Take two examples which appeared casually in talk about this, that, and the other; Three years ago he read an article in the Canadian Courier on General Hertzog, who had recently left General Botha's Government in South Africa. It was by a writer whom he never met till yesterday. Recalling it, he said he has had cor respondence with Hertzog, whose program for. South Africa he thinks is a little hazy. Hertzog leads a solid Nationalist representation from the Orange River Colony in the South African Parliament. The question of Canada's participation in the war was mentioned, Bourassa referred to conversations in Paris four years ago with French statesmen about the preparations for the war with Germany which they believed to be inevitable. They discussed what he called England's dif fidence about her share in the approaching conflict. They thought she was not willing to go as far as they thought the circumstances required, Bourassa pointed out to them that England's world-wide interests were so magnitudinous that she could not take the same view of meeting the menace which France did, whose Empire beyond the seas was not com parable to hers. The report Of Lord Durham and the union itself indicated that there was a feeling in England that the separation Of the two races in 17 91 had been a political mistake, Since it prevented anything like a national amalgamation; and it was now proposed to make an effort in the Opposite direction and diminish the importance Of the French Canadian section with its distinct language and institutions. The fact that the French language was no longer placed on the same footing as English, in Oth cial documents and parliamentary proceedings, together with the fact that Upper Canada had the same representation as Lower Canada in the assembly, despite the larger population Of the latter section, was considered an insult and an injustice to the French Canadians, against which they did not fail to remon strate for years. Titular nationalities that had republics named after them in the USSR were comparatively privileged within the boundaries of "their" republics, but they still often chafed both at Moscow's influence over republican affairs and at broader Russian hegemony across the Soviet Union. Meanwhile, members of nontitular communities frequently complained that nationalist republican leaders sought to build titular nations on the back of minority assimilation and erasure. Drawing on extensive archival and oral history research conducted in Armenia, Azerbaijan, Dagestan, Georgia, and Moscow, Krista A. Goff argues that Soviet nationality policies produced recursive, nested relationships between majority and minority nationalisms and national identifications in the USSR. Goff pays particular attention to how these asymmetries of power played out in minority communities, following them from Azerbaijan to Georgia, Dagestan, and Iran in pursuit of the national ideas, identifications, and histories that were layered across internal and international borders.
