Book Fair Housing Act Design Manual

Download or read book Fair Housing Act Design Manual written by U.S. Department of Housing and Urban Development and published by . This book was released on 2005 with total page 356 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Fair Housing Act Design Manual: A Manual to Assist Designers and Builders in Meeting the Accessibility Requirements of The Fair Housing Act provides clear and helpful guidance about ways to design and construct housing which complies with the Fair Housing Act. The manual provides direct information about the accessibility requirements of the Act, which must be incorporated into the design, and construction of multifamily housing covered by the Act. It carries out two statutory responsibilities: (1) to provide clear statement of HUD's interpretation of the accessibility requirements of the Act so that readers may know what actions on their part will provide them with a "safe harbor"; and (2) to provide guidance in the form of recommendations which, although not binding meet the Department's obligation to provide technical assistance on alternative accessibility approaches which will comply with the Act, but may exceed its minimal requirements. The latter information allows housing providers to choose among alternative and also provides persons with disabilities with information on accessible design approaches. The Manual clarifies what are requirements under the Act and what are HUD's technical assistance recommendations. The portions describing the requirements are clearly differentiated from the technical assistance recommendations.

Book Social Security Law in Context

Download or read book Social Security Law in Context written by Neville S. Harris and published by OUP Oxford. This book was released on 2000 with total page 606 pages. Available in PDF, EPUB and Kindle. Book excerpt: The social security system of Great Britain has reached a crossroads, following the election of a Labour Government promising a 'New Age' of welfare and seemingly prepared to 'think the unthinkable' on welfare reform, at a time when public expenditure on welfare benefits has reached nearlyL100 billion per annum. In 1985 the Conservative's Green Paper on social security reform announced that the benefits system had 'lost its way'. Attempts were made to curb benefits expenditure and reduce welfare dependency, for example through better 'targeting' of needs, the reinforcement ofpersonal and family responsibility, and tighter administrative controls. The ten years from 1988 to 1998 saw the introduction of many new benefit schemes including income support, family credit, the social fund, disability living allowance, incapacity benefit, and jobseeker's allowance as well asthe increasing influence of European Law. Yet the system 'achieves too little' according to the new Government's Green Paper on welfare reform, which promises ' a new contract between the citizen and the Government, based on responsibilities and rights'. The precise form these responsibilities andrights will take remains unknown, although we already have schemes like the New Deal and proposals for stakeholder pensions. Meanwhile, social security law continues to impact upon the lives of millions of citizens. After ten years of major legislative change, and with the prospect of a new direction, this is a time to take stock and to analyse the social and legal impact of the past decade's legislation, case law, and policy, as well as considering possible reforms. The book's approach is to organise this taskthematically, particularly with regard to the social context to social security, through discrete chapters on, for example, gender and the family, disability, housing, old age, and unemployment. It is also opportune to examine the theoretical framework of state welfare and social security, particularly in the context of social rights. The book aims to provide an authoritative, contextual and critical account of how British social security law has evolved, how it operates, its substance, and its social effects.

Book Costs and Benefits of Rent Control

Download or read book Costs and Benefits of Rent Control written by Stephen Malpezzi and published by World Bank Publications. This book was released on 1990 with total page 146 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the past forty years, rent control has been a feature of housing in Ghana. This study focuses on the housing market in Kumasi, the second largest city in Ghana. The authors examine the characteristics of rent control in force there, and assess the costs and benefits of rent control, on landlords and tenants alike. These controls have been successful in ensuring that housing is very inexpensive for most households, in both absolute terms and in proportion of income devoted to rent. Because of these controls, landlords have been deprived of economic returns from their property. Therefore, they have tended to withdraw stock from renting to use for their own family members and to reduce maintenance. Rent control is not the only constraint on the housing market in Kumasi or in Ghana. This study also describes other supply side and regulatory constraints, including those affecting land, finance, and choice of building design and materials. A number of options for relaxation (decontrol) are studied with the aid of a simple present value model. Along with decontrol of new construction it is recommended that floating up and out of controls over a period of about 5 years, should be considered, along with policy changes to ensure ready supplies of land, finance, and building materials. Finally, building a political consensus behind decontrol is not independent of but is more important than the technical means chosen for decontrol or relaxation.

Download or read book The Housing Benefit Amendment Regulations 2010 S I no 2010 2835 the Rent Officers Housing Benefit Functions Amendment Order 2010 S I no 2010 2836 written by Great Britain: Social Security Advisory Committee and published by The Stationery Office. This book was released on 2010-11-30 with total page 176 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the June 2010 budget, the Government set out a range of proposals aimed at curbing Housing Benefit expenditure that will be introduced between 2011 and 2013. The measures were referred to the Social Security Advisory Committee and this report outlines their recommendations and the Government's response to those recommendations. Principally these included: the removal of the five bedroom Local Housing Allowance rate so the maximum level is for a four bedroom property; the introduction of absolute caps to the Local Housing Allowance; the removal of £15 weekly Housing Benefit excess; include an additional bedroom with the size criteria where there is a proven need for overnight care that is provided by a non-resident carer; and setting Local Housing Allowance rates at the 30th percentile of rents in each Broad Rental Market Area. The Committee raised a number of concerns about the scale and impact of the changes and recommended that the Government should not go ahead with the package of amendments proposed. Among the Committee's recommendations were that the introduction of the CAP be deferred until October 2011; that initially a full Equality Impact Assessment be carried out and that a transition period be incorporated. The Government however feels that the amendments are the first steps in creating a more balanced affordable system and has decided to proceed.
