A parliament was called in Edinburgh, one of the most important objects of which was to establish a truce with England; but it required the presence of the queen, as president of the council of state. Under pretence that her person was in danger, the queen refused to proceed to Edinburgh for this purpose, and it was resolved to omit this formality. This proceeding threw the power into the hands of the council of state, over whom the influ ence of the earl of Angus was very great. Margaret felt that this proceeding implied that she was deserted by the English party, and, resolving at once to throw herself into the arms of France, she attempted to open a negotiation with the queen-mother, who, after the captivity of the French king at Pavia, had assumed the regency of that kingdom. But at this moment a peace was suddenly concluded between England and France, which paralyzed the French faction in Scotland, and overthrew all Margaret's hopes. The Romans, after the expedition under Claudius, spent nearly forty years in subduing the southern Britons, before they came in contact with the Caledonians.
