The focus is on local governments of the West and Southwest: some of the communities examined, Latino population is increasing rapidly, often to majority status; and in others, white suburban development is outnumbering, sometimes displacing Latinos. In both situations, district lines can decide the future political power of Latinos and non-Latinos alike. The local distributing process, which has never been studied in depth, is shown to be reshaping the political and racial landscape. This study looks behind legal and theoretical formulations to the realities of local districtings and redistrictings. The author, who participated as principal cartographer in the jurisdictions that are discussed, explores the decisions involved in reflecting rapid population change, the dangers of drawing districts without attention to the vitality of local organization, the problems of displacing incumbents, the unforeseen consequences of district designs, the difficulty of predicting outcomes, and the many ethical dilemmas of line-drawing. In several jurisdictions, Latinos are nearing majority status: Do concepts such as the majority-minority district and single-member districts remain relevant there? Are concerns for African American representation in southern states, which have guided so much voting rights enforcement, truly relevant to western and southwestern politics? What are the actual results--in terms of the numbers of Latinos elected--of voting rights litigation? Such questions are discussed against the backdrop of actual line-drawings, but in such a way as to contribute to voting rights theory.

The Institute for Southern Studies staff asked if I would take out six months to travel the South as a reporter for the Institute's then-new syndicated weekly column, Facing South. Captive to Southern fondness for poking about the region and to that larger American myth about freedom deriving from travel, I claimed the job before any list of applicants could be gotten up. A new van was purchased and fitted out with a bed, typing stand, CB and regular AM-FM radio, specially cut mosquito netting, and a fan. The Institute's charge dictated that I'd see the rural South, not too much of the Interstate/urbanized South. Places like Ville Platte, Louisiana; Ink, Arkansas; Ripley, Mississippi; Pickens, South Carolina; and Fincastle, Virginia. The blessings of this constraint came vividly to mind when my path intersected an Interstate cloverleaf in Georgia — typically crammed with service stations, motels and fast food franchises. Over the door of one eatery hung a banner proclaiming "Join the Fun — Eat and Run." All told, I logged nearly 28,000 miles between May and October, 7977. I kept an eye out for the little things. Graffiti, for example. In the rest room of a Charlottesville, Virginia, vegetarian restaurant I found: "Mother made me a homosexual." Below, in another's writing, "Fantastic! If I bought her the yarn, would she make me one?" Or signs, like one on a New Orleans building: Straight Business College. And listened for larger themes, not at all certain I could hear them — but knowing that these, too, were a Southern tradition going back at least to the days of Fannie Kemble's Journal of a Residence on a Georgia Plantation in 1838-1839, the powerful attack on slavery, and William Byrd 's History of the Dividing Line Betwixt Virginia and North Carolina, the travel log some assert first described "the good ol' boy."

In his latest book, Brent Tarter focuses on Virginia’s long history of gerrymandering to uncover its immense influence on the state’s politics and to provide perspective on how the practice impacts politics nationally. Offering the first in-depth historical study of gerrymanders in Virginia, Tarter exposes practices going back to nineteenth century and colonial times and explains how they protected land owners’ and slave owners’ interests. Book excerpt: An analysis of Census Bureau data on registration and voting by black citizens over the past two decades shows the positive influence of the 1965 Voting Rights Act on electoral participation. After the passage of the act, there was more than a 50% increase in the number of black registered voters. Of black and white citizens participating in the last five presidential elections, southern blacks are the only group to report a net gain in level of participation between 1964 and 1980. There has also been a tenfold increase in the number of blacks elected as officeholders. However, this does not mean that blacks have achieved equal access to elective office. For example, it is difficult for black voters to elect officials from their communities. Data from the Justice Department's Voting Rights Division shows that a pattern of white resistance to blacks exercising their voting rights still remains strong in the South. Impediments, such as vote dilution issues, will remain salient in coming years. In the future, the consequences of the adoption by Congress of either a "result" or an "intent" test in cases brought under section 2 of the act will have an impact on the equal access of minorities to political participation. Book excerpt: Once the capital of the Confederacy and the industrial hub of slave-based tobacco production, Richmond, Virginia has been largely overlooked in the context of twentieth century urban and political history. By the early 1960s, the city served as an important center for integrated politics, as African Americans fought for fair representation and mobilized voters in order to overcome discriminatory policies. Richmond's African Americans struggled to serve their growing communities in the face of unyielding discrimination. Yet, due to their dedication to strengthening the Voting Rights Act of 1965, African American politicians held a city council majority by the late 1970s. In The Dream Is Lost, Julian Maxwell Hayter describes more than three decades of national and local racial politics in Richmond and illuminates the unintended consequences of civil rights legislation. He uses the city's experience to explain the political abuses that often accompany American electoral reforms and explores the arc of mid-twentieth-century urban history. In so doing, Hayter not only reexamines the civil rights movement's origins, but also seeks to explain the political, economic, and social implications of the freedom struggle following the major legislation of the 1960s. Hayter concludes his study in the 1980s and follows black voter mobilization to its rational conclusion -- black empowerment and governance. However, he also outlines how Richmond's black majority council struggled to the meet the challenges of economic forces beyond the realm of politics. The Dream Is Lost vividly illustrates the limits of political power, offering an important view of an underexplored aspect of the post--civil rights era.
