Book excerpt: A study identified the environmental and personal factors that promote or hinder the development of entrepreneurship in the informal sector in South Africa. A developmental perspective of informal businesses set forth in the literature supported the global approach chosen for the research. Information was acquired through indepth interviews with seven groups of respondents: informal business owners, customers, formal business owners, suppliers, financiers, representatives of business organizations, and municipal officials. Specific research aims were formulated for each group. Biographical descriptions of the group and/or descriptions of the business or association were developed. Informal business owners were surveyed regarding resources available in the immediate environment, perceptions of the type of customers that support the business, interactions with other businesses, and official recognition. Information collected from other groups focused on their perceptions of and interactions with informal businesses. Training implications of the findings were identified. A national training strategy for development of the informal sector and a structure of a separate training body for the informal sector were proposed. Guidelines regarding the training necessary to enable entrepreneurs in small businesses to start up, run, or expand their businesses in the informal sector were developed. Book excerpt: Recommendations aimed at a more just educational dispensation in the RSA were put forward in the report of the Main Committee of the 1981 HSRC Investigation into Education, Provision of Education in the RSA. This follow-up investigation considers the extent to which the recommendations put forward in 1981 have since been implemented. The HSRC recommendations on the principles, management structure, educational structure, supportive structures and programmes for educational provision was followed up with regard to the formal education sector, and by means of a literature study. Official policy documents, legislation, annual reports of government departments and other sources were consulted. It was found that new legislation enabled the implementation of the recommendations on educational principles and management - but in a predetermined political dispensation. Different education departments handled the HSRC recommendations on other aspects in different ways. A new look at issues surrounding educational provision was necessitated by the advent of a new political dispensation, and much of the 1981 recommendations seemed to be reflected in the official proposals for educational renewal recntly put forward by educational planners and executive officers. Further implementation would also depend on the interaction between political, economic and social factors.
