Book excerpt: On July 12, 1964, in a momentous decision, the National Labor Relations Board decertified the racially segregated Independent Metal Workers Union as the collective bargaining agent at Houston’s mammoth Hughes Tool Company. The unanimous decision ending nearly fifty years of Jim Crow unionism at the company marked the first time in the Labor Board’s history that it ruled that racial discrimination by a union violated the National Labor Relations Act and was therefore illegal. The ruling was for black workers the equivalent of the Brown v. Board of Education decision by the Supreme Court in the area of education. Michael R. Botson carefully traces the Jim Crow unionism of the company and the efforts of black union activists to bring civil rights issues into the workplace. His analysis places Hughes Tool in the context created by the National Labor Relations Act and the formation of the Congress of Industrial Organizations (CIO). It clearly demonstrates that without federal intervention, workers at Hughes Tool would never have been able to overcome management’s opposition to unionization and to racial equality. Drawing on interviews with many of the principals, as well as extensive mining of company and legal archives, Botson’s study “captures a moment in time when a segment of Houston’s working-class seized the initiative and won economic and racial justice in their work place.”

Book excerpt: Between World War I and World War II, African Americans' quest for civil rights took on a more aggressive character as a new group of black activists challenged the politics of civility traditionally embraced by old-guard leaders in favor of a more forceful protest strategy. Beth Tompkins Bates traces the rise of this new protest politics--which was grounded in making demands and backing them up with collective action--by focusing on the struggle of the Brotherhood of Sleeping Car Porters (BSCP) to form a union in Chicago, headquarters of the Pullman Company. Bates shows how the BSCP overcame initial opposition from most of Chicago's black leaders by linking its union message with the broader social movement for racial equality. As members of BSCP protest networks mobilized the black community around the quest for manhood rights and economic freedom, they broke down resistance to organized labor even as they expanded the boundaries of citizenship to include equal economic opportunity. By the mid-1930s, BSCP protest networks gained platforms at the national level, fusing Brotherhood activities first with those of the National Negro Congress and later with the March on Washington Movement. Lessons learned during this era guided the next generation of activists, who carried the black freedom struggle forward after World War II.

Book excerpt: Too often, observers and writers of Texas history have accepted assumptions about labor movements in the state—both organized and not—that do not bear up under the light of careful scrutiny. Offering a scholarly corrective to such misplaced suppositions, the studies in Texas Labor History provide a helpful new source for scholars and teachers who wish to fill in some of the missing pieces. Tackling a number of such presumptions—that a viable labor movement never existed in the Lone Star State; that black, brown, and white laborers, both male and female, were unable to achieve even short-term solidarity; that labor unions in Texas were ineffective because of laborers’ inability to confront employers—the editors and contributors to this volume lay the foundation for establishing the importance of labor to a fuller understanding of Texas history. Book excerpt: From the memories of everyday experience, Living Atlanta vividly recreates life in the city during the three decades from World War I through World War II--a period in which a small, regional capital became a center of industry, education, finance, commerce, and travel. This profusely illustrated volume draws on nearly two hundred interviews with Atlanta residents who recall, in their own words, "the way it was"--from segregated streetcars to college fraternity parties, from moonshine peddling to visiting performances by the Metropolitan Opera, from the growth of neighborhoods to religious revivals. The book is based on a celebrated public radio series that was broadcast in 1979-80 and hailed by Studs Terkel as "an important, exciting project--a truly human portrait of a city of people." Living Atlanta presents a diverse array of voices--domestics and businessmen, teachers and factory workers, doctors and ballplayers. There are memories of the city when it wasn't quite a city: "Back in those young days it was country in Atlanta," musician Rosa Lee Carson reflects. "It sure was. Why, you could even raise a cow out there in your yard." There are eyewitness accounts of such major events as the Great Fire of 1917: "The wind blowing that way, it was awful," recalls fire fighter Hugh McDonald. "There'd be a big board on fire, and the wind would carry that board, and it'd hit another house and start right up on that one. And it just kept spreading." There are glimpses of the workday: "It's a real job firing an engine, a darn hard job," says railroad man J. R. Spratlin. "I was using a scoop and there wasn't no eight hour haul then, there was twelve hours, sometimes sixteen." And there are scenes of the city at play: "Baseball was the popular sport," remembers Arthur Leroy Idlett, who grew up in the Pittsburgh neighborhood. "Everybody had teams. And people--you could put some kids out there playing baseball, and before you knew a thing, you got a crowd out there, watching kids play." Organizing the book around such topics as transportation, health and religion, education, leisure, and politics, the authors provide a narrative commentary that places the diverse remembrances in social and historical context. Resurfacing throughout the book as a central theme are the memories of Jim Crow and the peculiarities of black-white relations. Accounts of Klan rallies, job and housing discrimination, and poll taxes are here, along with stories about the Commission on Interracial Cooperation, early black forays into local politics, and the role of the city's black colleges. Martin Luther King, Sr., historian Clarence Bacote, former police chief Herbert Jenkins, educator Benjamin Mays, and sociologist Arthur Raper are among those whose recollections are gathered here, but the majority of the voices are those of ordinary Atlantans, men and women who in these pages relive day-to-day experiences of a half-century ago.

At its height in 1886, the Knights claimed the allegiance of perhaps a million workers. Despite a host of local studies by the new labor historians of the 1970s and 1980s, there has been no general study of the Knights since Norman Ware's 1929 book, and no one has ever attempted a comprehensive study of the culture of the organization. In Beyond Labor's Veil, Robert E. Weir presents a fascinating cultural portrait of the Knights across regions, covering the years 1869 to 1893. From the start, the Knights of Labor was an unusual organization, equal parts fraternal order and labor union. It was the only nineteenth-century labor organization to organize African Americans, women, and unskilled workers on an equal basis with white craftsmen. Weir goes beyond the rhetoric of public pronouncements and union politics to consider the real influence of the Knights--in communities and homes as well as in the workplace. Weir explores the many cultural expressions of the Knights--ritual, religion, poetry, music, literature, material objects, graphics, and leisure. Although the Knights barely survived into the twentieth century, Weir concludes that the creative cultural expressions of the Knights enabled it to do as well as it did in the face of powerful oppositional forces.
