Book excerpt: The separation of white and black schools remained largely unquestioned and unchallenged in North Carolina for the first half of the twentieth century, yet by the end of the 1970s, the Tar Heel State operated the most thoroughly desegregated school system in the nation. In Race and Education in North Carolina, John E. Batchelor, a former North Carolina school superintendent, offers a robust analysis of this sea change and the initiatives that comprised the gradual, and often reluctant, desegregation of the state's public schools. In a state known for relative racial moderation, North Carolina government officials generally steered clear of fiery rhetorical rejections of Brown v. Board of Education, in contrast to the position of leaders in most other parts of the South. Instead, they played for time, staving off influential legislators who wanted to close public schools and provide vouchers to support segregated private schools, instituting policies that would admit a few black students into white schools, and continuing to sanction segregation throughout most of the public education system. Litigation -- primarily initiated by the NAACP -- and the Civil Rights Act of 1964 created stronger mandates for progress and forced government officials to accelerate the pace of desegregation. Batchelor sheds light on the way local school districts pursued this goal while community leaders, school board members, administrators, and teachers struggled to balance new policy demands with deeply entrenched racial prejudice and widespread support for continued segregation. Drawing from case law, newspapers, interviews with policy makers, civil rights leaders, and attorneys involved in school desegregation, as well as previously unused archival material, Race and Education in North Carolina presents a richly textured history of the legal and political factors that informed, obstructed, and finally cleared the way for desegregation in the North Carolina public education system.

Book excerpt: A testament to the resilience and determination of Black North Carolinians to achieve educational equality. This book examines the educational experiences of Black North Carolinians during the American Civil War and Reconstruction period, 1861-1877. By highlighting the collaborative efforts that led to the growing network of schools for the formerly enslaved people, it argues that schooling the Freedpeople was a contested terrain, fraught with conflicting visions of Black freedom and the role education should play. Although Black men and women emerged as the driving force behind the educational endeavors of this period, their work was facilitated by northern aid and missionary societies, the federally-mandated Freedmen's Bureau, and over 1,400 teachers from various regional and racial backgrounds. Yet the educational landscape was far from uniform, and the individuals and organizations involved had their distinct visions regarding the nature and purpose of Freedpeople's education. Through the use of qualitative and quantitative research methods, this book offers new insights into the reasons why black and white northerners and southerners elected to become teachers. By examining their diverse motivations and experiences, it argues that attitudes towards Freedpeople's education were complex and fluid, defying neat characterization. Despite mounting obstacles and opposition to their work, Black North Carolinians' unrelenting quest for education ultimately gave rise to free public schooling for both races, the professionalization of Black teachers, and an extensive network of Historically Black Colleges and Universities.

Drawing on archival records and oral histories, Sarah Thuesen gives voice to students, parents, teachers, school officials, and civic leaders to reconstruct this high-stakes drama. She explores how African Americans pressed for equality in curricula, higher education, teacher salaries, and school facilities; how white officials co-opted equalization as a means of forestalling integration; and, finally, how black activism for equality evolved into a fight for something "greater than equal--integrated schools that served as models of civic inclusion. These battles persisted into the Brown era, mobilized black communities, narrowed material disparities, fostered black school pride, and profoundly shaped the eventual movement for desegregation. Thuesen emphasizes that the remarkable achievements of this activism should not obscure the inherent limitations of a fight for equality in a segregated society. In fact, these unresolved struggles are emblematic of fault lines that developed across the South, and serve as an urgent reminder of the inextricable connections between educational equality, racial diversity, and the achievement of first-class citizenship.
