is known about the current control capacity of California industries. To address this gap, Lawrence Berkeley National Laboratory, in close collaboration with California industrial trade associations, conducted a survey to determine the current state of controls technologies in California industries. This, study identifies sectors that have the technical capability to implement Demand Response (DR) and Automated Demand Response (Auto-DR). In an effort to assist policy makers and industry in meeting the challenges of real-time pricing, facility operational and organizational factors were taken into consideration to generate recommendations on which sectors Demand Response efforts should be focused. Analysis of the survey responses showed that while the vast majority of industrial facilities have semi- or fully automated control systems, participation in Demand Response programs is still low due to perceived barriers. The results also showed that the facilities that use continuous processes are good Demand Response candidates. When comparing facilities participating in Demand Response to those not participating, several similarities and differences emerged. Demand Response-participating facilities and non-participating facilities had similar timings of peak energy use, production processes, and participation in energy audits. Though the survey sample was smaller than anticipated, the results seemed to support our preliminary assumptions. Demonstrations of Auto-Demand Response in industrial facilities with good control capabilities are needed to dispel perceived barriers to participation and to investigate industrial subsectors suggested of having inherent Demand Response potential.

Book excerpt: Demand response (DR) is being considered as a valuable resource for keeping the electrical grid stable and efficient, and deferring upgrades to generation, transmission, and distribution systems. However, simulations to determine how much infrastructure upgrades can be deferred are necessary in order to plan optimally. Production cost modeling is a technique, which simulates the dispatch of generators to meet demand and reserves in each hour of the year, at minimal cost. By integrating demand response resources into a production cost model (PCM), their value to the grid can be estimated and used to inform operations and infrastructure planning. DR availability profiles and constraints for 13 end-uses in California for the year 2020 were developed by Lawrence Berkeley National Laboratory (LBNL), and integrated into a production cost model by Lawrence Livermore National Laboratory (LLNL), for the California Energy Commission's Value of Energy Storage and Demand Response for Renewable Integration in California Study. This report summarizes the process for developing the DR availability profiles for California, and their aggregate capabilities. While LBNL provided potential DR hourly profiles for regulation product in the ancillary services market and five-minute load following product in the energy market for LLNL's study, additional results in contingency reserves and an assumed flexible product are also defined. These additional products are included in the analysis for managing high ramps associated with renewable generation and capacity products and they are also presented in this report.

It concludes that the most common subsidy instruments perform poorly in comparison with most other transfer mechanisms. Alternative consumption and connection subsidy mechanisms show more promise, especially when combined with complementary non-price approaches to making utility services accessible and affordable to poor households. The many factors contributing to those outcomes are dissected, identifying those that can be controlled and used to improve performance.

Book excerpt: This study presents a cost minimizing optimization formulation to model the electricity consumption behavior of the University of California, Davis chilled water plant. Annually, this chilled water plant consumes 25 GWh of electricity and produces 36 million ton-hours of cooling capacity. The chilled water plant also contains a 5-million-gallon thermal energy storage tank that offers operational flexibility. The cost minimization program considers chilled water system operating constraints, campus chilled water demand, day-ahead electricity market rates, and the CAISO's Proxy Demand Response (PDR) program. Electricity demand was simulated for the 2019 year under two optimization scenarios (1) cost minimization including PDR participation and (2) cost minimization not including PDR participation. The results show that the PDR Program has the potential to save UC Davis $110,000 annually on operating costs for its central chilled water plant. This is in addition to $797,000 in annual cost savings that would occur if the University were to minimize operating costs considering only daily fluctuations in electricity market prices. Review of the University's PDR bidding and event hour activity reveals that much of this extra benefit to the University is earned through miscalculations in the administratively set baseline. Analysis of PDR bids shows that demand response participation is not significantly influenced by fluctuating electricity rates. Meanwhile, a comparison of the two modeled scenarios shows that day-to-day electricity consumption patterns differ between PDR participation and non-PDR participation models but, on average, there are no significant changes in load profile resulting from PDR participation.
