Book excerpt: Excerpt from My Recollections of the War of the Rebellion The incidents related in this little volume are chiefly confined to the regiment and batterv to which I belonged, and yet what. Is true of one organization whether in camp or in the field, is to a certain extent, true of others. The drill, the guard duty and the camp sports are essentially the same, and since war means killing, the methods adopted for this purpose in every action, are practicallv the same. The Twenty-third Maine Regiment served its term of enlistment in doing guard dutv on the Potomac, from Alexandria to Harper's Ferry. It had no en gagcment with the enemy, and yet the death rate was uncommonly large, thereby indicating the character of its service The Seventh Maine Battery joined the army of the Potomac in the march to the Wilder ness, and participated in all the subsequent engage ments of that gallant army. There were a number of men, including the writer, who served in both of these organizations and had the varied experience incident to both. There were no two organizations that left the State to aid in putting down the rebel lion, that contained a greater proportion of first class men than the two under consideration. Besides a large number of independent farmers, there were college graduates, merchants, mechanics. Teachers and other professional men. They enlisted from purely patriotic motives, and served with an eye single to the preservation of the Union. More than thirty years have elapsed since the regiment was organized, and many 'of those who survived the war, have since gone the way of all the earth. The scope oi this work will admit of only brief mention of any of them, but if such brief mention shall in any manner serve to keep green their memories and preserve the record of their sacrifices and heroic deeds, its preparation and its publication will not have been in vain. Appropriations for continuing such preparation have been made from time to time, and the act approved June 16, 1880, has provided for the printing and binding, under direction of the Secretary of War, of copies of a compilation of the Official Records (union and Con federate) of the War of the Rebellion, so far as the same may be ready for publication, during the fiscal year; and that of said number, copies shall be for the use of the House of Representatives, copies for the use of the Senate, and copies for the use of the Executive Departments. This compilation will be the first general publication of the military records of the war, and will embrace all official documents that can be obtained by the compiler, and that appear to be of any historical value. Book excerpt: Excerpt from The Character of the Rebellion, and the Conduct of the War We, the people of the State of South Carolina, in convention assem bled, do declare and ordain, and it is hereby declared and ordained, That the ordinance ordained by us in convention on the 23d day of May, in the year of our Lord 1788, whereby the Constitution of the United States of America was ratified, and also all acts and parts of acts of the General Assembly of this State ratifying amendments of the said Constitution, are hereby repealed; and that the Union now subsisting between South Carolina and other States under the name of 'the United States of America' is hereby dissolved. It will be observed that it appears as a simple repeal, or attempt to repeal, the ordinance by which the people of the State adopted the Constitution of the United States, thereby uniting with the people of the other States in the establish ment of a general government over the whole. This attempt to repeal an act which is in its very nature irrepealable has been followed substantially in the other seceding States, with such difference Of formula as the difference of circumstances under which they entered into the Union required. We shall have occasion to note hereafter, on the supposition that the repeal could be legally and constitutionally Operative, that some of the immrtant incidents and consequences which have been claimed as attaching to it are but mere unjust demands and exactions upon the United States.
