Introduction: In March 2000 at the Lisbon Spring Council, the 15 European Union (EU) leaders at that time agreed that the EU should commit to raising the rate of growth and employment to underpin social cohesion and environmental sustainability. The EU set itself “a strategic goal for the next decade: to become the most dynamic and competitive knowledge-based economy in the world, capable of sustainable economic growth with more and better jobs and greater social cohesion, and respect for the environment”. In June 2001 in Göteborg, the strategy adds the environmental dimension to the Lisbon Strategy (LS) and is conceived as a completion of the EU commitment to economic and social renewal. The new, more complete, and ambitious EU sustainable development strategy with objectives, indicators and an effective monitoring procedure should be based on a long-term positive vision and fully include the external dimension. In 2005 the results did not meet expectations, so the strategy had been renewed to have new impulses. As a result of the renewed LS, the cohesion policy for the programming period 2007-2013 is marked by the objectives of growth and jobs agenda, especially in the areas of innovation, research, skills, and human capital, and additionally brought reform of the objectives and funds.

Some of the key elements in the reforms, however, relate to the conditionalities employed and their effects on policy governance and the control mechanism, the smart specialization approach to policy prioritization and resource allocation, the underlying place-based logic of the policy, and the overall results orientation and evaluation emphasis of the policy. In each of the areas of the EU Cohesion Policy reforms, many different scholars from the fields of regional studies, regional science and economic geography have played important roles in shaping the new policy, and the chapters here highlight these increasing interactions between the policy and academic spheres of debate. The collection of essays in this book each deal with specific aspects of these critical elements of the Cohesion Policy reforms. In particular, they examine some of the strengths and weaknesses of these individual elements and allowing for a better understanding of the origins and backgrounds of many of the ideas underpinning these reforms. On the wave of the American tradition of development studies, this book suggests that public policy analysis can be fruitful for understanding economic growth and cohesion, if it were to reconstruct domestic public interventions for development and the institutional characteristics of the subjects responsible for pursuing development goals. To do so, this book derives its theoretical foundations from the traditional debate on the role of state actors in promoting economic development and on the institutional characteristics that the public authorities involved in the process of economic development should display. More precisely, by adopting an Hirschmanian approach to development, it elaborates an original framework to compare different Cohesion Policy implementations and to understand its economic results in different countries, using Italy and Spain as pilot studies.

Much of the language of European cohesion policy eschews the idea of trade-offs between efficiency and equity, suggesting it is possible to maximize overall growth while also achieving continuous convergence in outcomes and productivity across Europe's regions. Yet, given the rise in inter-regional disparities, it is unclear that cohesion policy has altered the pathway of development from what would have occurred in the absence of intervention. This article draws on geographical economics, institutionalist social science and endogenous growth theory, with the aim of providing a fresh look at cohesion policy. By highlighting a complex set of potential trade-offs and interrelations - overall growth and efficiency; inter-territorial equity; territorial democracy and governance capacities; and social equity within places - it revisits the rationale of cohesion policy, with particular attention to the geographical dynamics of economic development.

Book excerpt: In a 2015 speech, European Commissioner for Regional Policy, Corina Creţu, re-ignited the debate on the post-2020 cohesion policy reform by suggesting ten main issues for future reflection. Many of them are already prominent in discussions amongst European, local and regional policy-makers. One such issue is about the way the EU's cohesion policy can best contribute to its two complementary objectives: competitiveness and cohesion. Another issue concerns the best way to support lagging regions, especially those which, in spite of decades of EU support, have not converged towards the EU average. Yet another focuses on whether cohesion policy should continue to invest in advanced EU regions, especially in wealthy metropolitan ones. The way cohesion policy can better support growth, jobs and innovation outside heavily populated areas and regions with special geographical characteristics, is also a dominant issue of discussions in policy circles. Special attention is also paid to the role of the urban dimension in cohesion policy. Finding the most efficient form of support is an important point of reflection: should it be grants, repayable assistance, financial instruments, or possibly a mix of all of these along with further thematic concentration? In addition, the way that cohesion policy addresses new or growing challenges (such as energy security, migration and the digital economy) is widely debated. Other issues to consider are the simplification of policy for beneficiaries, the importance of achieving better governance and the contribution of cohesion policy to the EU's economic governance. Last but not least, the method of allocation of cohesion policy funds is another thought-provoking issue.

Book excerpt: The academic literature on the effectiveness of the European Union's cohesion policy is inconclusive: some studies find positive long-term impacts, others find positive but only short-term impacts, while others find no or even negative impacts. This range of results arises from major complicating factors, related to complex local environments, the diversity of policy interventions beyond cohesion policy, varying time frames, cross-regional spillover effects, lack of appropriate data for the analysis and various econometric problems and related estimation biases. We adopted a novel methodology that first estimated 'unexplained economic growth' by controlling for the influence of various region-specific factors, and then analysed its relationship with about two dozen characteristics specific to projects carried out in various regions in the context of EU cohesion policy. We found that the best-performing regions have on average projects with longer durations, fewer priorities, more inter-regional focus, lower national co-financing, more national (as opposed to regional and local) management, a higher proportion of private or non-profit participants among the beneficiaries (as opposed to public-sector beneficiaries) and a higher level of funding from the Cohesion Fund. No clear patterns emerged concerning the sector of intervention. Interviews with stakeholders suggested that cohesion policy is the most evaluated of all EU policies and generates European value added. In some countries, local stakeholders have different attitudes towards cohesion and national funds, which sometimes leads to less-careful management of EU funds. The Performance Framework is seen as creating an additional layer of administrative burden, without a clear connection to results or the quality of interventions. Beyond the crucial role of administrative capacity and institutional quality, there are no clear-cut characteristics that contribute to the success of cohesion programmes. Cohesion policy reform should focus on addressing the underlying problems, involving more strategic planning, fostering simplification but with stricter controls when the corruption risk is high, increasing the interregional focus and exploring synergies with other EU and national programmes. Focused and longer-term strategic programmes do not require high levels of flexibility. The national co-financing rate should be set on the basis of fiscal constraints, the additionality principle and corruption risk. The importance of a locally-led perspective should be reconciled with our finding that centralised management works better. Thematic concentration along with fewer EU goals is well justified for more-developed regions, but not for less-developed regions. A strengthened link with the European Semester should be avoided. Transparency over data, design and implementation of projects should be increased.
