Another effort was made by Fox to ac- complilh thole regulations of military exertion which the oppofition feemcd to confider as one of the great objeds in ohttiining the committee. He moved as a refolution, that in 1774 the whole of the land forces ferving in North America did not amount to more than fix thoufand eight hundred and fixty-four men, officers included; and read eleven other refo- lutions which ftatcd progreffivefy all the reinforcements lent to America fince that period, founding on the whole a deduction, that twenty thoufand men had been loft in the conteft. If withfo great a force ib little could be achieved, it Avas clearly impracticable, by profecuting the war, either to fubdue the Americans or terrify them into obedience.
