Book excerpt: The 1981 Education Consolidation and Improvement Act (ECIA) is part of the Reagan Administration's "new federalism." This study, based on personal interviews with officials in nine states, examined decisionmaking as state officials planned for their new responsibilities under the ECIA. State departments of education, state legislatures, and, in some cases, state boards of education will play a larger role in decisions about fund allocations for the ECIA than in the past. In most states, the block grant portion of the law will result in a redistribution of funds away from urban areas and low-income students, although some states have attempted to minimize this effect. Decreased levels of funding for ECIA programs will reduce services offered by most state departments of education. Previous federal financial support for research and development and for desegregation is no longer earmarked. Finally, many state officials find their decisionmaking flexibility constrained by the absence of compliance standards in law or regulation.

Book excerpt: After 1848 political revolution disappears in England and grows in Ireland. Like countries in southern and eastern Europe, Ireland was not developing its population, technology, wealth, or its middle class as was England. Celtic Ireland was at the edge of extinction. How did the Irish turn this around? There were three kinds of response to this challenge: One acquiescence, supporting the Act of Union with ‘Great Britain’ (1800); Two, compromise, partial administrative repeal of the Act of Union, ‘Home Rule’; Three, fight for an independent Irish republic by revolutionary means, like George Washington in 1776. Our analysis focuses on the third response, the Fenians, but the others are always in the picture. How do the Fenians expect to make a revolution successfully? English monarchs, Tory politicians, and English governments spared no military cost to prevent any George Washington allied with France or Germany at their back-door. To discover the revolutionary answers to our question the author goes to the general history and to a detailed analysis of the Fenian social organization, leadership, value perspectives during four time periods. What is the movement’s desired future, republican (‘green’) or socialist (‘red’)? What are the consequences for Ireland, its classes, castes, and groups?

Download or read book The Life and Work of John C Campbell written by Olive Dame Campbell and published by University Press of Kentucky. This book was released on 2017-02-17 with total page 723 pages. Available in PDF, EPUB and Kindle. Book excerpt: John C. Campbell (1867–1919) is widely considered to be a pioneer in the objective study of the complex world of Appalachian mountaineers. Thanks to a grant from the Russell Sage Foundation, Campbell traveled throughout the region with his wife—noted social reformer and "songcatcher" Olive Dame Campbell—interviewing and profiling its people. His landmark work, The Southern Highlander and His Homeland, is cited by nearly every scholar writing about the region, yet little has been published about the Campbells and their role in the sociological, educational, and cultural history of Appalachia. Elizabeth McCutchen Williams has prepared the first critical edition of Olive Dame Campbell's comprehensive overview of her husband's life and work—a project left unfinished at the time of Olive's death. Never before published, this unique volume draws extensively on diary entries and personal letters to illuminate the significance and lasting impact of John C. Campbell's contributions. The result is a dynamic blend of biography and collected correspondence that presents an insightful portrait of the influential educator and reformer.
