Book excerpt: The Hazardous Waste/Mixed Waste Disposal Facility (HW/MWDF) will provide permanent Resource Conservation and Recovery Act (RCRA) permitted storage, treatment, and disposal for hazardous and mixed waste generated at the Department of Energy's (DOE) Savannah River Site (SRS) that cannot be disposed of in existing or planned SRS facilities. Final design is complete for Phase I of the project, the Disposal Vaults. The Vaults will provide RCRA permitted, above-grade disposal capacity for treated hazardous and mixed waste generated at the SRS. The RCRA Part B Permit application was submitted upon approval of the Permit application, the first Disposal Vault is scheduled to be operational in mid 1994. The technical baseline has been established for Phase II, the Treatment Building, and preliminary design work has been performed. The Treatment Building will provide RCRA permitted treatment processes to handle a variety of hazardous and mixed waste generated at SRS in preparation for disposal. The processes will treat wastes for disposal in accordance with the Environmental Protection Agency's (EPA's) Land Disposal Restrictions (LDR). A RCRA Part B Permit application has not yet been submitted to SCDHEC for this phase of the project. The Treatment Building is currently scheduled to be operational in late 1996.

The site is managed by DOE's Savannah River Field Office and operated under contract by the Westinghouse Savannah River Company (WSRC). The Site's waste management policies reflect a continuing commitment to the environment. Waste minimization, recycling, use of effective pre-disposal treatments, and repository monitoring are high priorities at the site. One primary objective is to safely treat and dispose of process wastes from operations at the site. To meet this objective, several new projects are currently being developed, including the M-Area Waste Disposal Project (Y-Area) which will treat and dispose of mixed liquid wastes, and the Hazardous Waste/Mixed Waste Disposal Facility (HW/MWDF), which will store, treat, and dispose of solid mixed and hazardous wastes. This document provides a description of this facility and its mission.

Book excerpt: The Hazardous Waste/Mixed Waste (HW/MW) Disposal Facility is a new facility planned for on site processing and disposal of existing and future solid hazardous and/or mixed wastes generated at Savannah River Site (SRS). The first phase of the project is the completion of engineered above grade concrete disposal vaults which are to be permitted as hazardous waste disposal facilities and designed in accordance with the Resource Conservation and Recovery Act (RCRA) and appropriate US Department of Energy (DOE) Orders. The RCRA minimum performance standards promulgated in 40 CFR 264 and 265 are based on double lined earthen landfills. The regulations allow for alternative design and operational practices provided that the alternative design and operating practices, together with location characteristics, will prevent the migration of any hazardous constituents into the groundwater or surface water at least as effectively as the specified double lined earthen system. The engineered concrete vault structure for SRS is designed to comply and/or exceed the performance standards of the RCRA regulations and the associated RCRA technical guidance documents issued by the US Environmental Protection Agency (EPA).
