It is a fact I have bad to keep in mind in preparing for the press this new edition of a book first published more than nine years ago. Such fidelity to the original as the sketch may hare possessed when executed might be lost in the attempt to make it a register of all the changes which time has wrought upon the features of the subject. The task would be one of peculiar difficulty at the present moment; for my revised edition is called for, as it happens, while the structure of our polity is undergoing a process of reconstruction still incomplete. With the ultimate form and powers of the Upper Chamber in suspense, and with the revolution in the government of Ireland impending but undecided, it would be futile to pass a definite judgment on transitory developments which must eventually assume a more definite and tangible shape. And so, while drawing some fresh illustrations and arguments from the events of the past few years, I prefer to leave this book as, in the main, an account of the "working constitution" of the United Kingdom in the opening decade of the twentieth century. What remains to be said of the origin and plan of the book, besides the explanations given in the introductory chapter, is mainly of a personal character. When I came the first time to the shores of England, more than ten years ago, it was as a student of English Law and Constitution entirely imbued with the ideas and judgments which the great German jurist and scholar, Rudolf von Gneist, had expressed in the many legal and political writings of his long career. But soon I discovered that those writings were not only in many ways obsolete, having been long passed by current practice and by modern legislative reforms, but also that the general idea of the modern political history of England, as given by Gneist, stood in inexplicable contradiction to the real development and the true nature of political facts. These first impressions have been strengthened by incessant study in England itself, until out of my doubts of the theories and judgments of Gneist there has resulted a view of modern English politics, independent of, and in essence opposed to, those views of Gneist which have so constantly been accepted as authoritative by continental learning. Still less does it claim to rival the classical monographs on the various aspects of the Constitution which are the work of experts in the strict sense. It is written only in the hope that those who have not yet the leisure, or who have not yet arrived at the age, to appreciate these larger works, will be enabled by it to look forward to that advantage at a later date. And the immediate prospect of a largely increased electorate, combined with the great stimulus of interest in problems of government produced by the war, would seem to make that hope reasonable. For the many defects of the book, the writer will not apologize; for lie knows that critics best able to appreciate the difficulty of writing it, will be the readiest to forgive them. He will merely deprecate the suggestion that the book is a "precis" of larger treatises. So far as it goes, it is original both in plan and execution, and from first-hand material. For neither plan nor execution is any one but the writer responsible.
