Book excerpt: Excerpt from Governor's Message Soon after the achievement of our independence, the great and good men who conducted the revolution, met in Convention and entered upon the work of forming a Consti tutien, and establishing the government Upon a permanent basis. In that convention it was discovered that great di versity of Opinion existed, as to the proper form of the per manent government. Some very able and influential per sons favored the plan of a limited monarchy, similar to that of Great Britain, or some other strong government which would consolidate the sovereignty of the States in the em pire, and place the supreme power in the hands of the few. Many, who did not aspire to the throne in case of the as tablishment of monarchy, no doubt, looked for positions as ministers at court, or for dukedoms and other grades of noble hereditary distinction that would elevate them and their posterity to permanent ruling positions above the great mass of their fellow-citizens. This class of persons Opposed the great doctrine of Saw: Rig/its and sought to divest the States of their sovereignty, and virtually to con vert them into mere provinces of a consolidated central power. The doctrines of this class of statesmen were, however, suc cessfully combated in the convention by the great cham pions of the doctrine of State 8000? Eigmy, who succeeded in procuring the sanction of the convention to a constitution, which, while it delegated to the general government such attributes of sovereignty as were necessary to conduct the foreign affairs of a confederation of States, and to regulate such internal affairs between the States necessary to the good of the whole as were beyond the control of a single State confederated with sister States, reserved to each State its inherent sovereignty, with power to exercise all its at tributes except such as were expressly granted to the gen eral Government, or such as were necessary to carry into effect the delegated powers. The boys and girls can rear them with less of labor and expense than that be stowed upon the harem of hens - while the pleasure and delight attendant upon the work is a reward in itself. The time will come when these rivulets of spring water will be turned to a higher ac count than as a mere watering place for stock. The example 01 the state in stocking public waters will be imitated by individuals in stocking private waters. A good fish pond or two, stocked with fish, would be no mean acquisition to the attractions and value oi a farm. With a little well-directed labor, the fish crop will never fail. In their pure element they are subject to no scourge. Here. Upon the quiet farm, they are not frightened by the puding ot steam engines and the dashing spray of water'crafts; the 0! Sewers, the filth of oil-refineries, the washings of breweries, oi stills, of gas-works, have no poisons which reach them; the obstruc tions of dams, the accumulation of sawdust, the floating of raft! Over spawning beds, are not among their calamities; and here, too they are protected against worse than barbarian bands which deen: it amarit to slay a fish when about to deposit her thousands 0 eggs in the effort of nature to survive in spite of their endless com binations to destroy. Book excerpt: Excerpt from An Examination of the Message of His Excellency the Governor to the Senate: Returning the Bill Soon after the publication of the Message of the Governor, which accompanied his veto of the Militia Bill of the last session of the Legislature, I commenced an examination of it in a series of numbers in the Greenfield Gazette and Franklin Herald. Ill health compelled me to employ the assistance of a friend in the preparation of the second number, and an unexpected addition to my engagements led to a temporary abandonment of the undertaking. When I found myself in a condition to resume the work, it seemed to me advisable to alter the mode of publication. Whatever interest the question possesses is of an extended and enduring character, and for this as well as for other reasons, a pamphlet is a more fit vehicle for such a discussion than a newspaper. Circumstances growing out of my relation to the Militia Bill, as well as the great importance of the questions and principles involved in the Message of the Governor, which accompanied it when it was returned by him to the Senate, seemed to require from me this appeal to the public; and in the following pages will be found my views and reasonings upon this subject, which are freely submitted to the public, with the hope that if they are unsound they will be shown to be so, but that if true they will prevail. I regret that the publication has been delayed until the interest in the subject has so far passed away; but circumstances beyond my control have prevented its earlier appearance. Book excerpt: Excerpt from Message of the Governor of Virginia: Communicating a Correspondence Between the Governors of Virginia and New York, in Relation to Certain Fugitives From Justice The correspondence between ibis department and the governor of New York, and the executive authorities of the slaveholding states, required by certain resolutions of the last general assembly, form, in my estimation, a proper subject for a special communication; and I accordingly submit the same for your consideration. I availed myself of the first occasion, after the executive trust devolved on me, to bring this subject before the governor of New York, in order to afford him an opportunity to comply with the request of the last general assembly, by "urging its consideration on the legislature of his state." Anxious, if possible, to avoid the necessity of "invoking the co-operation of the slaveholding states," I spared no pains to induce the governor of New York to adjust a question which was still entirely within his control; and notwithstanding his delay in meeting it, I determined not to execute the fourth resolution of the general assembly, while a hope remained that this controversy could be otherwise settled.1 was not advised until the 12th of November, of the ultimate decision of the governor of New York to persist in his original refusal to surrender these fugitives. I then lost no time in complying with the fourth resolution of the general assembly, and in exerting all the power with which this department was invested, to bring these fugitives to justice. I immediately offered a suitable reward for their apprehension, and though a considerable time has elapsed since the perpetration of their offence, I am not without hopes that this means may still prove effectual. At an earlier stage of this controversy, the apprehension and conviction or acquittal of these offenders might have terminated, or prevented the serious questions which have subsequently arisen; but the importance which has been imparted to them by the repeated and inflexible refusals of the governor of New York, to acknowledge the only rule which has been hitherto known and esteemed sufficient for their adjustment, will expose us to continual depredation and danger, though the authority of our laws may be successfully vindicated in this instance. The points of view in which this subject has been considered by the governor of New York, do not admit of compromise or concession. The Legislature also granted a return to the City of auction duties, amounting to about per annum, and Congress appropriated in the River and Harbor Bill of that year. These moneys have been judiciously expended, and have demonstra ted the practicability of deepening the Patapsco River to any required extent, with the assurance of permanency, when so improved. Commercially, the West and North West have the deepest interest in the extension of our great line of im provement, and, in a National point of view, it may be assumed that from the Tortugas to the Bay of Fundy, with perhaps a single exception, the Chesapeake Bay offers the most tempt ing point for the investment and anchorage of an invading squadron.
