The book’s author, a retired U.S. Army soldier who spent more than twenty years working, studying and training with the GSDF, offers a broad-ranging exploration of a unique organization. Book excerpt: A sense of order has irreversibly retreated at the turn of the twenty-first century with the rise of such ancient civilizations as China and India and the militant resurgence of Islamic groups. The United States and like-minded states want to maintain the once-dominant international and global order buttressed by a set of mainly Western value systems and institutions. Nevertheless, challengers have sought to redraw the international and global order according to their own ideas and preferences, while selectively accommodating and taking advantage of the established order. Because of this, the entire world is teetering on the brink of an order war. This book is a synthesis of two separate bodies of thoughts, from Western and East Asian ideas and philosophies respectively. The authors deploy the major ideas of key Western and East Asian thinkers to shed a new light on their usefulness in understanding the transition of global order. They locate new ideas to overcome the contradictions of the late modern world and provide some ideational building blocks of a new global order. The new concepts proposed are: recognition between the great civilizations; a harmony and floating balance between and within contrasts—individual versus community, freedom versus equality—;and mediation between friends and foes. As the former Israeli Prime Minister Yitzhak Rabin put it, "you don’t need to make peace with your friends, you have to make peace with your foes." The values of the West as well as that of the East cannot survive in a globalized world by taking them as absolute, but only by balancing them to those of the other great civilizations of the world.

Book excerpt: The world's third largest economy and a stable democracy, Japan remains a significant world power; but its economy has become stagnant, and its responses to the earthquake and tsunami of March 11, 2011 and the nuclear crisis that followed have raised international concerns. Despite being constitutionally modeled on Great Britain's "Westminster"-style parliamentary democracy, Japan has failed to fully institute a cabinet-style government, and its executive branch is not empowered to successfully respond to the myriad challenges confronted by an advanced postindustrial society. In Growing Democracy in Japan, Brian Woodall compares the Japanese cabinet system to its counterparts in other capitalist parliamentary democracies, particularly in Great Britain. Woodall demonstrates how the nation's long history of dominant bureaucracies has led to weakness at the top levels of government, while mid-level officials exercise much greater power than in the British system. The post--1947 cabinet system, begun under the Allied occupation, was fashioned from imposed and indigenous institutions which coexisted uneasily. Woodall explains how an activist economic bureaucracy, self-governing "policy tribes" (zoku) composed of members of parliament, and the uncertainties of coalition governments have prevented the cabinet from assuming its prescribed role as primary executive body. Woodall's meticulous examination of the Japanese case offers lessons for reformers as well as for those working to establish democratic institutions in places such as Iraq, Afghanistan, China, and the new regimes born during the Arab Spring. At the very least, he argues, Japan's struggles with this fundamental component of parliamentary governance should serve as a cautionary tale for those who believe that growing democracy is easy.

Given that the executive branch is selected as a result of the pattern of party numbers in the parliament, to understand Japanese politics and policy, one must first know the nature of the ruling and opposition parties and their leaders. Book excerpt: This book documents Japan's psychological deterioration caused by its defeat in August 1945. Also, Japan’s traumatic transformation from authoritarianism to democracy is detailed. The study exposes an ideological war between the Soviet Union and the USA within American-occupied Japan, which triggered violent polarization among the Japanese. Under General MacArthur’s tutorage, the defeated Japanese were expected to become a peace-loving people, but the Cold War derailed Japan’s progress toward freedom and democracy. The “Red Purge,” instituted by MacArthur's Headquarters (GHQ) from 1949 to 1950, triggered the devastating side effects on Japan's academic freedom and freedom of speech. Stanford University Professor Dr. Walter C. Eells (1886–1962) served at the GHQ as an influential education adviser and became the most vocal advocate of the Red Purge. Japanese Marxist historians have constructed the popular postwar narrative of the Red Purge, blaming the GHQ for every failure. The vast archival materials, including the GHQ papers, Eells papers, and Japanese-language documents, revealed that the Red Purge was a serious propaganda battle between the Americans and the Soviets in a war-torn Japan. This propaganda war engendered the violently polarized political climate, in which the conservative Japanese government behaved according to the dictates of US Cold War policy. By revealing feverish tensions within the GHQ regarding communist influences in Japanese universities, this study sheds bright new light on the Red Purge and its lasting impact on Japan's political future.

Book excerpt: In the election to the House of Representatives in 2009, the Democratic Party of Japan (DPJ) almost tripled the number of its lower house members by winning 308 seats. It subsequently formed a coalition government with the Social Democratic Party and the People’s New Party. The new ruling party promised to completely overhaul policymaking mechanisms that had been shaped over the past decades. Yet, the Japanese people quickly felt disappointed with the DPJ’s ‘policymaking engineering’. Examining the evolution of the decision-making process in Japan under the DPJ administration between the years 2009-2012, this book offers a multidimensional explanation for the reasons for the DPJ’s failure in producing effective policymaking mechanisms. Implementing conceptual tools borrowed from historical institutionalism, the author explains why the Democrats displayed inflexibility in introducing selected elements of the Westminster system, incoherence in regard to many aspects of the decision-making reform, and unwillingness to take advantage of all of the institutional resources at their disposal. The book argues that the examination of the DPJ’s origins and interactions with other parties is crucial in understanding its misconceptions regarding the institutional model, policy vision, and institutional tools required for a durable change in policymaking patterns. Illustrating its argument with a range of case studies, this book explains why, ultimately, the DPJ’s concept of a politician-led government resulted in failure. It will also be helpful in understanding the prerequisites for the success of institutional reforms in general.
