Given the importance of smallholdings, strategies to increase their productivity are essential to improving food and nutrition security, as well as food diversity.

Book excerpt: New evidence this year corroborates the rise in world hunger observed in this report last year, sending a warning that more action is needed if we aspire to end world hunger and malnutrition in all its forms by 2030. Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

Book excerpt: Updates for many countries have made it possible to estimate hunger in the world with greater accuracy this year. In particular, newly accessible data enabled the revision of the entire series of undernourishment estimates for China back to 2000, resulting in a substantial downward shift of the series of the number of undernourished in the world. Nevertheless, the revision confirms the trend reported in past editions: the number of people affected by hunger globally has been slowly on the rise since 2014. The report also shows that the burden of malnutrition in all its forms continues to be a challenge. There has been some progress for child stunting, low birthweight and exclusive breastfeeding, but at a pace that is still too slow. Childhood overweight is not improving and adult obesity is on the rise in all regions. The report complements the usual assessment of food security and nutrition with projections of what the world may look like in 2030, if trends of the last decade continue. Projections show that the world is not on track to achieve Zero Hunger by 2030 and, despite some progress, most indicators are also not on track to meet global nutrition targets. The food security and nutritional status of the most vulnerable population groups is likely to deteriorate further due to the health and socio economic impacts of the COVID-19 pandemic. The report puts a spotlight on diet quality as a critical link between food security and nutrition. Meeting SDG 2 targets will only be possible if people have enough food to eat and if what they are eating is nutritious and affordable. The report also introduces new analysis of the cost and affordability of healthy diets around the world, by region and in different development contexts. It presents valuations of the health and climate-change costs associated with current food consumption patterns, as well as the potential cost savings if food consumption patterns were to shift towards healthy diets that include sustainability considerations. The report then concludes with a discussion of the policies and strategies to transform food systems to ensure affordable healthy diets, as part of the required efforts to end both hunger and all forms of malnutrition.

Building on previous work of the FAO on this topic, the report estimates losses caused by disasters on agricultural production over the past three decades and delves into the diverse threats and impacts affecting the crops, livestock, forestry, and fisheries and aquaculture subsectors. It analyzes the complex interplay of underlying risks, such as climate change, pandemics, epidemics and armed conflicts, and how they drive disaster risk in agriculture and agrifood systems at large. The report provides examples of actions and strategies for investing in resilience and proactively addressing risks in agriculture. It demonstrates ways to mainstream disaster risk into agricultural practices and policies and calls for a deeper understanding of the context in which these solutions are implemented.

Our findings reveal a range of economic, social, and environmental impacts. Initiatives such as social safety nets and food stamps can enhance affordability, while repurposing farm subsidies can improve socio-economic sustainability. Comprehensive policy packages that include social safety nets, repurposing agricultural supports, environmental regulation and investment in sustainable production, can lead to substantial GDP growth, poverty reduction, and dietary enhancements. However, each intervention presents distinct trade-offs between economic gains and environmental implications. This analysis underscores the need for a holistic policy approach when trying to achieve multiple sustainability goals. Implementing a blend of policies designed to promote environmental, social, and economic sustainability simultaneously could drive Indonesia towards a sustainable and resilient food system, addressing the complex interplay between economic development, environmental conservation, and improved nutrition.

Book excerpt: The Government of Zambia has prioritized the scaling up of the Food Security Pack (FSP) to address the economic hardships faced by vulnerable rural households in the context of the COVID-19 pandemic. The FSP is an agricultural social protection package that provides a diverse basket of improved seeds, fertilizers, and other technologies to vulnerable, but labour endowed rural households. The ambition of the FSP is to support these households to sustainably increase production and diversification, and to transition from subsistence oriented to more market-oriented production. An important challenge facing the implementation and efficacy of the FSP are the constraints in linking beneficiaries of the programme with appropriate extension support. Zambia has a very high farmer to extension officer ratio, which forces extension officers to prioritize extension support for larger, and more resource endowed producers. As such, FSP beneficiaries often lack the appropriate information for using the FSP input packet in effective and sustainable ways, thus preventing a transition to higher agricultural production and exit from poverty. The baseline report provides a snapshot of the current socioeconomic conditions of a random sample of 3000 eligible non-beneficiaries, FSP beneficiaries, and FSP plus agricultural extension services, and will inform the government about its accuracy in their targeting.

Thematic areas of the multi-stakeholder workshop included: (i) the status of FAW in ECA and ongoing response activities; (ii) identification and monitoring of FAW in ECA; (iii) appraisal of damage caused by the FAW; (iv) review of FAW management measures; and (v) review and strengthening of strategic partnerships and coordination for the control of FAW. This document describes five strategic intervention areas for sustainable management of FAW in Eastern Africa: (i) development of a FAW monitoring and forecasting system for early detection and action; (ii) appraisal of the options to manage FAW; (iii) exploration of mechanisms to ensure effective coordination, communication and awareness raising relating to FAW management; (iv) development of capacity for FAW impact assessment; and (v) development of strategies for resource mobilization towards sustainable FAW management. Implementing the Eastern Africa Fall Armyworm Strategy and Implementation Plan (EAFAMSIP) will require partnerships and collaboration among a wide variety of stakeholders and organizations. Policy and decision-makers are encouraged to establish mechanisms to adapt EAFAMSIP to the national priorities and opportunities.
