Collectively, these appear to bracket a wide range of possible drives that will shape climate change impacts. The overall analysis takes a refreshing approach in that it does not try to fit all these elements and the subsystem impact assessments into one grand integrated model, but rather develops the assessments from a common base while allowing each to follow its own logic and scale. . . it provides a welcome overview of how one can conduct a multisystem, multisector climate impact assessment that combines natural, engineering, and social sciences in a rigorous format. Kris Wernstedt, Journal of Regional Science Climate scientists have determined that recent global temperature increases are due in large part to increased greenhouse gas emissions from human activities. Even if mitigation of these gases begins immediately, there is every reason to believe that climate change will continue to occur. Every region in the world ought to forecast, as the contributors do in this study of California (a region of broad variation and high population), how it will be affected by climate change and how it might best adapt. Models are used to estimate potential physical and biological impacts, efficient adaptations, and residual damages from climate change. The contributors cover a broad array of climate change impacts on affected market sectors (including water supply, agriculture, coastal resources, timber, and energy demand) as well as ecosystems and biodiversity. An integrated hydrologic-agriculture model is developed to explore how the region would adapt to changes in water flows. Interactions between climate impacts and population and economic growth, urbanization, and technological change are also explored. For example, the study examines how both climate change and projected land development affect the region s terrestrial ecosystems and biodiversity. The level of geographical detail, along with the broad applicability of the modeling, methodology, and conclusions, make this a unique and valuable reference for environmental economists, scientists, planners, and policymakers.

The compelling case for these conclusions is provided in Advancing the Science of Climate Change, part of a congressionally requested suite of studies known as America's Climate Choices. While noting that there is always more to learn and that the scientific process is never closed, the book shows that hypotheses about climate change are supported by multiple lines of evidence and have stood firm in the face of serious debate and careful evaluation of alternative explanations. As decision makers respond to these risks, the nation's scientific enterprise can contribute through research that improves understanding of the causes and consequences of climate change and also is useful to decision makers at the local, regional, national, and international levels. The book identifies decisions being made in 12 sectors, ranging from agriculture to transportation, to identify decisions being made in response to climate change. Advancing the Science of Climate Change calls for a single federal entity or program to coordinate a national, multidisciplinary research effort aimed at improving both understanding and responses to climate change. Seven cross-cutting research themes are identified to support this scientific enterprise. In addition, leaders of federal climate research should redouble efforts to deploy a comprehensive climate observing system, improve climate models and other analytical tools, invest in human capital, and improve linkages between research and decisions by forming partnerships with action-oriented programs.

Building on the 2012 report, Turn Down the Heat: Why a 4°C Warmer World Must be Avoided, this new scientific analysis examines the likely impacts of present day, 2°C and 4°C warming on agricultural production, water resources, and coastal vulnerability. It finds many significant climate and development impacts are already being felt in some regions, and that as warming increases from present day (0.8°C) to 2°C and 4°C, multiple threats of increasing extreme heat waves, sea-level rise, more severe storms, droughts and floods are expected to have further severe negative implications for the poorest and most vulnerable. The report finds that agricultural yields will be affected across the three regions, with repercussions for food security, economic growth, and poverty reduction. In addition, urban areas have been identified as new clusters of vulnerability with urban dwellers, particularly the urban poor, facing significant vulnerability to climate change. In Sub-Saharan Africa, under 3°C global warming, savannas are projected to decrease from their current levels to approximately one-seventh of total land area and threaten pastoral livelihoods. Under 4°C warming, total hyper-arid and arid areas are projected to expand by 10 percent. In South East Asia, under 2°C warming, heat extremes that are virtually absent today would cover nearly 60-70 percent of total land area in northern-hemisphere summer, adversely impacting ecosystems. Under 4°C warming, rural populations would face mounting pressures from sea-level rise, increased tropical cyclone intensity, storm surges, saltwater intrusions, and loss of marine ecosystem services. In South Asia, the potential sudden onset of disturbances to the monsoon system and rising peak temperatures would put water and food resources at severe risk. Well before 2°C warming occurs, substantial reductions in the frequency of low snow years is projected to cause substantial reductions in dry season flow, threatening agriculture. Many of the worst climate impacts could still be avoided by holding warming below 2°C, but the window for action is closing rapidly. Urgent action is also needed to build resilience to a rapidly warming world that will pose significant risks to agriculture, water resources, coastal infrastructure, and human health.

The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

Book excerpt: This paper summarizes the methods and findings of the hydrological assessment component of the project studying likely impacts of climate change on water resources and agriculture in Africa. The first phase of the study used a version of a conceptual rainfall-runoff model called WatBal (Water Balance) applied to gridded data to simulate changes in soil moisture and runoff across the whole continent of Africa rather than to any particular catchment or water resource system. The model inputs were the climate variables of the 1961-90 climatology and physiological parameters (such as soil properties and land use) derived from global datasets for each of the 0.5 degree latitude/longitude cells across the continent. The primary model output comprised a time series (monthly time step) of simulated runoff for all the grid cells for each of the districts in the countries of interest. The second phase of the study extended the hydrology analyses to update the above hydroclimatic series to the year 2000 using updated input data. To ascertain the possible impacts of climate change within the districts being investigated this study used synthetic or GCM-based climate change scenarios as input to the WatBal model. The WatBal model was used to determine the impact of these different scenarios on runoff and actual evaporation and hence flow in the districts under study. The generated hydroclimatic series and scenario analyses were used as inputs into various Ricardian regressions in other analyses measuring likely impacts of climate change on the agricultural economies of Africa.

As climatic effects such as rising seas and extreme weather continue to appear across many geographies, U.S. energy infrastructure is increasingly at risk. The U.S. Gulf Coast--which is home to 44 percent of total U.S. oil refining capacity and several major ports--is highly vulnerable to flooding events and dangerous ocean surges during severe storms and hurricanes. The link between water availability and energy and electricity production creates another layer of risk to U.S. energy security. Climate risk could manifest not only in physical damages, but also in financial market failures. Climate change-related challenges could impede energy firms' access to capital markets or private insurance markets. Already, climate-related risks have created severe financial problems at a handful of U.S. energy firms, forcing them to interrupt their sales of energy to consumers in particular locations. Over time, climatic disruptions to domestic energy supply could entail huge economic losses and potentially require sizable domestic military mobilizations. The United States is ill prepared for this national security challenge, and public debate about emergency preparedness is virtually nonexistent. To explore the challenges of climate risk to the U.S. energy system and national security, the Council on Foreign Relations organized a two-day workshop in New York, on March 18 and 19, 2019. The gathering of fifty participants included current and former state and federal government officials and regulators, entrepreneurs, scientists, investors, financial- and corporate-sector leaders, credit agencies, insurers, nongovernmental organizations, and energy policy experts. During their deliberations, workshop participants explored how climate-related risks to U.S. energy infrastructure, financial markets, and national security could be measured, managed, and mitigated. Impact of Climate Risk on the Energy System summarizes the insights from this workshop and includes contributions from seven expert authors delving into related topics.
