The persistence of mass poverty and inequality pits different social groups against one another and leads to a polarization that makes consistent economic policy formation difficult. National productivity may also suffer in economies with poorly educated workforces lacking adequate health care. Statistics on poverty and inequality in Latin America are rudimentary and often conflicting. Yet it is known that poverty became more widespread in the region during the last decade as it experienced economic decline. About 180 million people, or two out of every five in the area, are now living in poverty—some 50 million more than in 1980. It is also known that income and wealth are far more unequally distributed in Latin America than in most other developing regions. This book provides a much-needed assessment of how poverty, inequality, and social indicators have fared in several Latin American countries over the past decade. Experts from Latin America and the U.S. focus attention on the extent of poverty and inequality and how they have been affected by the debt crisis and adjustment of the 1980s. They explain that issues of poverty and inequality were neglected as governments in Latin America struggled to restore stability and growth to their economies. Social sector spending declined sharply, affecting both the quality and quantity of services provided. The contributors examine how poverty and inequality are—or are not—being addressed in each country. They also explore the viability of alternative approaches to combating poverty and reducing inequality. They explain that virtually no one denies that governments must take a leading role in the provision of health, education, and other social services. Yet there are sharp debates--over the compatibility of social spending with economic adjustment and stabilization; the priority of social expenditures in relation to other governmental spending; the allocation of funds among different social programs; who should, and should not, benefit; and who should pay the costs. They show that the poor and middle sectors had to pay dearly because their governments, the international community, and the families themselves were not prepared to deal with austerity. The book contains eleven chapters by contributors from universities and research institutions in the U.S. and Latin America, as well as from international financial organizations. It is the result of a project cosponsored by Inter-American Dialogue.

Book excerpt: Political economy theory expects that changes in macroeconomic governance are often catalyzed by institutional factors, such as partisanship, elections, or IMF conditionality. I challenge and contextualize this view by incorporating the role of technocratic advisors into a domestic policymaking framework. I contend that presidents from countries with crisis legacies are more likely to appoint mainstream economists that pursue budget discipline. Employing an originally constructed dataset, the Index of Economic Advisors, I conduct an econometric test of 16 Latin American countries from 1961 to 2011. I find that politicians are most likely to appoint mainstream economists who embrace fiscal rectitude in countries with inflation-crisis legacies. Furthermore, these crisis legacies are sticky given the severity of inflationary trauma relative to other types of domestic economic volatility in Latin America. In fact, these effects hold when controlling for both historical and contemporaneous shocks to unemployment.

Book excerpt: The dynamics of the International Monetary Fund are examined here in terms of how the system coped in the 1980s with the crises resulting from events in Mexico, Brazil, and Argentina, the three most heavily indebted developing countries in the world. Ernest J. Oliveri offers three case studies that demonstrate levels of cooperation and defection in the world of international finance. The Mexican case offers the richest example of cooperation by a Latin American borrower. At the other extreme is Brazil, which adamantly refused to recognize the legitimacy of the IMF as a participant in its economy. In between is Argentina, which took a hard line until 1985 but recently softened its resistance to international pressure. These three countries provide the reader with the widest possible scope of behavior within the confines of an interdependent world economy in crisis. In each of the studies under consideration, the primary independent variable is the system of inter-American finance itself. While Oliveri focuses on separate actors and their roles at different points during the crisis, the final considerations are how they relate to systemic maintenance, the threats they may pose to it, and their efforts to preserve it. Oliveri observes that international finance in the 1970s was anarchic. By 1982, the system was ill-equipped to accommodate the serious stress caused by de facto defaults. What happens when a severe financial crisis threatens this precarious stability? Can the system's behavioral boundaries constrain short-term self-interested actions? The Latin American debt crisis provides such a challenge to the system. Oliveri finds that accommodation by players involves skillful, though capricious and arbitrary, coordination by creditors and borrowers; the IMF is not a manager of an international debt regime, but only one of its players. He concludes that adjustments have indeed been short-term and that at present no mechanism exists to coordinate this volatile system with stable long-term objectives. Latin American specialists, business managers, and political scientists will find this book provocative and informative reading.
