Book excerpt: Since the end of World War II, the primary political regions of Illinois, Chicago and "downstate, " have lost population, wealth, and political power to a third region, the suburban collar, which has relentlessly expanded outward from Chicago. At the same time, legislative service has changed from a largely part-time "citizen" activity into a "professional, " career-oriented pursuit. Parochial perspectives of elected officials have intensified as reflected in candidates' promises to deliver their districts' "fair share" of government spending. The state legislature has become an arena in which each region battles for its own fair share, rather than an instrument for comprehensively addressing the state's problems. The authors foresee the emergence of political coalitions linking downstate and Chicago-historically at odds-in efforts to protect their "shares" and contend with the suburban collar. Illinois's political leaders face the challenge of looking beyond district interests to the broader concerns of work-force quality and statewide economic prosperity. Samuel K. Gove is Director Emeritus at the Institute of Government and Public Affairs, and Professor Emeritus of Political Science at the University of Illinois. He is coeditor with Louis H. Masotti of After Daley: Chicago Politics in Transition. James D. Book excerpt: Excerpt from State and Local Government in Illinois: A Bibliography This bibliography has been designed to aid those persons who desire knowledge of problems, achievements, and processes of state and local government in Illinois, other than that embodied in statutes, court decisions, and reports of administrative agencies. The emphasis is on materials dealing at length with specific issues of state-wide significance. Social, economic, and political histories and similar studies have been added as necessary background but kept to a short list of outstanding works. Studies pertaining to a single unit of local government have generally been omitted, although exceptions have been made particularly in the case of the several significant studies of Chicago government and problems. Materials for inclusion in this bibliography are largely restricted to information on the practice of government in Illinois under the Constitution of 1870 up to September 1953 and only a few items relating to the period before 1900 have been listed. Although there is justification for including materials even back to the territorial laws, available resources dictated a limitation to more current materials. A cross reference system in the table of contents has been de vised to aid the user of this bibliography in locating works that touch on one or more subject matters. This alternative subject list ing should be searched by those persons desirous of making an exhaustive study of a particular problem area. D. 1870 The constitution Of 1818 was a comparatively brief document, its main provisions being taken from the existing constitutions of Ken tucky, Ohio, New York and Indiana. The three departments Of the government were differentiated, but the executive power was made comparatively weak. The legislature was invested with an extensive appointing power, which was an extremely important function, since the only Officers to be elected by the people were the governor, lieu tenant governor, sheriff, coroner and county commissioners. Nearly all the other State Officers down to 1848 were appointed by the legis lature, either directly, or indirectly through the delegation Of its authority to the governor or to the people of the several counties. The executive was also weakened by the fact that in place Of the power of veto, the governor and judges Of the Supreme Court were constituted a council of revision with authority to pass on the valid ity Of legislation. If this board disapproved Of any act, they returned it to the legislature for reconsideration, and a majority of all the members elected was then required to pass it over their Objection.
