The Hashemite Kingdom of Jordan has traditionally been an oasis of peace and stability in the ever-turbulent Middle East. The political ambitions of regional powers, often expressed in the form of territorial aggrandisement, have followed the Hashemites like an inseparable shadow. The scarcity of natural resources, especially water, has been compounded by the periodic influx of refugees from its neighbours. As a result, many—Arab and non-Arab alike—have questioned the longevity and survival of Jordan. These uncertainties were compounded when the founding ruler, King Abdullah I, became involved in the nascent Palestinian problem at the end of World War II. The annexation of the eastern part of Mandate Palestine or the West Bank in the wake of the 1948 War transformed the Jordanian demography and sowed the seeds of an uneasy relationship with the Palestinian component of its population, citizens, residents and refugees. Though better natural resources and stronger leaders have not ensured political stability in many Arab and non-Arab countries, Jordan has been an exception. Indeed, since its formation as an Emirate by the British in 1921, the Kingdom has seen only four rulers, a testimony to the sagacity and political foresight of the Hashemites. The Hashemites have managed to sustain the semi-rentier model primarily through international aid and assistance, which in turn inhibits Jordan from pursuing rapid political and economic reforms. Though a liberal, multi-religious and multicultural society, Jordan has been hampered by social cleavages especially between the tribal population and the forces of modernization.

During the 1930s, although still under the mandate of the League of Nations (which was entrusted to Great Britain), Trans-Jordan began to develop an international presence. The people remained very poor however, and the government was supported by a grant-in-aid from the British government. The British Resident in Amman, Col. Henry Cox, used that grant-in-aid as a justification for his financial and political control over the new mandated state, which limited its sovereignty. At this time, Great Britain had the largest empire on earth. Her wealth and power, as well as the survival of her empire, depended mainly on her ability to defend her trade routes with her overseas colonies, protectorates, and mandated territories. The Amir Abdullah Ibn al Husain wanted to take Trans-Jordan back from Great Britain and develop it into an independent state. This book examines the decade of that struggle.

Amman, the capital of Jordan, contends with a crisis of identity rooted in how it grew to become a symbol for the Anglo-Hashemite government first, and a city second. As a representation of the new centralized authority, Amman became the seat of the Mandatory government that orchestrated the development of Transjordan, the British protectorate established in 1921. Despite its diminutive size, the city grew to house all the components necessary for a thriving and cohesive state by the end of the British protectorate in 1946. However, in spite of its modernizing and regulatory ambitions, the Transjordan government did not control all facets of life in the region. Instead, the story of Transjordan is one of tensions between the state and the realities of the region, and these limitations forced the government to scale down its aspirations. This book presents the history of Amman's development under the rule of the British protectorate from 1921-46 and illustrates how the growth of the Anglo-Hashemite state imbued the city with physical, political, and symbolic significance.

Book excerpt: In this provocative examination of collective identity in Jordan, Linda Layne challenges long-held Western assumptions that Arabs belong to easily recognizable corporate social groups. Who is a "true" Jordanian? Who is a "true" Bedouin? These questions, according to Layne, are examples of a kind of pigeonholing that has distorted the reality of Jordanian national politics. In developing an alternate approach, she shows that the fluid social identities of Jordan emerge from an ongoing dialogue among tribespeople, members of the intelligentsia Hashemite rulers, and Western social scientists. Many commentators on social identity in the Middle East limit their studies to the village level, but Layne's goal is to discover how the identity-building processes of the locality and of the nation condition each other. She finds that the tribes creates their own cultural "homes" through a dialogue with official nationalist rhetoric and Jordanian urbanites, while King Hussein, in turn, maintains the idea of the "homeland" in many ways that are powerfully influenced by the tribespeople. The identities so formed resemble the shifting, irregular shapes of postmodernist landscapes—but Hussein and the Jordanian people are also beginning to use a classically modernist linear narrative to describe themselves. Layne maintains, however, that even with this change Jordanian identities will remain resistant to all-or-nothing descriptions. Linda L. Layne is Alma and H.
