Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Government of Victoria (Australia) I shall best explain the purpose of this work by a few lines of autobiography. In May 1889 I was appointed to the Chair of Law in Melbourne University as successor to the late Dr. W. E. Hearn, so favourably known, not only in Australia, but also in England and America, as the author of The Aryan Household, The Govern ment of England, and other works. Immediately upon my arrival in Melbourne, I found it incumbent upon me, in order to fulfil the engagements made by the Faculty of Law, to lecture upon a subject called The Public Law of Victoria, of which I had not, at that time, any special knowledge. In May 1889 I was appointed to the Chair of Law in Melbourne University as successor to the late Dr. W. E. Hearn, so favourably known, not only in Australia, but also in England and America, as the author of The Aryan Household, The Government of England, and other works. Immediately upon my arrival in Melbourne, I found it incumbent upon me, in order to fulfil the engagements made by the Faculty of law, to lecture upon a subject called "The Public Law of Victoria," of which I had not, at that time, any special knowledge. In ordinary circumstances it would have been a sufficiently severe task to lecture to a large and critical audience upon a topic which I had not thoroughly studied. But in this case the hardship was intensified by the fact that I could find no text-book which would give me even an outline idea of the subject. The only authorities prescribed by the Faculty were the Acts of Parliament for the time being in force in Victoria on various branches of it. The inadequacy of such a provision for the teaching of Public Law, in a country like Victoria, must be manifest. In Victoria, as in England, much of that which is most important in sound constitutional knowledge is never embodied in statutes at all. Judicial decisions, diplomatic correspondence, resolutions of the Houses of Parliament, political tradition and practice generally, form essential items in the list of the sources of public law. Book The Constitution of Victoria

Download or read book The Constitution of Victoria written by Greg Taylor and published by Federation Press. This book was released on 2006 with total page 600 pages. Available in PDF, EPUB and Kindle. Book excerpt: "[T]his work is comprehensive in its treatment of all aspects of Victorian constitutional law whether they be historical, jurisprudential or practical. Occasionally the author offers his own views upon the direction which the law has taken or should take, but in a manner which adds freshness to the text or adds interest for the reader. This is a legal text-book and is bound to be a standard text for many years to come. There is no other comprehensive work which covers Victorian constitutional law. But it is digestible in a way that many other text-books are not. It will provide a wealth of understanding and insight to teachers, students, practitioners, public servants, members of Parliament and others for whom an understanding of the Victorian Constitution is of interest and, often, necessity. It is not only the courts which are concerned with constitutional law. This work has a practical application in many other areas and for many who are not lawyers. It will provide practical guidance where that is possible and, where it is not, will provide a scholarly foundation upon which to build the correct answer."Sir Daryl Dawson, from The Foreword - full text below (see Extracts)This is the standard reference work on the Constitution of Victoria. Since the election of the Bracks government and its gaining a majority in both Houses of Parliament, the Victorian Constitution has undergone far-reaching change, making it markedly different from other Australian State Constitutions in a number of respects. This work analyses and comments on the new and old provisions of the Victorian Constitution and is essential for understanding the effect of the changes, some of which are of doubtful validity.

Book excerpt: Excerpt from An Australian Colony: The Government Handbook of Victoria The absence of knowledge by a large number of residents in Great Britain and Ireland of: the Geographical Divisions of Australia, and of the Agricultural, Pastoral, and Mineral Resources of Victoria, is made apparent by numerous inquiries. In order that information respecting the colony may be obtained by those seeking it, this brochure has been prepared. Victoria, although the smallest of the five colonies of the Continent of Australia, is one of the most prosperous. It has an area of square miles, and one of the finest climates in the world. The difference in temperature throughout the year is slight, the average being 4920 in winter, and 6530 in summer. The average rainfall in the colony for a series of years was inches. With such a genial climate, open-air work can be carried on throughout the year. Compared with European countries, Victoria occupies a very favorable position as regards the health of its people, and is entirely free from epidemical disease, from which less favoured countries suffer. The system of State Education is free, and schools are so situated as to be accessible for children in all parts of the colony. The standard of education is high, and many of our most successful men received their education in State schools. The value of imports for 1897 was and exports Of the area of square miles, only acres are under cultivation, and as most of the area is capable of cultivation, there are possibilities of extending it considerably.
