Book excerpt: This book is the first monograph to provide a multilevel analysis of power dynamics underlying the governance of philanthropic foundations in the authoritarian context of China. As a special kind of organization with a democratic culture, Chinese foundations’ governance is under more pressure than we realize. The government has been evolving its methods to impose stringent control over foundations (Chapter 3) and “purer” foundations highly dependent on individual donations are more likely to adopt authoritarian leadership styles rather than being mechanisms spreading democratic values in Chinese society (Chapter 4). However, this practice does not come without a price. Given power’s double-edge of both enabling and constraining effects, although strongman leaders may use their power to get things done, their power may also cause the problem of accountability (Chapter 5). Overall, Chinese society is a stable system with authoritarian power modes. This system is not static but in constant flux, homogenizing incompatible parts until all units of the system adopt the same power mode. This book establishes a comprehensive and bleak picture of the unfavorable conditions foundations in China face and provides valuable insights to understand the future of the nonprofit sector in China. This book will be of interest to students and researchers in the fields of sociology, political science, and nonprofit studies (NGO management). It will also be a valuable resource for NGP practitioners.

However, there is a need for a new perspective on this issue. Contemporary China, where a modern civil society remains in a nascent stage, offers a valuable site to seek new answers. Through a comparative analysis of nongovernmental organizations (NGOs) in today’s China, this study shows the importance of the human factor, notably the NGO leadership, in the establishment of a modern civil society. In particular, in recognition of the social nature of NGOs, this study engages in a comparative examination of Chinese NGO leaders’ state linkage, media connections and international ties in order to better understand how each factor contributes to effective NGOs.

Scoggins delves into the paradox of China's self-projection of a strong security state while having a weak police bureaucracy. Assessing the problems of resources, enforcement, and oversight that beset the police, outside of cracking down on political protests, Scoggins finds that the central government and the Ministry of Public Security have prioritized "stability maintenance" (weiwen) to the detriment of nearly every aspect of policing. The result, she argues, is a hollowed out and ineffective police force that struggles to deal with everyday crime. Using interviews with police officers up and down the hierarchy, as well as station data, news reports, and social media postings, Scoggins probes the challenges faced by ground-level officers and their superiors at the Ministry of Public Security as they attempt to do their jobs in the face of funding limitations, reform challenges, and structural issues. Policing China concludes that despite the social control exerted by China's powerful bureaucracies, security failures at the street level have undermined Chinese citizens' trust in the legitimacy of the police and the capabilities of the state.

Book excerpt: Between 2009 and 2012, the city of Chongqing came into the national, and even international spotlight, as it became the geographical centre of the ‘Singing Red, Smashing Black’ campaign, and later the political storm that swept China. Chongqing’s Red Culture Campaign drew an incredible amount of interest at the time, but speculation and prejudice has since blurred the public understanding of the sensational story that ties the campaign with the rise and fall of a political star, Bo Xilai. This book, therefore, seeks to study the nature of Chongqing’s Red Culture Campaign, and the interaction between the political programme and the practices of its participants. Based on fieldwork conducted in Chongqing, it seeks to question whether the Red Culture Campaign was actually a return to Maoist revolutionary mass campaigning whilst examining the relationship between the CCP's political power and the lives of the ordinary people as reflected in the case of the campaign. Ultimately, it highlights that the campaign was not in fact a real Maoist mass movement. Although it followed the pre-existing model of past mass campaigns in China, containing a series of frequent and highly performative operations, Xiao Mei argues that it essentially demonstrated critical features of ‘simulation’. By contributing to our understanding of the discrepancies between a designed political programme, and what it actually becomes when implemented on the ground, this book will be of use to students and scholars of Chinese Studies, Politics and Sociology.
