Book excerpt: Far reaching macro-economic and structural reforms combined with increases in government spending have been the primary drivers of Tanzania's growth acceleration. As growth in government spending slows, the locomotive for growth will need to shift to increased demand for exports and domestically produced goods, requiring Tanzania to strengthen substantially its international competitiveness, accelerate structural change, and safeguard the environment while maintaining macroeconomic stability. For Tanzania's poor to be able to participate and benefit from important growth, a greater focus on rural development, improved governance of the management of Tanzania's natural resources, and better targeting of social services to the poor is suggested. Successful design and implementation of a shared growth strategy will also require a strengthening of policy management and coordination in Tanzania to ensure that scarce human and financial resources are effectively deployed.

The book aims to respond to three fundamental questions: (a) what factors explain Tanzania's recent acceleration in economic growth, (b) how well has the accelerated growth translated into reduced poverty, and (c) what needs to be done to sustain growth that is also pro-poor. This book focuses on three issues that are central to the success of Tanzania's poverty reduction efforts: What factors explain Tanzania's recent acceleration in economic growth? Has the accelerated economic growth translated into reduced poverty? What must be done to sustain economic growth that is pro-poor? The book presents evidence from the macroeconomic, sectoral, firm, and household levels that shed light on these questions. In addition, the book examines the effectiveness of measures that support the poor in efforts to accumulate human and physical capital, which would enhance their prospects of contributing to economic growth. It finds that growth has been increasingly driven by higher factor productivity and that a continuation of recent policies should allow Tanzania to grow above 5 percent a year over the medium term. Furthermore, it finds that growth since 1995 has resulted in a significant decline of poverty and that prospects are favorable for Tanzania to attain its objectives for reducing income poverty by 2015.

Book excerpt: "Although Tanzania experienced relatively rapid growth in per capita GDP in the 199562001 period, household budget survey (HBS) data show only a modest and statistically insignificant decline in poverty between 1992 and 2001. To assess the likely trajectory of poverty rates over the course of the period, changes in poverty are simulated using unit-record HBS data and national accounts growth rates under varying assumptions for growth rates and inequality changes. To this end the projection approach of Datt and Walker (2002) is used along with an extension that is better suited to taking into account distributional changes observed between the two household surveys. The simulations suggest that following increases in poverty during the economic slowdown of the early 1990s, recent growth in Tanzania has brought a decline in poverty, particularly in urban areas. Unless recent growth is sustained, the country will not meet its 2015 Millennium Development Goal (MDG). Poverty reduction is on track in urban areas, but reaching the MDG target for bringing down poverty in rural areas, where most Tanzanians live, requires sustaining high growth in rural output per capita. Book excerpt: The lack of secure property rights has been identified by a number of economists - past and present - as an obstacle for long-term growth of output of African farming. The foundation for such a claim is that insecure property rights hinder long-term capital investments. Although the observed infrequency of private property rights in African history is correct there are exceptions. This paper examines one of these exceptions, namely the so-called African Native Purchase farmers in colonial Zimbabwe (Southern Rhodesia from here). The Native Purchase (NP) farmers consisted of a group of Africans that were allowed and able to buy land in specially designated areas. In this paper we analyse the performance of the Native Purchase farmers from their establishment in the 1930s up to 1960, both in terms of output and yields. At first glance, it seems like our case verifies the economic view taken by the proponents of secure property rights. We show that the average NP performed far better than the average African farmer in the Reserve (known as communal land/area after Zimbabwe's independence in 1980). Differently from what one would expect from conventional economic theory the chief differences between the NP and Africans in the reserves was not only capital, but also labour intensity. NP farmers applied more labour-intensive methods than the average farmer in the so-called Native Reserves. Grounded in the factor endowments literature and the concept of interlinked contracts we argue that the relative success of the NP farmers in Southern Rhodesia was largely an outcome of their capacity to use their control over land to access additional labour through share-cropping and tenancy contracts.

But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

This paper reviews the theoretical and empirical literature on the complex links between growth, inequality, and poverty, with causation going in both directions. The evidence suggests that growth can be effective in reducing poverty, but its impact on inequality is ambiguous and depends on the underlying sources of growth. The impact of poverty and inequality on growth is likewise ambiguous, as several channels mediate the relationship. But most plausible mechanisms suggest that poverty and inequality reduce growth, at least in the long run. Policies play a role in shaping these relationships and those designed to improve equality of opportunity can simultaneously improve inclusiveness and growth.
