This new book contends that contingent work represents a profound deviation from the employment relations model that dominated most of this century's labor relations. It delineates essential features of contingent work from both the worker's and the organization's point of view. Articulating a variety of perspectives from various disciplines, the contributors examine the business forces driving contingent work and assess the consequences of working contingently for the individual, family, and community, taking into account issues of race, class, and gender. They ask how current labor and employment laws need to be rewritten to provide contingent workers with the same comprehensive protections offered to permanent employees. In the final chapter, the editors comment on the status of research on contingent work and chart future research directions.

Book excerpt: Contingent workers are those employed in jobs that do not fit the traditional description of a full-time, permanent job with benefits. Contingent work takes the form of part-time, temporary, and contract employment. The number of contingent workers in 1988 has been estimated at between 29.9 and 36.6 million, representing 25-30 percent of the civilian work force. Reasons to be disturbed about the growth and magnitude of contingent employment include the following: the potential negative effects on the overall economy; inequities in pay and health benefits and lack of workplace protections that many contingent workers experience; and potential burdens these inequities may place on the welfare system. Those employed in part-time work are disproportionately female, younger (16-24), or older (65+), and those employed in temporary work are disproportionately female, minority, and young. Growth in contingent employment has been motivated by structural shifts, avoidance of fringe benefits costs, and short-and long-run flexibility. Policy options include direct regulation of the quantity of contingent work, reduction of contingent workers by use of other forms of work arrangements to provide flexibility, and reporting by users of contingent workers to a regulatory agency. These non-standard arrangements are sometimes referred to as "contingent" work. To collect information about contingent workers, the Department of Labor's Bureau of Labor Statistics has previously augmented the labor force data included in its monthly Current Population Survey with the Contingent Work Supplement. While a comprehensive source of data on contingent workers, the bureau has not conducted this supplement since 2005.

The lessons learned from Japan and from "best practice" companies like IBM about how job security, training, and internal development can improve employee commitment and performance have given way to a new set of lessons about how companies can redue fixed costs, increase flexibility, and improve performance by eliminating the elaborate employment systems that prepared employees for long careers in the company. Where the old arrangement protected employees from outside market forces, the new ones drag the market right back in through downsizing, contingent workforces, hiring on the outside for new skills, and compensation contingent on overall organizational performance. New work systems that reengineer processes and empower employees "flatten" the organizational chart, cutting management jobs in particular and reducing opportunities for career development. The new arrangements shift many of the risks of business from the firm to the employees and make employees, rather than employers, responsible for developing their own skills and careers. They also increase the demands placed on workers while reducing what they receive back for their efforts. While morale is down and stress is up, employee performance seems to be rising largely because of fear driven by the shortage of good jobs. Change at Work explores the theme that employees have paid the price for the widespread restructuring of American firms as illustrated by reduced security, greater effort and hours, and reduced morale. In this important study--commissioned by the National Planning Asociation's Committee on New American Realities--the authors consider how individuals and employers need to adapt to the new arrangements as well as the implicatioons for important policy issues such as how skills will be developed where the attachment to the firms is sharply reduced. The future is uncertain, but the authors argue that the traditional relationship between employer and employee will continue to erode, making this work essential reading for managers concerned with the profound impact corporate restructuring has had on the lives of workers.
