[...] Moreover, in many of the more populous counties, the federally determined county median income for a family of four substantially exceeds the state median income of $52,000 that is used as the basis of the proposed family fee schedule. [...] Between 1979 and 1999, for example, the increase in the median four-person family income exceeded the change in the California CPI by 6.3 percent.11 Over time, use of a too-low base for the SMI, and substitution of an annual inflation adjustment for an estimate of change in real family income, could substantially limit the proportion of families eligible for subsidized care. [...] ELIMINATION OF CALWORKS STAGE THREE CHILD CARE CalWORKs Stage Three provides subsidized child care to families that have left cash assistance and have exhausted their two-year, post-CalWORKs child care entitlement.16 The Legislature has recognized the important role of child care subsidies in helping families that have left cash assistance for work, and state practice since the 1998 implementation. [...] The CBP has made a number of recommendations for improving the quality of and access to child care through the state's subsidized system.19 The CBP's recommendations include creating a well-considered state master plan, restoring the purchasing power of center-based child care contracts, expanding child care funding to the extent state or federal funds permit, piloting a low income child care enti.

Book excerpt: A BRIEF OVERVIEW OF CALIFORNIA'S SUBSIDIZED CHILD CARE SYSTEM California's subsidized child care system is complex and delivered through a number of programs with various eligibility requirements.1 The California Department of Education (CDE) and Department of Social Services (DSS) administer subsidized child care programs at the state level.2 At the local level, child care programs are administer. [...] As families' incomes increase they pay graduated fees, and once families reach the income eligibility ceiling, they are no longer eligible to receive subsidized child care.8 WHAT IS THE GOVERNOR'S PROPOSAL? The Governor has proposed broad policy changes to the state's child care and development system in response to the current budget crisis. [...] Beyond the potential savings, the Administration maintained "an inequity in access to child care...encourages families to seek public assistance in order to access child care subsidies."20 The Administration characterizes the issue as one in which services to CalWORKs families denies subsidized child care from families with even lower incomes. [...] WHAT WILL STATE-COUNTY REALIGNMENT MEAN FOR CHILD CARE? In the 2003-04 Proposed Budget, the Administration argues that the state's current child care and devel- opment system is too complex, inefficient, and inequitable, and proposes that shifting the responsibility from the state to the county will: 6 "facilitate greater coordination for needy families, enhance accountability and fraud prevention. [...] Child care advocates are concerned that shifting child care and development programs from the jurisdiction of the CDE will lead to lower quality child care.26 Can the state adequately ensure performance accountability and adherence to state standards? • Whether the programs currently proposed for realignment are the 'right' programs to realign.

The study examines the effects of the California Work Opportunity and Responsibility to Kids (CalWORKs) program on work activity participation rates of welfare recipients, welfare caseloads, and outcomes for welfare leavers. It describes outcomes under CalWORKs through approximately the summer of 2000 and begins the process of explaining the observed variation in outcomes through time, between California and other states, and among California's counties. Analyses of national data (administrative data on caseloads and national survey data on household income) and statewide data (on caseloads, employment, and earnings) show almost uniform improvement in outcomes in California since the implementation of CalWORKs. While the CalWORKs reforms appear to have been responsible for some of that improvement, the robust economy and other policy changes were probably also important. The rest of the nation has experienced similar improvements in outcomes.
