Adams, Ph.D., Associate Professor of History in the Johns Hopkins University, on Commemoration Day of the University, February 22, 1889 Maryland began her educational history by paying a tobacco tax for the support of William and Mary College. This colonial generosity to another State has an historic parallel in the appropriation of a township of land by Vermont for the encouragement of Dartmouth College in the State of New Hampshire, and in the corn that was sent from New Haven to the support of young Harvard. In colonial days Maryland had her county schools, some of them classical, like King William's School at Annapolis. All were founded by authority of the Colonial Government and supported by aid from the public treasury. The principle of State aid to higher education runs throughout the entire history of both State and Colony. The development of Maryland Colleges began on the Eastern Shore. In the year 1782, representatives of Kent County presented a petition to the Legislature, saying that they had a ourishing school at Chestertown, their county seat, and wished to enlarge it into a college. The General Assembly not only authorized the establishment of Washington College, which still exists, but, in consideration of the fact that large sums of money had been subscribed for the institution by public spirited citizens of the Eastern Shore, resolved that such exertions for the public good merited the approbation of the legislature and ought to receive public encouragement and assistance. These are the very words of representatives of Maryland more than a century ago. Their deeds were even better than their words. They voted that a year should be paid from the public treasury for the support of Washington College. That vote was passed just after the conclusion of a long war with England, when the State and indeed the whole country lay impoverished. Towards raising this government sub sidy for higher education, the legislature granted all public receipts from marriage licenses, from liquor licenses, fines for breaking the Sabbath, and all similar fines and licenses that were likely to be constant sources of revenue. John Eaton. Prof. Herbert B. Adams, of the Johns Hopkins University, was by him engaged for the conduct of this investigation, the results of which were published in 1887 as a circular of information of this Bureau, under the direction of my immediate predecessor, Col. N. H. R. Dawson. In connection with this organized inquiry Dr. Adams discovered fields of Special educational interest in the history of William and Mary College and of the University of Virginia, upon which institutions monographs were published by the Bureau of Education in 1887 and 1888. together with authorized sketches of Hampden-Sidney, Randolph-Macon.Emory-Henry, Roanoke, and Richmond Colleges, Washington and Lee University, and the Virginia Military Institute. These Studies of higher education in Virginia, encouraged by my predecessor, led to a series of contributions on the History ol American Colleges and Universities, grouped by States and written, so far as practicable, by representatives of the institutions considered, or by educational specialists. Histories of Education in North Carolina, South Carolina, Georgia, Florida, Alabama, Wisconsin, Indiana, Michigan, Ohio, and of Federal and State Aid to Higher Education in the United states, have already been published by the Bureau of Education, and have proved very helpful and suggestive not only to teachers in the States concerned, but to educators throughout this country and in foreign lands. Correspondents in various European countries, and even in Asia, have recognized the value of this series. I desire to complete it in time for exhibition at the World's Columbian Exposition in 1803. A cooperative history of American higher education, with duo regard to common and secondary schools, would be a noble and worthy contribution from this Bureau to the United States Government exhibit. I have elsewhere commented upon the significance and value of this series of publications, as follows: National education does not begin, as is sometimes supposed, with primary education, but with higher education. The first education was that of the princes and the clergy. Finally, the diffusion of the democratic ideas contained in Christianity makes education a gill to all men. The history of higher education in the several Slates affords the weeded clew to the beginning of our present widely extended system of common schools.
