Much more than a tax collector, the institution managed China’s harbors and surveyed the Chinese coast. It oversaw a college training Chinese diplomats; translated legal, philosophical, economic, and scientific documents; organized contributions to international exhibitions; and pioneered China’s modern postal system. After the 1911 Revolution, the agency began managing China’s international loans and domestic bond issues, and in the 1930s, it created a coast guard to combat smuggling. The Customs Service was central to China’s post-Taiping entrance into the world of modern nation-states and twentieth-century trade and finance, and this is the first comprehensive history of the Customs Service’s activities and truly cosmopolitan nature. But by the 1890s, as Jewish practice became polarized between the secularist and traditionalist views, the Minhogimbukh disappeared. There are no works quite like the historical customs books available today and none so thorough and concise, intuitive in organization, and beautiful. Inspired by the originals, Kosofsky set out to make his own, adapting the books for modern use, adding historical perspective and contemporary application. The result is the reappearance of the Minhogimbukh after more than a hundred-year absence, and the first complete showing of all the original woodcuts -- a visual vocabulary of Jewish life -- since the 1760s. Book excerpt: This book traces the growth of customs and excise, and their integral role in shaping the framework of industrial England; including state power, technical advance, and the evolution of a consumer society. Central to this structure was the development of two economies - one legal and one illicit. If there was a unique English pathway of industrialization, it was less a distinct entrepreneurial and techno-centric culture, than one predominantly defined within an institutional framework spearheaded by the excise and a wall of tariffs. This process reached its peak by the end of the 1770s. The structure then quickly started to crumble under the weight of the fiscal-military state, and Pitt's calculated policy of concentrating industrial policy around cotton, potteries, and iron - at the expense of other taxed industries. The breakthrough of the new political economy was the erosion of the illicit economy; the smugglers' free trade now became the state's most powerful weapon in the war against non-legal trade. If at the beginning of the period covered by this book state administration was predominantly deregulated and industry regulated, by the close the reverse was the case.
