Introduction: In March 2000 at the Lisbon Spring Council, the 15 European Union (EU) leaders at that time agreed that the EU should commit to raising the rate of growth and employment to underpin social cohesion and environmental sustainability. The EU set itself “a strategic goal for the next decade: to become the most dynamic and competitive knowledge-based economy in the world, capable of sustainable economic growth with more and better jobs and greater social cohesion, and respect for the environment”. In June 2001 in Göteborg, the strategy adds the environmental dimension to the Lisbon Strategy (LS) and is conceived as a completion of the EU commitment to economic and social renewal. The new, more complete, and ambitious EU sustainable development strategy with objectives, indicators and an effective monitoring procedure should be based on a long-term positive vision and fully include the external dimension. In 2005 the results did not meet expectations, so the strategy had been renewed to have new impulses. As a result of the renewed LS, the cohesion policy for the programming period 2007-2013 is marked by the objectives of growth and jobs agenda, especially in the areas of innovation, research, skills, and human capital, and additionally brought reform of the objectives and funds.

Book Place based Economic Development and the New EU Cohesion Policy

Download or read book Place based Economic Development and the New EU Cohesion Policy written by Philip McCann and published by Routledge. This book was released on 2018-02-02 with total page 248 pages. Available in PDF, EPUB and Kindle. Book excerpt: The new EU Cohesion Policy is one of the largest integrated development policies in the Western world, and one of the largest of such programmes anywhere in the world. The reforms to the EU Cohesion Policy contain many different elements each of which interlink in order to provide a cohesive overall framework. Some of the key elements in the reforms, however, relate to the conditionalities employed and their effects on policy governance and the control mechanism, the smart specialization approach to policy prioritization and resource allocation, the underlying place-based logic of the policy, and the overall results orientation and evaluation emphasis of the policy. In each of the areas of the EU Cohesion Policy reforms, many different scholars from the fields of regional studies, regional science and economic geography have played important roles in shaping the new policy, and the chapters here highlight these increasing interactions between the policy and academic spheres of debate. The collection of essays in this book each deal with specific aspects of these critical elements of the Cohesion Policy reforms. In particular, they examine some of the strengths and weaknesses of these individual elements and allowing for a better understanding of the origins and backgrounds of many of the ideas underpinning these reforms. This book was previously published as a special issue of Regional Studies.

Book excerpt: The Community Strategic Guidelines contain the principles and priorities of cohesion policy and suggest ways the European regions can take full advantage of the € 308 billion that has been made available for national and regional aid programmes over the next seven years. National authorities will use the guidelines as the basis for drafting their national strategic priorities and planning for 2007-2013, the so called National Strategic Reference Frameworks (NSRFs).

Book Towards Cohesion Policy 4 0

Download or read book Towards Cohesion Policy 4 0 written by John Bachtler and published by Routledge. This book was released on 2019-11-06 with total page 147 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the context of the debate on the future of Europe, this book makes the case for a new approach to structural transformation, growth and cohesion in the EU. It explores both the opportunities and challenges from globalisation and technological change, the widening differences in productivity between leading and lagging regions, and the need for a new policy framework capable of delivering inclusive growth. The Regional Studies Association’s Policy Impact Books form a series of punchy, policy facing books addressing issues of contemporary concern. There is a consistent focus on the impact of policy research both in terms of its reach to policy, academic and practitioner communities and also in its significance, to show how evidence can inform policy change within regional and urban studies.

Book Where Top down where Bottom up

Download or read book Where Top down where Bottom up written by Silke Tönshoff and published by Peter Lang. This book was released on 2008 with total page 128 pages. Available in PDF, EPUB and Kindle. Book excerpt: The necessity for regional policy-makers to find a balance between shaping and adapting to structural change is well-known. But to what extent does this apply to a European strategy with a «soft» governance process relying largely on benchmarking and peer pressure - the Lisbon Strategy for Growth and Jobs? Paradigms for an increase of competitiveness - also regional competitiveness - spelled out so often and vigorously lose their degree of assertiveness, when turning to economic theory for their foundations. The authors - economists and political scientists with practical experience in EU institutions - deal in their contributions with different issues relevant for decision-makers in modern regional policy. By doing so, it is possible to challenge the seemingly established consensus on what is feasible in the EU and what is not.

Book Economic Growth and Cohesion Policy Implementation in Italy and Spain

Download or read book Economic Growth and Cohesion Policy Implementation in Italy and Spain written by Mattia Casula and published by Springer Nature. This book was released on 2020-05-20 with total page 297 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book concerns EU Cohesion Policy and the economic convergence of underdeveloped regions in Italy and Spain from the first programming period to the present: it investigates the political and institutional factors that determine the success or failure of implementing EU Cohesion Policy at national and sub-national level, as well as their impact on economic growth. On the wave of the American tradition of development studies, this book suggests that public policy analysis can be fruitful for understanding economic growth and cohesion, if it were to reconstruct domestic public interventions for development and the institutional characteristics of the subjects responsible for pursuing development goals. To do so, this book derives its theoretical foundations from the traditional debate on the role of state actors in promoting economic development and on the institutional characteristics that the public authorities involved in the process of economic development should display. More precisely, by adopting an Hirschmanian approach to development, it elaborates an original framework to compare different Cohesion Policy implementations and to understand its economic results in different countries, using Italy and Spain as pilot studies.

Book EU Cohesion Policy

Download or read book EU Cohesion Policy written by John Bachtler and published by Routledge. This book was released on 2016-10-26 with total page 380 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Open Access version of this book, available at http://www.tandfebooks.com/doi/view/10.4324/9781315401867, has been made available under a Creative Commons Attribution-Non Commercial-No Derivatives 3.0 license. This book brings together academics, members of European institutions, and regional and national level policymakers in order to assess the performance and direction of EU Cohesion policy against the background of the most significant reforms to the policy in a generation. Responding to past criticisms of the effectiveness of the policy, the policy changes introduced in 2013 have aligned European Structural and Investment Funds with the Europe 2020 strategy and introduced measures to improve strategic coherence, performance and integrated development. EU Cohesion Policy: Reassessing performance and direction argues that policy can only be successfully developed and implemented if there is input from both academics and practitioners. The chapters in the book address four important issues: the effectiveness and impact of Cohesion policy at European, national and regional levels; the contribution of Cohesion policy to the Europe 2020 strategy of smart, sustainable and inclusive growth; the importance of quality of government and administrative capacity for the effective management of the Funds; and the inter-relationships between institutions, territory and place-based policies. The volume will be an invaluable resource to students, academics and policymakers across economics, regional studies, European studies and international relations.

Book Cohesion Policy in the European Union

Download or read book Cohesion Policy in the European Union written by Thomas Farole and published by . This book was released on 2011 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the reform of the Structural Funds in 1989, the EU has made the principle of cohesion one of its key policies. Much of the language of European cohesion policy eschews the idea of trade-offs between efficiency and equity, suggesting it is possible to maximize overall growth while also achieving continuous convergence in outcomes and productivity across Europe's regions. Yet, given the rise in inter-regional disparities, it is unclear that cohesion policy has altered the pathway of development from what would have occurred in the absence of intervention. This article draws on geographical economics, institutionalist social science and endogenous growth theory, with the aim of providing a fresh look at cohesion policy. By highlighting a complex set of potential trade-offs and interrelations - overall growth and efficiency; inter-territorial equity; territorial democracy and governance capacities; and social equity within places - it revisits the rationale of cohesion policy, with particular attention to the geographical dynamics of economic development.

Book Challenges for EU Cohesion Policy

Download or read book Challenges for EU Cohesion Policy written by Vasilis Margaras and published by . This book was released on 2016 with total page 12 pages. Available in PDF, EPUB and Kindle. Book excerpt: In a 2015 speech, European Commissioner for Regional Policy, Corina Creţu, re-ignited the debate on the post-2020 cohesion policy reform by suggesting ten main issues for future reflection. Many of them are already prominent in discussions amongst European, local and regional policy-makers. One such issue is about the way the EU's cohesion policy can best contribute to its two complementary objectives: competitiveness and cohesion. Another issue concerns the best way to support lagging regions, especially those which, in spite of decades of EU support, have not converged towards the EU average. Yet another focuses on whether cohesion policy should continue to invest in advanced EU regions, especially in wealthy metropolitan ones. The way cohesion policy can better support growth, jobs and innovation outside heavily populated areas and regions with special geographical characteristics, is also a dominant issue of discussions in policy circles. Special attention is also paid to the role of the urban dimension in cohesion policy. Finding the most efficient form of support is an important point of reflection: should it be grants, repayable assistance, financial instruments, or possibly a mix of all of these along with further thematic concentration? In addition, the way that cohesion policy addresses new or growing challenges (such as energy security, migration and the digital economy) is widely debated. Other issues to consider are the simplification of policy for beneficiaries, the importance of achieving better governance and the contribution of cohesion policy to the EU's economic governance. Last but not least, the method of allocation of cohesion policy funds is another thought-provoking issue.

Book Converging Europe

Download or read book Converging Europe written by Ipek Eren Vural and published by Routledge. This book was released on 2016-05-13 with total page 305 pages. Available in PDF, EPUB and Kindle. Book excerpt: 'Converging Europe' evaluates the impact of European integration on social policy development since the launch and re-launch of the Lisbon strategy discussing the challenges posed by the still unfolding global economic crisis of 2007-2009. Given the unsettling economic conditions, does European coordination of social policies generate more social cohesion and integration or growing xenophobia, nationalism and exclusion? Informed by diverse theoretical perspectives, this book brings together a team of international experts working on an extensive range of policy issues central to the Lisbon agenda such as labour market policies, social protection systems, and social exclusion/poverty. Contributions assess the interfaces between European integration, the Lisbon strategy and social policy in three groups of countries related to the EU: old member states; the new member states; and a candidate country - Turkey. The richness of content and data allows rigorous analysis and critical comparative insights not only on the social outcomes of the Lisbon strategy but also more broadly on the dynamics and dimensions of European social policy. Pioneering the scholarly reflections on the repercussions of the global economic crisis of 2007-2009 for both the road map drawn at Lisbon and viability of national systems of social provision in Europe, this book is an important acquisition for policy makers and academics alike.

Book How to Improve European Union Cohesion Policy for the Next Decade

Download or read book How to Improve European Union Cohesion Policy for the Next Decade written by Zsolt M. Darvas and published by . This book was released on 2019 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: The academic literature on the effectiveness of the European Union's cohesion policy is inconclusive: some studies find positive long-term impacts, others find positive but only short-term impacts, while others find no or even negative impacts. This range of results arises from major complicating factors, related to complex local environments, the diversity of policy interventions beyond cohesion policy, varying time frames, cross-regional spillover effects, lack of appropriate data for the analysis and various econometric problems and related estimation biases. We adopted a novel methodology that first estimated 'unexplained economic growth' by controlling for the influence of various region-specific factors, and then analysed its relationship with about two dozen characteristics specific to projects carried out in various regions in the context of EU cohesion policy. We found that the best-performing regions have on average projects with longer durations, fewer priorities, more inter-regional focus, lower national co-financing, more national (as opposed to regional and local) management, a higher proportion of private or non-profit participants among the beneficiaries (as opposed to public-sector beneficiaries) and a higher level of funding from the Cohesion Fund. No clear patterns emerged concerning the sector of intervention. Interviews with stakeholders suggested that cohesion policy is the most evaluated of all EU policies and generates European value added. In some countries, local stakeholders have different attitudes towards cohesion and national funds, which sometimes leads to less-careful management of EU funds. The Performance Framework is seen as creating an additional layer of administrative burden, without a clear connection to results or the quality of interventions. Beyond the crucial role of administrative capacity and institutional quality, there are no clear-cut characteristics that contribute to the success of cohesion programmes. Cohesion policy reform should focus on addressing the underlying problems, involving more strategic planning, fostering simplification but with stricter controls when the corruption risk is high, increasing the interregional focus and exploring synergies with other EU and national programmes. Focused and longer-term strategic programmes do not require high levels of flexibility. The national co-financing rate should be set on the basis of fiscal constraints, the additionality principle and corruption risk. The importance of a locally-led perspective should be reconciled with our finding that centralised management works better. Thematic concentration along with fewer EU goals is well justified for more-developed regions, but not for less-developed regions. A strengthened link with the European Semester should be avoided. Transparency over data, design and implementation of projects should be increased.
