It was planned for 2019 to commemorate the thirtieth anniversary of the appearance of his seminal A Polite and Commercial People, the opening volume in the New Oxford History of England series, Paul's best-known and most influential publication. He was delighted to hear of these plans and the tragic news of his death only made the contributors more determined to see the project through to completion. The importance of A Polite and Commercial People within its own time is unquestionable. Not only did it provide a powerful new vision of eighteenth-century Britain, but it also played a vital part in reviving interest in, and expanding ways of thinking about, Georgian history. As the thirteen contributors to this volume amply testify, any review of the field from the 1980s onwards cannot ignore the profound effect Paul's research had on the social and political publications in his field. This collection of essays combines reflection on the impact of Paul's work with further engagement with the central questions he posed. In particular, it serves to re-connect various recent avenues of Georgian studies, bringing together diverse themes present in Paul's scholarship, but which are often studied independently of each other. As such, it aims to provide a fitting tribute to Paul's work and impact, and a wider reassessment of the current direction of eighteenth-century studies.

Book excerpt: In the early sixteenth century, a young English sugar trader spent a night at what is now the port of Agadir in Morocco, watching from the tenuous safety of the Portuguese fort as the local tribesmen attacked the 'Moors'. Having recently departed the familiar environs of London and the Essex marshes, this was to be the first of several encounters Roger Barlow was to have with unfamiliar worlds. Barlow's family were linked to networks where the exchange of goods and ideas merged, and his contacts in Seville brought him into contact with the navigator, Sebastian Cabot. Merchants and Explorers follows Barlow and Cabot across the Atlantic to South America and back to Spain and Reformation England. Heather Dalton uses their lives as an effective narrative thread to explore the entangled Atlantic world during the first half of the sixteenth century. In doing so, she makes a critical contribution to the fields of both Atlantic and global history. Although it is generally accepted that the English were not significantly attracted to the Americas until the second half of the sixteenth century, Dalton demonstrates that Barlow, Cabot, and their cohorts had a knowledge of the world and its opportunities that was extraordinary for this period. She reveals how shared knowledge as well as the accumulation of capital in international trading networks prior to 1560 influenced emerging ideas of trade, 'discovery', settlement, and race in Britain. In doing so, Dalton not only provides a substantial new body of facts about trade and exploration, she explores the changing character of English commerce and society in the first half of the sixteenth century.

Wendy Scase argues that texts ranging from political libels and pamphlets to laments of the unrequited lover constitute a literature shaped by the new and crucial role of complaint in the law courts. She describes how complaint took on central importance in the development of institutions such as Parliament and the common law in later medieval England, and argues that these developments shaped a literature of complaint within and beyond the judicial process. She traces the story of the literature of complaint from the earliest written bills and their links with early complaint poems in English, French, and Latin, through writings associated with political crises of the fourteenth and fifteenth centuries, to the libels and petitionary pamphlets of Reformation England. A final chapter, which includes analyses of works by Chaucer, Hoccleve, and related writers, proposes far-reaching revisions to current histories of the arts of composition in medieval England. Throughout, close attention is paid to the forms and language of complaint writing and to the emergence of an infrastructure for the production of plaint texts, and many images of plaints and petitions are included.
