Book excerpt: In the Global South, indigenous people have been continuously subjected to top-down, and often violent, processes of post-colonial state and nation building. This book examines the development dilemmas of the indigenous people (adivasis) of the Indian state of Kerala. It explores the different facets of change in their lives and livelihoods in the context of modernisation under different political regimes. As part of the Indian Union, Kerala followed a development approach in tune with the Government of India with regard to indigenous communities. However, within the framework of India’s quasi-federal polity, the state of Kerala has been tracing a development path of its own, which has come to be known as the ‘Kerala model of development’. Adopting a historical political economic approach, the book locates the adivasi communities in the larger contextual shifts from late colonialism through the post-independence years, and critically analyses the Kerala model of development with particular reference to the adivasis’ changing political status and rights to land. It pays special attention to policy dynamics in the neoliberal phase, and the actual practices of decentralisation as a way of including the socially excluded and marginalised. Offering a theoretical elaboration of the interaction between class and indigeneity based on intensive fieldwork in Kerala, the book addresses adivasi development in relation to the general development experience of Kerala, and goes on to relate this particular study to the global context of indigenous people’s struggles. It will be of interest to those working in the fields of South Asian Development, Political Economy and South Asian Politics.

The State of Kerala has been hailed as a success story in accommodating gender concerns in local-level planning and political decentralisation; this conclusion has been based on relatively simple evaluative exercises that ask whether women of diverse backgrounds have gained entry into formal institutions of governance or not. This book seeks to place political decentralisation and its possibilities for women within the historical and contemporary contexts. Against the popular assumption that the liberal feminist promise made by the state will be delivered, say, once the noxious influence of male relatives is removed, the book points to the multiple social forces that shape possibilities and hindrances for women, and reshape gender divisions in the political field. The book thus pays attention to women in both local governance and politics. Secondly, it examines how women have utilised, extended, survived within or subverted these spaces. In the present context in which fifty per cent of the seats in the institutions of local self-government are being reserved for women, and there exists considerable skepticism about reservations for women in the Parliament, this book offers reflections on both local governance and ‘high’ politics. Book excerpt: Social Democracy in the Global Periphery focuses on social-democratic regimes in the developing world that have, to varying degrees, reconciled the needs of achieving growth through globalized markets with extensions of political, social and economic rights. The authors show that opportunities exist to achieve significant social progress, despite a global economic order that favours core industrial countries. Their findings derive from a comparative analysis of four exemplary cases: Kerala (India), Costa Rica, Mauritius and Chile (since 1990). Though unusual, the social and political conditions from which these developing-world social democracies arose are not unique; indeed, pragmatic and proactive social-democratic movements helped create these favourable conditions. The four exemplars have preserved or even improved their social achievements since neoliberalism emerged hegemonic in the 1980s. This demonstrates that certain social-democratic policies and practices - guided by a democratic developmental state - can enhance a national economy's global competitiveness.
