Book excerpt: At the turn of the twentieth century, African Americans eager to improve their lives through higher education were confronted with the divergent points of view of two great leaders: Booker T. Washington advocated vocational training, while W. E. B. Du Bois stressed the importance of the liberal arts. Into the fray stepped Nathan B. Young, who, as Antonio Holland now tells, left a lasting mark on that debate. Born in slavery in Alabama, Young followed a love of learning to degrees from Talladega and Oberlin Colleges and a career in higher education. Employed by Booker T. Washington in 1892, he served at Tuskegee Institute until conflict with Washington's vocational orientation led him to move on. During a brief tenure at Georgia State Industrial College under Richard R. Wright, Sr., he became disillusioned by efforts of whites to limit black education to agriculture and the trades. Hired as president of Florida A&M in 1901, he fought for twenty years to balance agricultural/vocational education with the liberal arts, only to meet with opposition from state officials that led to his ouster. This principled educator finally found his place as president of Lincoln University in Missouri in 1923. Here Young made a determined effort to establish the school as a standard institution of higher learning. Holland describes how he campaigned successfully to raise academic standards and gain accreditation for Lincoln's programs-successes made possible by the political and economic support of farsighted members of Missouri's black community. Holland shows that the great debate over black higher education was carried on not only in the rhetoric of Washington and Du Bois but also on the campuses, as Young and others sought to prepare African American students to become thinkers and creators. In tracing Young's career, Holland presents a wealth of information on the nature of the education provided for former slaves and their descendents in four states-shedding new light on the educational environment at Oberlin and Tuskegee-and on the actions of racist white government officials to limit the curriculum of public education for blacks. Although Young's efforts to improve the schools he served were often thwarted, Holland shows that he kept his vision alive in the black community. Holland's meticulous reconstruction of an eventful career provides an important look at the forces that shaped and confounded the development of black higher education during traumatic times.

Board of Education decision, the Kansas City, Missouri, School district began a process of desegregation; Central High School's student population promptly transformed from all white in 1955 to nearly all black in 1962. This project explores the history of Kansas City's Central High School, investigating how the Kansas City, Missouri School District's approach to desegregation affected Central High School and in particular, Central's black students. With an emphasis on oral history, I set out to ascertain the African American student experience at Central High School, especially during the magnet years, 1988 to 1999, a period in which the Kansas City, Missouri School District underwent the most expensive and expansive desegregation remedy to date

It is projected that by 2018, most jobs will require some postsecondary training beyond high school, placing almost 60 million Americans at risk of being locked out of the middle class because of limited educational attainments. Thus, college guidance services become critical for disenfranchised students who may require greater technical assistance and support to access college. To explore the role of school-based college planning guidance services, this dissertation examined the college planning experiences of students of color enrolled at two distinct urban public high schools in a Midwestern community plagued with longstanding traditions of disenfranchisement resulting from decades of segregated schools and communities. This case study utilized a critical approach through the lens of critical race theory, heuristic inquiry, and narratology to capture the essence of the college planning experiences as expressed by African American high school seniors, parents, and recent graduates affiliated with two central city public schools, each notorious for the highest and lowest rates of college placement amongst its graduates. The case studies of 8 high school seniors within two distinct school cultures within the same neighborhood, served as illustrations of the inequitable provision of college planning guidance in place to equip urban students of color to compete with their suburban peers without equal college planning exposure or supports. Under performing school systems must examine their role and assume full accountability for ineffective services that contribute to the economic and academic disenfranchisement of students of color. The perpetuation of limited access to higher education is critically detrimental for urban students relegated to neighborhood schools without the means for economic mobility. Without navigational support and technical assistance the cycle of disenfranchisement is likely to continue, preserving traditions of segregation, while further handicapping urban residents into adulthood.

Book excerpt: A City Divided traces the development of white Kansas Citians’ perceptions of race and examines the ways in which those perceptions shaped both the physical landscape of the city and the manner in which Kansas City was policed and governed. Because of rapid changes in land use and difficulties in suppressing crime and vice in Kansas City, the control of urban spaces became an acute concern, particularly for the white middle class, before race became a problematic issue in Kansas City. As the African American population grew in size and assertiveness, whites increasingly identified blacks with those factors that most deprived a given space of its middle-class character. Consequently, African Americans came to represent the antithesis of middle-class values, and the white middle class established its identity by excluding blacks from the urban spaces it occupied. By 1930, racial discrimination rested firmly on gender and family values as well as class. Inequitable law enforcement in the ghetto increased criminal activity, both real and perceived, within the African American community. White Kansas Citians maintained this system of racial exclusion and denigration in part by “misdirection,” either by denying that exclusion existed or by claiming that segregation was necessary to prevent racial violence. Consequently, African American organizations sought to counter misdirection tactics. The most effective of these efforts followed World War II, when local black activists devised demonstration strategies that targeted misdirection specifically. At the same time, a new perception emerged among white liberals about the role of race in shaping society. Whites in the local civil rights movement acted upon the belief that integration would produce a better society by transforming human character. Successful in laying the foundation for desegregating public accommodations in Kansas City, black and white activists nonetheless failed to dismantle the systems of spatial exclusion and inequitable law enforcement or to eradicate the racial ideologies that underlay those systems. These racial perceptions continue to shape race relations in Kansas City and elsewhere. This study demystifies these perceptions by exploring their historical context. While there have been many studies of the emergence of ghettos in northern and border cities, and others of race, gender, segregation, and the origins of white ideologies, A City Divided is the first to address these topics in the context of a dynamic, urban society in the Midwest.

Book excerpt: In 1987 Judge Russell Clark mandated tax increases to help pay for improvements to the Kansas City, Missouri, School District in an effort to lure white students and quality teachers back to the inner-city district. Yet even after increasing employee salaries and constructing elaborate facilities at a cost of more than $2 billion, the district remained overwhelmingly segregated and student achievement remained far below national averages. Just eight years later the U.S. Supreme Court began reversing these initiatives, signifying a major retreat from Brown v. Board of Education. In Kansas City, African American families opposed to the district court's efforts organized a takeover of the school board and requested that the court case be closed. Joshua Dunn argues that Judge Clark's ruling was not the result of tyrannical "judicial activism" but was rather the logical outcome of previous contradictory Supreme Court doctrines. High Court decisions, Dunn explains, necessarily limit the policy choices available to lower court judges, introducing complications the Supreme Court would not anticipate. He demonstrates that the Kansas City case is a model lesson for the types of problems that develop for lower courts in any area in which the Supreme Court attempts to create significant change. Dunn's exploration of this landmark case deepens our understanding of when courts can and cannot successfully create and manage public policy.

Book excerpt: In antebellum America, Black children, even those of tax-paying Blacks in most states could not attend White public schools or in some states any schools. Nevertheless, with the signing of the Emancipation Proclamation in 1863, Blacks assumed they would receive all inalienable rights granted to them as American freedmen. For most, the right to a proper public education for their children was paramount. Nevertheless, White educators often neglected or poorly implemented Black schools, especially secondary schools. With their reluctance to provide schools for Blacks, African American communities organized and petitioned school districts to develop Black schools on par with those for Whites. In the book, Black Cultural Capital: Activism that Spurred African American High Schools, authors describe the role of the Black community in the development of high schools. Their narratives reveal White educators’ unwillingness to implement state laws requiring the education of all children. Their lack of engagement galvanized Blacks to petition boards to adhere to the law. Additionally, they forced school districts to hire Black teachers and provide facilities for Black children equal to those of White children. Book excerpt: Shadow Across the Columns focuses on how African Americans first as slaves and then as students have struggled for higher education in this border state. Whether through legal or grass roots organizing the black sons and daughters of Missouri have believed fervently in their right to be educated. Drawing on several state and university archives as well as an extensive collection of oral history interviews, Shadow Across the Columns joins Blacks at Harvard and The Edge of Campus in filling a void in the histories of higher education that have yet to analyze institutional narratives that illustrate the gains attained and those yet unfulfilled since the 1954 Brown decision. The first chapter covers the black experience beginning with the employment of slaves in the 1840s. This is followed by a chapter on Lloyd L. Gaines' 1935 application to the University of Missouri law school and the subsequent admission of a few black graduate students in 1950. This study then focuses on the period of 1950 until 1968 with emphasis on the limited efforts to eradicate de facto segregation at the University of Missouri. The study then examines the post-1968 African American student demands for a more inclusive and equitable education. A co-existing aim of this chapter is an assessment of the Legion of Black Collegians--the black student government that epitomized African American students on MU's predominately white campus. Another chapter continues the saga of black workers. Finally, the last chapter attempts to capture the essence of higher education at the University of Missouri 40 years after Brown.

Authors come from a variety of disciplines including political science, curriculum, history, philosophy, teacher education, and educational leadership. Acceptance for publication in AEHJ requires that each author present a well?articulated argument that deals substantively with questions of educational history. AEHJ accepts papers of two types. The first consists of papers that are presented each year at our annual meeting. The second type consists of general submission papers received throughout the year. General submission papers may be submitted at any time. They will not, however, undergo the review process until January when papers presented at the annual conference are also due for review and potential publication.
